Qatar Well-Prepared to Host International Partners at LDC5

Doha: Advisor to the Deputy Prime Minister and Minister of Foreign Affairs, and official spokesperson for the Ministry of Foreign Affairs, Dr. Majed bin Mohammad Al Ansari affirmed the State of Qatar’s full readiness to receive its partners from around the world participating in the Fifth United Nations Conference on the Least Developed Countries (LDC5), which will be held in Doha from March 5-9.

In the Ministry of Foreign Affairs weekly briefing, Dr. Al Ansari stressed that Doha is the capital of multi-purpose international action, especially development work, which represents a priority and importance for Qatari foreign policy. Qatar has always been one of the main supporters of international efforts in supporting the least-developed countries, which represent 46 countries according to the UN’s classification.

The official spokesman for the Ministry of Foreign Affairs added that since 2020, Qatar has made contributions to these countries amounting to QR1,300,000,000 (USD363 million), and this support reflects Qatar’s great interest in this file and that it is a pivotal and essential country in supporting development efforts in these countries.

He pointed out that the LDC5 is a platform to support the least developed countries at all levels, whether official, civil, private, or youth. It is expected that 4 to 5 thousand participants from abroad and 1000 from Qatar will participate in this important and major event, in addition to a large number of leaders and heads of government, ministers, specialists and relevant experts.
The advisor to the Deputy Prime Minister and Minister of Foreign Affairs added that on the sidelines of the conference, which kicks off March 4, the UN House will be inaugurated, as announced by HH the Amir Sheikh Tamim bin Hamad Al-Thani in various speeches before the UN, which translates the agreements signed with the UN in 2018 in various fields, and the contribution of more than USD500 million to support a number of areas of its work.

He explained that the UN House is a Qatari national initiative to enhance Qatar’s position in multilateral work, and as a reliable international partner with the UN in achieving the desired goals in international work in general, especially since Qatar is an old partner of the UN, and the relationship between them is historical, extended and diverse. He pointed out that the UN House includes 12 offices that differ in their specialization and nature of work, including the UNESCO office, the International Labor Organization, UNICEF, the World Health Organization, and others.

Dr. Majid Al Ansari added that LDC5 is an opportunity for concerted international efforts to accelerate the wheel of sustainable development in the least developed countries, as this conference is held once every 10 years, and provides an opportunity for these countries to benefit from international efforts to support capabilities and achieve the desired goals.

He stressed that the leaders during the conference will conduct a comprehensive assessment of the implementation of the Istanbul Program of Action, take appropriate measures at the international level in favor of the least developed countries, and agree to renew the partnership between these countries and their development partners to overcome structural challenges, eradicate poverty, achieve internationally agreed development goals, and empower the concerned countries to get out of the category of least developed countries, as the conference includes a group of forums for the private sector, civil society, youth, parliamentarians, and tracks of South-South cooperation.

Dr. Al Ansari said that the State of Qatar welcomed the adoption of the Doha Programme of Action for the Least Developed Countries for the Decade 2022-2031 (DPoA), which was agreed upon in 2022 at the United Nations General Assembly in New York, with Doha considering the adoption of the program in the first part of the conference an important achievement that provides a positive impetus to prepare to hold the second part of the conference in Doha from March 5-9.

Regarding Qatari aid to those affected by the earthquake that struck the Republic of Turkiye and northern Syria recently, Advisor to the Deputy Prime Minister and Minister of Foreign Affairs and Spokesperson for the Ministry of Foreign Affairs, Dr. Majed bin Mohammad Al Ansari confirmed that the number of planes that carried aid has exceeded 50, with the airlift still ongoing, delivering aid for as long as the Turkish and Syrian sides are in need of it, indicating that this aid includes medical equipment and supplies, family tents, foodstuffs, field hospitals, ready-made housing units, as well as the setting up of 12 field hospitals.

Dr. Al Ansari praised the efforts of Qatari civil society organizations and charities in this regard, especially given the fact that aid has been ongoing since the beginning of the crisis, where a delegation of 29 doctors and four nurses arrived from the Qatar Red Crescent Society (QRCS) to perform surgeries and train medical personnel on the ground, with a constant flow of medical supplies, medicines, and devices to the centers and hospitals in northern Syria, benefiting 108,000 affected people. QRCS also announced the construction of a new residential city for the affected families, which includes 300 apartments, as well as comprehensive infrastructure and facilities needed in the city.

Qatar Charity on the other hand provided aid worth more than QR 22 million in Turkey and QR 39 million for the people in northern Syria.

The Foreign Ministry’s Spokesperson stressed Qatar’s constant keenness to provide support and assistance to the brotherly Syrian people, stemming from Qatar’s belief in the Syrian people’s right to a decent life, pointing out that total Qatari aid provided to their Syrian brothers has exceeded QR 2 billion.

Regarding the visit of HE the Egyptian Prime Minister Dr. Mostafa Madbouly to Doha, Dr. Al Ansari affirmed that it comes within the framework of developing relations with the sisterly Arab Republic of Egypt, and the signing of many bilateral agreements reflects the depth and development of these ties.

The Ministry of Foreign Affairs Spokesperson reviewed the ministry’s efforts in the last few days, especially the interviews conducted by Qatari officials at home and abroad, which aim in their entirety to achieve international peace and security and support mediation efforts in Yemen, Africa, Afghanistan, Libya and other conflict areas around the world.

الدوحة: أكد الدكتور ماجد بن محمد الأنصاري مستشار نائب رئيس مجلس الوزراء وزير الخارجية، المتحدث الرسمي لوزارة الخارجية، استعداد دولة قطر التام لاستقبال شركائها من مختلف أنحاء العالم المشاركين في مؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا، والذي سيعقد بالدوحة في الفترة من 5 إلى 9 مارس المقبل.

وشدد الدكتور الأنصاري في الإحاطة الإعلامية الأسبوعية التي تنظمها وزارة الخارجية على أن الدوحة عاصمة للعمل الدولي متعدد الأغراض، خاصة العمل الإنمائي الذي يمثل أولوية وأهمية للسياسة الخارجية القطرية، فقطر دائما من الداعمين الرئيسيين للجهود الدولية في دعم الدول الأقل نموا، وهي تمثل 46 دولة وفقا لتصنيف الأمم المتحدة.

وأضاف المتحدث الرسمي لوزارة الخارجية أن قطر منذ عام 2020 إلى الآن قدمت مساهمات لهذه الدول وصلت إلى مليار و300 مليون ريال قطري، بما يعادل 363 مليون دولار أمريكي، وهذا الدعم يعكس اهتمام قطر البالغ بهذا الملف، وأنها دولة محورية وأساسية في دعم جهود التنمية في هذه البلدان.

ولفت إلى أن المؤتمر يعد منصة لدعم البلدان الأقل نموا على المستويات كافة، سواء الرسمية أو الأهلية أو الخاصة أو الشبابية، متوقعا أن يشارك في هذا الحدث المهم والكبير من 4 إلى 5 آلاف مشارك من الخارج و1000 من الداخل، بخلاف عدد كبير من القادة ورؤساء الحكومات والوزراء والمتخصصين والخبراء المعنيين.

ونبه مستشار نائب رئيس مجلس الوزراء وزير الخارجية إلى أنه على هامش المؤتمر (4 مارس المقبل) سيتم افتتاح “بيت الأمم المتحدة” الذي أعلن عنه حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى في خطابات مختلفة أمام الأمم المتحدة، والذي يترجم الاتفاقيات التي وقعت مع الأمم المتحدة عام 2018 في مختلف المجالات، والمساهمة بمبلغ يزيد على 500 مليون دولار لدعم عدد من مجالات عملها.

وأوضح أن “بيت الأمم المتحدة” مبادرة وطنية قطرية لتعزيز مكانة قطر في العمل متعدد الأطراف، وكشريك دولي موثوق مع الأمم المتحدة في تحقيق الأهداف المرجوة في العمل الدولي بشكل عام، خاصة أن قطر شريك قديم للأمم المتحدة، والعلاقة بينهما تاريخية وممتدة ومتنوعة، مشيرا إلى أن “بيت الأمم المتحدة” يضم 12 مكتبا متنوعا في اختصاصه وطبيعة عمله، من ضمنها مكتب اليونسكو، ومنظمة العمل الدولية، واليونيسيف، ومنظمة الصحة العالمية، وغيرها.

وتابع الدكتور ماجد الأنصاري بأن المؤتمر في نسخته الخامسة فرصة لتضافر الجهود الدولية من أجل تسريع عجلة التنمية المستدامة في الدول الأقل نموا، حيث يعقد هذا المؤتمر مرة كل 10 سنوات، ويتيح الفرصة لهذه الدول للاستفادة من الجهود الدولية لدعم الإمكانيات وتحقيق الأهداف المرجوة، مؤكدا أن القادة خلال المؤتمر سيقومون بإجراء تقييم شامل لتنفيذ برنامج عمل إسطنبول، واتخاذ الإجراءات المناسبة على الصعيد الدولي لصالح البلدان الأقل نموا، وستتم الموافقة على تجديد الشراكة بين هذه الدول وشركائها في التنمية للتغلب على التحديات الهيكلية، والقضاء على الفقر، وتحقيق الأهداف الإنمائية المتفق عليها دوليا، وتمكين الدول المعنية من الخروج من فئة أقل البلدان نموا، حيث يضم المؤتمر مجموعة من المنتديات لـ “القطاع الخاص، والمجتمع المدني، والشباب، والبرلمانيين، ومسارات التعاون بين بلدان الجنوب”.

وذكر الدكتور الأنصاري بترحيب دولة قطر باعتماد برنامج عمل الدوحة لمؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا للعقد 2022 -2031، الذي تم بتوافق الآراء العام الماضي في الجمعية العامة للأمم المتحدة في نيويورك، واعتبار الدوحة لاعتماد البرنامج في الجزء الأول من المؤتمر إنجازا مهما يساهم في إضفاء زخم إيجابي للجهود والتحضيرات لعقد الجزء الثاني من المؤتمر الذي تتطلع الدولة لاستضافته في الفترة من 5 إلى 9 مارس المقبل.

وبخصوص المساعدات القطرية للمتضررين من الزلزال الذي ضرب الجمهورية التركية والشمال السوري مؤخرا، أكد الدكتور ماجد بن محمد الأنصاري مستشار نائب رئيس مجلس الوزراء وزير الخارجية المتحدث الرسمي لوزارة الخارجية، أن عدد الطائرات التي حملت المساعدات إلى هناك تجاوز الـ 50 طائرة، ولا يزال الجسر الجوي مستمرا في توصيل المساعدات حتى تنتهي الحاجة من الطرفين التركي والسوري، مشيرا إلى أن هذه المساعدات تشمل المعدات والمستلزمات الطبية، والخيام العائلية، والمواد الغذائية، والمستشفيات الميدانية، والوحدات السكنية الجاهزة، وتجهيز 12 مستشفى ميدانيا.

وأشاد الدكتور الأنصاري بجهود مؤسسات المجتمع المدني والجمعيات الخيرية القطرية في هذا الإطار، خاصة أن المساعدات مستمرة منذ بداية الأزمة، فالهلال الأحمر القطري وصل منه وفد مكون من 29 طبيبا و4 ممرضين لإجراء العمليات الجراحية وتدريب الكوادر الطبية هناك، وكذلك يواصل إرسال المستلزمات الطبية والأدوية والأجهزة للمراكز والمستشفيات في الشمال السوري التي يستفيد منها 108 آلاف متضرر، كما أعلن الهلال الأحمر عن بناء مدينة سكنية جديدة للعوائل المتضررة، تضم 300 شقة شاملة البنية التحتية الكاملة وكل ما تحتاجه هذه المدينة، كما قدمت /قطر الخيرية/ مساعدات بقيمة تزيد على 22 مليون ريال في تركيا و39 مليونا في الشمال السوري حتى الآن، كما وقع صندوق قطر للتنمية اتفاقية لإنشاء مدينة متكاملة في الشمال السوري مع إدارة الكوارث والطوارئ التركية، وجمعية العيش الكريم السورية، يستفيد منها 70 ألف شخص، وتوفير سبل العيش الكريم لهم بوضع يتناسب مع احتياجاتهم.

وشدد المتحدث الرسمي لوزارة الخارجية على حرص قطر الدائم على تقديم الدعم والمساعدة للشعب السوري الشقيق؛ انطلاقا من إيمانها بحقه في العيش الكريم، منبها إلى أن المساعدات القطرية الإجمالية المقدمة للأشقاء السوريين تجاوزت الملياري ريال.

وعن زيارة دولة الدكتور مصطفى مدبولي رئيس الوزراء المصري للدوحة، أكد الدكتور الأنصاري أنها تأتي في إطار تطوير العلاقات مع جمهورية مصر العربية الشقيقة، وأن توقيع العديد من الاتفاقيات بين الجانبين يعكس عمق هذه العلاقات وتنميتها.

واستعرض المتحدث الرسمي لوزارة الخارجية جهود الوزارة خلال الأيام القليلة الماضية والمقابلات التي أجراها المسؤولون القطريون في الداخل والخارج، والتي تهدف في مجملها إلى تحقيق الأمن والسلم الدوليين، ودعم جهود الوساطة في اليمن وإفريقيا وأفغانستان وليبيا وغيرها من مناطق الصراع في العالم.
