ALO: Qatar Labor Reforms are Valued

Doha: HE Director-General of the Arab Labor Organization (ALO) Fayez Ali Al Mutairi stressed that the State of Qatar is one of the main partners of the organization and one of its supporters, along with other Arab countries.

In an exclusive interview with Qatar News Agency (QNA), His Excellency valued the major reforms made by the State of Qatar regarding the labor sector and labor environment as workers benefited from them, according to many. In a related context, His Excellency praised the protection the State of Qatar provided to everyone living in it, including workers, during the outbreak of the COVID-19 pandemic worldwide and distributing vaccines to everyone without discrimination.

His Excellency stressed the huge and remarkable success achieved by the FIFA World Cup Qatar 2022, which Qatar hosted recently, saying that it reflects the ability of Arab and Islamic countries to host such mega events and represents a source of pride for all Arab countries and people without exception.

His Excellency said that he congratulates HH the Amir, the government, and the people of Qatar on this huge and distinguished success that was achieved on Arabian soil. With persistence and determination while preserving Arab religious values and authentic traditions, the State of Qatar successfully passed all the challenges over the past few years in its journey to host the World Cup.

HE Al Mutairi noted that Qatar received world acclaim during its hosting of the World Cup and achieved significant gains for all Arab countries, as the FIFA World Cup Qatar 2022 proved that Qatar is capable of hosting mega events and occasions.

His Excellency indicated that Qatar granted workers, as well as all visitors and football fans, everything they needed for a whole month. No complaints were received, and no one got hurt, which shows Qatar’s keenness for the safety and security of everyone, especially during that global football event.

HE Al Mutairi recalled a report he wrote and submitted to International Labor Organization (ILO) praising Qatar’s interest in all workers in 2016 when he visited workers’ accommodations in Qatar.

HE Director-General of the ALO valued Qatar’s effective role in the ILO and its continuous support for Arab issues, as Qatar is the Arab group’s coordinator at the ILO and seeks to unify their stances in international labor issues of common interest.

His Excellency stressed the distinguished role of Qatari women in the field of public work and the business sector and their assumption of various leadership positions. His Excellency noted that the ALO is participating in the 42nd meeting of the Council of Arab Ministers of Social Affairs chaired by HE Minister of Social Development and Family Maryam bint Ali bin Nasser Al Misnad.

His Excellency highlighted the role of digitization to find a job mechanism, how to prepare for it, and everything that matters to the development of Arab countries, especially with regard to providing job opportunities for young people in the Arab world.

HE Director-General of the Arab Labor Organization (ALO) revealed, in his interview with QNA, that the unemployment level in the Arab world exceeded millions, exceeding 20 percent, pointing to that the Arab world needs millions of job opportunities, especially after the Covid-19 negative repercussions, which disrupted the economy and jobs, which confirms the need of many developed and developing countries to benefit from entrepreneurship and small projects and to reduce the burden on Arab governments.

ALO launched a biennial strategy on employment, as well as several reports on employment and unemployment in the Arab world, and how to benefit from the seas surrounding the Arab world, as well as from agricultural facilities, many farms and green areas in the Arab regions, His Excellency said.

Al Mutairi highlighted the need to support small projects and productive families while benefiting in this context through the exchange of expertise among the Arab countries.

Regarding the role of education in reducing unemployment and labor challenges in the Arab region, His Excellency stressed the need for education outputs to always comply with the requirements of labor markets, noting that life conditions have evolved and that the Covid-19 pandemic imposed many related challenges, including performing work and tasks remotely, which forced people to use technology and digitization.

Therefore, all parties must unite to search for the outputs of education, and what the labor market requires, in addition to research about new jobs for the future, Al Mutairi said.

His Excellency said that the standards of good and fair work differ from one country to another, in contrast to the speed of the difference in the work itself, indicating that most of the work is currently being done remotely, and stressing the need to develop a law for remote work. Labor laws and agreements in light of all these circumstances need to change, Al Mutairi said, pointing out that this role is not limited to the ALO alone, but rather it is a partnership between the three work parties, including governments, employers, and workers.

HE Fayez Ali Al Mutairi stressed the importance of social dialogue among the three working parties, to bring their points of view closer to achieve what the Arab world and the parties themselves need through this dialogue, expressing his optimism about the future of these conditions, amid the political and economic transformations that the world is currently witnessing. The conditions of workers in the Arab world are better compared to global markets, His Excellency added.

The ALO is very interested in training workers and raising their competence and skills to face work challenges, His Excellency said, highlighting the ALO-related specialized centers in many Arab capitals, including in Khartoum which deals with social security, Tunisia which deals with work affairs, Algeria dealing with labor education, Damascus dealing with occupational health and safety, and in Libya which is concerned with training and entrepreneurship.

His Excellency also highlighted the mutual representation between the ALO and the International Labor Organization (ILO), with one being an observer member of the other.

The ALO is working to establish the Arab Network for Labor Markets, which was approved by the Arab Economic Summit in Kuwait in 2009, to achieve linkage between Arab countries, which allows the distribution of job opportunities in the Arab world, His Excellency added, stressing the need to focus on social dialogue between the three working parties, as the safety valve for any Arab country.

الدوحة: أكد سعادة السيد فايز علي المطيري المدير العام لمنظمة العمل العربية، أن دولة قطر تعد أحد الشركاء الأساسيين للمنظمة ومن الداعمين لها مع الدول العربية الأخرى.

وثمن سعادته في حوار خاص أجرته معه وكالة الأنباء القطرية /قنا/ الإصلاحات المهمة التي نفذتها دولة قطر في قطاع وبيئة العمل، حيث استفاد منها العمال وبشهادة الجميع، وأشاد في سياق ذي صلة بالحماية التي وفرتها الدولة لكافة من يعيش على أرضها، ومنهم شريحة العمال إبان انتشار جائحة كورونا /كوفيد-19/ على مستوى العالم، وتوزيع اللقاحات على الجميع دون تمييز بينهم.

وشدد سعادته على النجاح الكبير واللافت الذي حققته بطولة كأس العالم FIFA قطر 2022 التي استضافتها دولة قطر مؤخرا، وقال إنها تعكس قدرة الدول العربية والإسلامية على استضافة مثل هذه الفعاليات الكبرى، وتعد فخرا لدولنا وشعوبنا جميعها بلا استثناء.

وأضاف قائلا “نهنئ دولة قطر أميرا وحكومة وشعبا على هذا الإنجاز الكبير والمميز، الذي تحقق على أرض عربية، حيث استطاعت دولة قطر بكل فخر ونجاح تجاوز كافة التحديات التي واجهتها على طريق الاستضافة خلال السنوات الماضية، وذلك بالإصرار والعزيمة، مع المحافظة في الوقت ذاته على قيمنا الدينية والعربية وعاداتنا وتقاليدنا الأصيلة”.

ولفت سعادة السيد المطيري إلى أن قطر نالت إشادة الجميع من خلال استضافتها للمونديال، وحققت مكاسب عظيمة لكل الدول العربية، حيث أثبت مونديال قطر أنها قادرة على احتضان واستضافة الفعاليات والمناسبات العالمية الكبرى.

ومضى إلى القول “دولة قطر منحت العمال، ووفرت أيضا لجميع زوار البلاد والمشجعين ومحبي الرياضة ما يحتاجونه من حماية على مدى شهر كامل، ولم نسمع بأي شكوى، ولم يتأذ أحد منهم، ما يدل على حرص الدوحة على أمن وسلامة الجميع، لا سيما خلال ذلك المحفل الكروي العالمي”.

وأعاد المطيري إلى الأذهان تقريرا قال إنه كتبه ورفعه لمنظمة العمل الدولية، عام 2016 عندما زار مساكن العمال في قطر، وضمنه إشادة بما رآه من اهتمام قطر بجميع العمال.

كما ثمن سعادة المدير العام لمنظمة العمل العربية، دور دولة قطر الفاعل في منظمة العمل الدولية ودعمها المستمر لقضايا الدول العربية، باعتبارها منسق المجموعة العربية لدى هذه المنظمة، وتسعى لتوحيد مواقفها في قضايا العمل الدولية ذات الاهتمام المشترك.

وشدد على الدور المميز الذي تضطلع به المرأة القطرية في مجال العمل العام وقطاع الأعمال وتبوئها شتى الوظائف القيادية، وقال إن منظمة العمل العربية تشارك في اجتماع مجلس وزراء الشؤون الاجتماعية العرب على المستوى الوزاري في دورته العادية الثانية والأربعين، والذي ترأسه سعادة السيدة مريم بنت علي بن ناصر المسند وزير التنمية الاجتماعية والأسرة.

وقال سعادة السيد فايز علي المطيري المدير العام لمنظمة العمل العربية، إنه التقى خلال زيارته الحالية للدوحة، سعادة الدكتور علي بن صميخ المري وزير العمل وناقش معه موضوع استضافة دولة قطر لمجموعة أنشطة تهم الوطن العربي، وكذلك العمل والعمال في المرحلة القادمة.

وأوضح أن أحد المشاريع المهمة التي ستبدأ بها المنظمة في هذا الخصوص، موضوع /الرقمنة/ باعتبارها الهاجس الأكبر للعالم، وذلك لما لها من دور في إيجاد فرص عمل للشباب من الجنسين على مستوى الوطن العربي، كما أنها أصبحت ضرورة ملحة على مستوى العالم، وعجل من أهميتها أزمة كورونا /كوفيد-19/.

وتابع “نحن نتحدث عن دور /الرقمنة/ في إيجاد آلية للوظائف، وكيفية التحضير لها ولكل ما يهم تطوير بلداننا العربية، خاصة فيما يتعلق بتوفير فرص العمل للشباب في وطننا العربي”.

وكشف سعادة المدير العام لمنظمة العمل العربية في حواره مع /قنا/ عن أن حجم البطالة على مستوى الوطن العربي تجاوز الملايين، ووصل إلى نسب مئوية تتجاوز الـ20 بالمئة، لافتا إلى أن الوطن العربي يحتاج إلى ملايين من فرص العمل، خاصة بعد الانعكاسات السلبية المترتبة على جائحة /كوفيد-19/ التي عطلت الاقتصاد والوظائف، ما يؤكد أن الكثير من الدول سواء كانت متقدمة أو نامية، في حاجة إلى التطوير، داعيا إلى الاستفادة من ريادة الأعمال، ومن المشاريع الصغيرة وكيفية دعمها لتخفيف العبء على الحكومات العربية.

وقال إن لدى منظمة العمل العربية استراتيجية تطلقها كل سنتين حول التشغيل، مبينا أن المنظمة قد أطلقت عدة تقارير عن التشغيل والبطالة في الوطن العربي، وكيفية الاستفادة من البحار المحيطة بالوطن العربي، وكذا كيفية الاستفادة من المنشآت الزراعية والمزارع الكثيرة والمناطق الخضراء في المناطق العربية، وكيفية العمل على دعم المشاريع الصغيرة والأسر المنتجة مع الاستفادة في هذا السياق من خلال تبادل التجارب والخبرات بين الدول العربية.

وحول دور التعليم في الحد من تحديات البطالة والعمل في المنطقة العربية، شدد سعادة السيد المطيري على ضرورة أن تتوافق مخرجات التعليم دائما مع متطلبات أسواق العمل، مشيرا إلى أن ظروف الحياة قد تطورت وأن جائحة كورونا فرضت الكثير من التحديات ذات العلاقة، ومن بين ذلك أداء الأعمال والمهام عن بعد، وهو ما اضطر معه الناس إلى استخدام التكنولوجيا و/الرقمنة/ وأمور أخرى كثيرة، حيث تتطلب الحياة اليوم مهنا ووظائف جديدة.. وبالتالي لابد من أن تتحد كل الجهات للبحث عن مخرجات التعليم، وما يتطلبه سوق العمل، فضلا عن البحث عن الوظائف الجديدة للمستقبل.

ونوه بأن معايير العمل الجيد والمنصف تختلف من دولة لأخرى، مقابل سرعة اختلاف العمل نفسه، مبينا أن معظم الأعمال يتم إنجازها حاليا عن بعد، مؤكدا في هذا الخصوص ضرورة وضع قانون للعمل عن بعد، حيث لا توجد قوانين تحكمه الآن، ورأى أن قوانين واتفاقيات العمل في ظل كل هذه الظروف تحتاج إلى التغيير، ونبه إلى أن هذا الدور لا يقتصر على منظمة العمل العربية وحدها، بل إنه شراكة بين أطراف العمل الثلاثة من حكومات وأصحاب عمل وعمال.

وشدد سعادة السيد فايز علي المطيري على أهمية الحوار الاجتماعي بين أطراف العمل الثلاثة، لتقريب وجهات النظر بينها لتحقيق ما يحتاجه الوطن العربي والأطراف ذاتها عبر هذا الحوار، معربا عن تفاؤله بمستقبل هذه الأوضاع، في ظل التحولات السياسية والاقتصادية التي يشهدها العالم حاليا، مضيفا “وضعنا أفضل من غيرنا وواقع العمال في الوطن العربي أفضل مقارنة بالأسواق العالمية، ونستبشر خيرا بتجاوز كل هذه الأزمات”.

وذكر أن منظمة العمل العربية تهتم كثيرا بتدريب العمال ورفع كفاءتهم ومهاراتهم لمواجهة تحديات العمل، ولديها مراكز متخصصة في العديد من العواصم العربية واحد منها بالخرطوم ويعنى بالضمان الاجتماعي، وآخر في تونس ويعنى بالعمل، والجزائر ويعنى بالتثقيف العمالي، ودمشق ويعنى بالصحة والسلامة المهنية، وفي العاصمة الليبية طرابلس ويعنى بالتدريب وريادة الأعمال.

وحول تعاون منظمة العمل العربية مع منظمة العمل الدولية، قال إن هناك تمثيلا متبادلا بينهما، حيث إن كلا منهما عضو مراقب بالأخرى.

وأشار المدير العام لمنظمة العمل العربية في حواره مع /قنا/ إلى أن المنظمة تعمل على إنشاء الشبكة العربية لأسواق العمل التي أقرتها القمة الاقتصادية بالكويت عام 2009، لتحقيق الربط بين الدول العربية، ما يتيح توزيع فرص العمل في الوطن العربي.

وشدد سعادته في ختام حواره على ضرورة التركيز على الحوار الاجتماعي بين أطراف العمل الثلاثة باعتباره صمام الأمان لأي دولة عربية.
