Islamic Social Financing to Support Efforts to Recover and Rebuild from Pandemic

New York: The United Nations (UN) and the Islamic Development Bank launched an initiative to assist finance efforts to recover better in view of the global health and economic crisis that have pushed millions of people into extreme poverty.

The International Dialogue on the role of Islamic social financing in achieving the Sustainable Development Goals will support unlocking the potential of Islamic social financing to provide urgently needed support for poverty alleviation, economic recovery, pandemic response, and sustainable development.

“Standing in solidarity with those in need means exploring how Islamic social financing can support the pandemic response through the ACT-Accelerator and its COVAX Facility, as well as other initiatives and vehicles to ensure equitable access to vaccines, diagnostics and therapeutics,” said Deputy Secretary-General of the United Nations Amina Mohammed in her opening statement at the event.

“As the world comes to terms with the evident fragility of our socioeconomic systems, especially during the current pandemic, the tools of Islamic social financing provide an opportunity to usher in much needed resilience,” said President of the Islamic Development Bank Group Bandar Hajjar, highlighting the significance of the International Dialogue on the role of Islamic social financing.

“I am confident that zakat, sadaqa, waqf and Islamic microfinance can help bring a grass-roots, inclusive and more resilient approach to development, and I look forward to working with our partners at the United Nations to mainstream these tools to meet pressing needs and achieve the SDGs,” he added.

Furthermore, Hajjar confirmed the Bank’s full alignment with the importance of leveraging social financing to mitigate the impacts of the raging pandemic, including production of COVID-19 vaccines to attend to developing and least developed countries.

“As we seek to overcome financial constraints, funding shortfalls and financing inequalities, we believe that Islamic social financing, itself built on the principles of fairness and justice, can open pathways to stimulate economic activity and promote social welfare, financial inclusion and shared prosperity,” said Executive Secretary of the UN Economic and Social Commission for Western Asia (ESCWA) Rola Dashti.

“Using the modern tools of the Fourth Industrial Revolution, including blockchain, fintech and artificial intelligence, we can better manage zakat, awqaf and Islamic microfinance,” she added, calling for the International Dialogue to explore the possibility of establishing a regional zakat, waqf and sadaqa fund to support instant emergency relief for the most vulnerable and longer-term poverty eradication. 

HE Special Adviser to the UN Secretary-General Dr Ahmed bin Mohammed Al Muraikhi said, “Launching this Dialogue during Ramadan highlights the importance of helping those in need. Never has it been so important to come together in solidarity to achieve the SDGs and alleviate the impacts of the COVID-19 pandemic.”

“This partnership between the UN and the Islamic Development Bank will help realize the potential of Islamic social financing to support humanitarian efforts and achieve the SDGs during these challenging times,” reiterated UN Secretary-Generals Special Envoy on Financing the 2030 Agenda for Sustainable Development Mahmoud Mohieldin.

The International Dialogue will include a series of virtual seminars that will continue until next November, hosted by the United Nations Institute for Training and Research with the support of the State of Qatar. The seminars will bring together Islamic social finance institutions, scholars, experts, international humanitarian and development systems and other stakeholders to deepen understanding of Islamic social finance and introduce current UN platforms and initiatives.

Expected outcomes of the International Dialogue also include a report on leveraging Islamic social financing to achieve the SDGs; the establishment of a knowledge repository and e-learning modules on the subject at UNITAR; and a road map with concrete recommendations on the way forward, contributing to the Financing for Development in the Era of COVID-19 and Beyond Initiative.

According to the latest United Nations economic forecast launched today, economic recovery, despite indicating modest progress compared to 2020, remains under threat amid surging COVID-19 cases and lagging vaccination in poorer countries, widening inequalities and setting back further progress on the Sustainable Development Goals (SDGs) the global blueprint for ensuring a better future for all by 2030.

The world’s only vaccine equity mechanism, COVAX, led by the World Health Organization (WHO), GAVI and the Coalition for Epidemic Preparedness Innovations (CEPI), in partnership with the United Nations Childrens Fund (UNICEF), has so far shipped nearly 60 million COVID-19 vaccines to more than 120 participating countries, in an unprecedented global vaccine roll out in history. COVAX still needs US$ 2.8 billion to meet its goal of ending the acute phase of the pandemic by year end.

Using traditional instruments such as zakat (obligatory almsgiving amounting to about US$ 300 billion annually), sadaqa (charitable giving) and waqf (endowments and trusts), as well as microfinance instruments such as qard hassan (benevolent loans), Islamic social financing remains a critical financing mechanism, based on the values of faith and inclusivity, in line with goals of the SDGs to promote social trust, cooperation and solidarity in the fight against poverty and hunger.

وفي كلمة افتتاحية خلال حفل الإطلاق الذي أقيم عبر تقنية الاتصال المرئي عن بعد، أكدت السيدة أمينة محمد، نائبة الأمين العام للأمم المتحدة، أن “التضامن مع المحتاجين يعني استكشاف سبل استخدام التمويل الاجتماعي الإسلامي لتعزيز الاستجابة للجائحة من خلال مبادرة تسريع إتاحة أدوات مكافحة /كوفيد-19/ (ACT-Accelerator) ومرفق “كوفاكس” (COVAX facility)، ومبادرات ووسائل أخرى لضمان الوصول العادل إلى اللقاحات والتشخيصات والعلاجات”، شاكرة البنك الإسلامي للتنمية على دعمه المناسب.

من جانبه، شدد الدكتور بندر بن محمد حمزة حجار، رئيس مجموعة البنك الإسلامي للتنمية، على أهمية الحوار الدولي حول دور التمويل الاجتماعي الإسلامي، قائلا في هذا الصدد “فيما يعمل العالم للتعايش مع الهشاشة الواضحة في أنظمتنا الاقتصادية والاجتماعية، فإن آليات التمويل الإسلامي الاجتماعي تتيح فرصة لتحقيق المرونة التي نحتاج إليها”.

وعبر حجار عن ثقته بأن آليات الزكاة والصدقة والوقف والتمويل الإسلامي الأصغر ستقدم منهجية تنموية ذات طبيعة قاعدية تتسم بالشمول والمرونة، معربا عن تطلعه للعمل مع شركائه في الأمم المتحدة لتعميم هذه الأدوات لتلبية الاحتياجات الملحة وتحقيق أهداف التنمية المستدامة’.

كما أبرز تأييد البنك الكامل لأهمية الاستفادة من التمويل الاجتماعي للتخفيف من آثار الجائحة المتفشية، بما في ذلك لإنتاج لقاحات /كوفيد-19/ لخدمة البلدان النامية وأقل البلدان نموا.

من جهتها، أكدت الدكتورة رولا دشتي، الأمينة التنفيذية للجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا (الإسكوا)، أن التمويل الاجتماعي الإسلامي الذي يقوم على مبادئ الإنصاف والعدالة من شأنه أن يدعم السعي للتغلب على القيود المالية ونقص التمويل وانعدام المساواة في التمويل، وأن يفتح آفاقا جديدة لتحفيز النشاط الاقتصادي وتعزيز الرفاهية الاجتماعية وتحقيق الإدماج المالي والازدهار المشترك، مضيفة أنه باستخدام أدوات الثورة الصناعية الرابعة، بما في ذلك سلاسل الكتل (blockchain) وتكنولوجيا الخدمات المالية (fintech) والذكاء الاصطناعي، يمكننا إدارة الزكاة والأوقاف والتمويل الأصغر الإسلامي على نحو أفضل.

ودعت المسؤولة الأممية إلى الاستفادة من الحوار الدولي للبحث في إمكانية إنشاء صندوق إقليمي للزكاة والوقف والصدقة لدعم تدخلات الإغاثة الفورية وجهود القضاء على الفقر على المدى الطويل، وحماية الفئات الأكثر عرضة للخطر.

بدوره، صرح سعادة الدكتور أحمد بن محمد المريخي، المستشار الخاص للأمين العام للأمم المتحدة، بأن “إطلاق هذا الحوار خلال شهر رمضان الكريم يسلط الضوء على أهمية مساعدة المحتاجين”، قائلا “علينا اليوم أكثر من أي وقت مضى أن نتعاضد ونتعاون لتحقيق أهداف التنمية المستدامة والتخفيف من آثار الجائحة”.

وأكد الدكتور محمود محيي الدين، المبعوث الخاص للأمين العام للأمم المتحدة لتمويل خطة التنمية المستدامة لعام 2030، أن “هذه الشراكة بين الأمم المتحدة والبنك الإسلامي للتنمية ستساعد في تحقيق إمكانات التمويل الاجتماعي الإسلامي لدعم جهود العمل الإنساني والتقدم نحو أهداف التنمية المستدامة في هذا الزمن الصعب”.

وستتخلل الحوار الدولي سلسلة ندوات افتراضية تمتد حتى شهر نوفمبر المقبل، يستضيفها معهد الأمم المتحدة للتدريب والبحث بدعم من دولة قطر، حيث ستجمع الندوات بين مؤسسات التمويل الاجتماعي الإسلامي والعلماء والخبراء والأنظمة الإنسانية والإنمائية الدولية وأصحاب المصلحة الآخرين لتعميق الفهم للتمويل الاجتماعي الإسلامي والتعريف بمنصات ومبادرات الأمم المتحدة الحالية.

وتشمل النتائج المتوقعة للحوار الدولي أيضا تقريرا عن سبل الاستفادة من التمويل الاجتماعي الإسلامي لتحقيق أهداف التنمية المستدامة، وقاعدة معرفية ودورات للتعلم الإلكتروني حول هذا الموضوع يتم تنفيذها في معهد الأمم المتحدة للتدريب والبحث، وخارطة طريق وتوصيات عملية بشأن سبل المضي قدما والمساهمة في مبادرة تمويل التنمية في عصر جائحة /كوفيد-19/ وما بعده.

ووفقا لأحدث التوقعات الاقتصادية التي أصدرتها الأمم المتحدة اليوم، لا يزال التعافي الاقتصادي معرضا للخطر، على الرغم من التقدم الطفيف الذي تم تسجيله مقارنة بأرقام عام 2020، وذلك بسبب ارتفاع أعداد الإصابات بالوباء وتأخر الوصول إلى اللقاحات في البلدان ذات الدخل المنخفض وتفاقم عدم المساواة، وجميعها عوامل تعيق التقدم نحو أهداف التنمية المستدامة، التي هي خطة العالم لتحقيق مستقبل أفضل للجميع بحلول عام 2030.

ومن خلال آلية “كوفاكس”، وهي آلية الإنصاف في اللقاح الوحيدة في العالم بقيادة منظمة الصحة العالمية وتحالف “غافي” للقاحات (Gavi) والائتلاف المعني بابتكارات التأهب لمواجهة الأوبئة (CEPI)، بالشراكة مع منظمة الأمم المتحدة للطفولة (اليونيسف)، وصل إلى ما يزيد عن 120 دولة مشاركة 60 مليونا من لقاحات /كوفيد-19/ إلى اليوم، في جهد غير مسبوق عبر التاريخ لنشر اللقاح، إلا أن آلية “كوفاكس” لا تزال بحاجة إلى 2.8 مليار دولار أمريكي لتحقيق هدفها المتمثل في إنهاء المرحلة الحادة للجائحة بحلول نهاية العام.

ويعتبر التمويل الاجتماعي الإسلامي آلية تمويل أساسية، تستخدم أدوات تقليدية مثل الزكاة (التي تبلغ المساهمات السنوية في إطارها حوالي 300 مليار دولار أمريكي)، والصدقة، والوقف (ومنه الصناديق الاستئمانية)، وكذلك أدوات التمويل الأصغر كالقرض الحسن، وتستند جميعها إلى قيم الإيمان والشمولية لتعزيز الثقة المجتمعية والتعاون والتضامن في مكافحة الفقر والجوع، بما يتماشى مع أهداف التنمية المستدامة.
