UNRWA Partially Postpones Payment of Salaries of 28,000 Palestinian Employees Due to Lack of Funds

Occupied Jerusalem: The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announced Monday that it has partially postponed the payment of the salaries of 28,000 employees in the occupied territories, due to its lack of sufficient funds for that.
Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Philippe Lazzarini said in a statement that it was decided to partially postpone the payment of the salaries of 28,000 Palestinian employees in the occupied territories, as a result of the lack of sufficient and reliable funds from the donor countries, explaining that the agency is forced to postpone the salaries of this number of employees, including health care workers and teachers, due to lack of funding, hoping to avoid having to suspend basic services.
He indicated that UNRWA needs to secure $ 70 million in order to be able to pay full salaries for the months of November and December, indicating that despite all efforts by UNRWA to secure the necessary resources it needs to continue operating its humanitarian and development programs, it has not been able to obtain sufficient financial resources so far to pay the full salaries for this month.
The UN official warned that if additional funding is not pledged in the coming weeks, UNRWA will be forced to postpone paying part of the salaries owed to all employees this month, calling on the international community and donors to ensure that the agency remains able to continue its vital services and life-saving operations in the Palestinian territories, especially in this emergency sanitary condition.
It is noteworthy that UNRWA over the past five years has reduced its budget of $500 million by activating efficiency measures and reducing costs, including reducing staff, stopping the necessary reforms and investments in infrastructure, and increasing the number of students in classes to 50 students per teacher, and reducing life-saving humanitarian aid at a time marked by increasing needs.

وقال السيد فيليب لازاريني المفوض العام لوكالة /الأونروا/، في بيان، إنه تقرر “تأجيل بشكل جزئي دفع رواتب 28 ألف موظف وموظفة فلسطينية في الأراضي المحتلة، نتيجة عدم توفر الأموال الكافية والموثوقة من الدول المانحة”، موضحا أن الوكالة “مضطرة لتأجيل الرواتب لهذ العدد من الموظفين، بما يشمل العاملين في الرعاية الصحية والمعلمين، بسبب نقص التمويل”، ومعربا عن أمله في تفادي الاضطرار لتعليق الخدمات الأساسية.
وأشار إلى أن /الأونروا/ تحتاج إلى تأمين 70 مليون دولار أمريكي لكي تتمكن من دفع الرواتب كاملة لشهري نوفمبر وديسمبر، مبينا أنه “على الرغم من جميع جهود /الأونروا/ لتأمين الموارد اللازمة التي تحتاجها لكي تستمر في تشغيل برامجها الإنسانية والإنمائية، إلا أنها لم تتمكن من الحصول على موارد مالية كافية حتى اللحظة لدفع الرواتب كاملة لهذا الشهر”.
وحذر المسؤول الأممي من أنه إذا لم يتم التعهد بتمويل إضافي خلال الأسابيع القادمة، فإن /الأونروا/ ستكون مضطرة لتأجيل دفع جزء من الرواتب المستحقة لجميع الموظفين في هذا الشهر، داعيا المجتمع الدولي والمانحين إلى ضمان أن تظل الوكالة قادرة على مواصلة خدماتها الحيوية وعملياتها المنقذة للأرواح في الأراضي الفلسطينية لاسيما في هذا الظرف الصحي الطارئ.
يشار إلى أن وكالة /الأونروا/ قامت على مدار الأعوام الخمسة الماضية بتقليص 500 مليون دولار من ميزانيتها عن طريق تفعيل تدابير للكفاءة وخفض التكاليف، شمل ذلك تقليص الموظفين، وإيقاف الإصلاحات اللازمة والاستثمارات في البنية التحتية، ورفع عدد الطلبة في الصفوف إلى 50 طالبا وطالبة للمعلم الواحد، وتخفيض المساعدات الإنسانية المنقذة للحياة في وقت اتسم بتزايد الاحتياجات.
