European Commission sets date for “Coronavirus passport”

Doha: The European Commission has set June 21st as the date for the entry into force of the health passport, which represents a health certificate enabling the owner to travel within the European Union, as it is a document proving that the holder is free of CORONAVIRUS.
According to euronews, vaccine passports have faced opposition from some EU member states over concerns that they may be discriminatory, and others related to data protection.
Didier Reynders, the European Commissioner for Justice, said during a panel discussion inside the European Parliament on Tuesday that the pilot test of the certificate would begin at the beginning of June.
Reynders had previously stressed that the proposed digital green certificate would be “for all EU citizens and their families when they leave the EU or live abroad, as well as the European Economic Area.”
Reynders stressed that the passport aims to “facilitate freedom of movement” by creating free and unsustainable digital or paper certificates, related to vaccination, testing and recovery. A digital certificate is not mandatory, as people could choose, for example, between obtaining a certificate and carrying it with them or staying quarantined.
** Warning that the certificate will become a travel requirement
Several parliamentarians warned that the certificate could become a real prerequisite for travel to Europe, which could “undermine the goal of facilitating freedom of movement” and urged the European Commission to “remain vigilant and ensure that the freedom of movement of individuals is respected by Member States”.
The European Commission considers the “green passport” to be necessary to facilitate movement within the EU before the summer break, European Domestic Market Commissioner Thierry Britton said earlier.
The Commission says the certificate will be “digital or paper” to respect the wishes of those who “do not want to download it on their smartphones”. It will also be equipped with a free code in the language of each country, translated into English and “valid in all EU countries”. Of course, they recognize only European-registered vaccines.
Many European countries consider Covid-19 vaccination certificates absolutely necessary, before reopening borders and revitalizing the tourism sector, which accounts for about 10 percent of GDP within the EU and employs about 30 million people.

ووفق موقع euronews، فإن جوازات سفر اللقاحات واجهت معارضة من بعض الدول الأعضاء في الاتحاد الأوروبي بسبب مخاوف من أنها قد تكون تمييزية، وأخرى تتعلق بحماية البيانات.
وقال ديدييه رايندرز، مفوض العدل الأوروبي، خلال جلسة نقاشية داخل البرلمان الأوروبي أمس، الثلاثاء، أن الاختبار التجريبي للشهادة سيبدأ في بداية شهر يونيو.
وكان رايندرز أكد سابقاً أن الشهادة الخضراء الرقمية المقترحة ستكون “لجميع مواطني الاتحاد الأوروبي، وعائلاتهم عندما يغادرون الاتحاد الأوروبي أو يعيشون في الخارج كما يشمل الأمر أيضاً المنطقة الاقتصادية الأوروبية”.
وشدد رايندرز على أن الجواز يهدف إلى “تسهيل حرية التنقل” من خلال إنشاء شهادات رقمية أو ورقية مجانية وغير مستدامة، تتعلق بالتطعيم والاختبار والتعافي. وأضاف أن الشهادة الرقمية ليست إلزامية حيث يمكن للناس أن يختاروا، على سبيل المثال، بين الحصول على الشهادة وحملها بصحبتهم أو البقاء في الحجر الصحي.
** تحذير من تحول الشهادة إلى شرط للسفر
وحذر عدة برلمانيين من أن تصبح هذه الشهادة شرطاً أساسياً فعلياً للسفر إلى أوروبا، ما قد “يقوض هدف تسهيل حرية التنقل” وحثوا المفوضية الأوروبية على “التزام اليقظة وضمان احترام حرية تنقل الأفراد من قبل الدول الأعضاء”.
وتعتبر المفوضية الأوروبية الشهادة الصحية، “جواز السفر الأخضر” ضرورية لتسهيل التنقل داخل الاتحاد الأوروبي قبل العطلة الصيفية، وفق ما أعلن تييري بريتون مفوض السوق الداخلية الأوروبية في وقت سابق.
وتقول المفوضية إن الشهادة ستكون “رقمية أو ورقية” لاحترام رغبة أولئك الذين “لا يريدون تنزيلها على هواتفهم الذكية”. كما ستكون مزودة برمز مجاني وبلغة كل دولة ومترجمة إلى اللغة الإنجليزية و”صالحة في جميع دول الاتحاد الأوروبي”. وهي طبعاً تعترف باللقاحات المسجلة أوروبياً فقط.
وتعتبر العديد من الدول الأوروبية شهادات التلقيح ضد كوفيد-19 ضرورية للغاية، قبل إعادة فتح الحدود وإعادة تنشيط قطاع السياحة، الذي يمثل نحو 10 بالمئة من الناتج المحلي الإجمالي داخل الاتحاد الأوروبي ويعمل فيه نحو 30 مليون شخص.
