MOCI Carries Out Joint Inspection Campaign on Factories, Commercial Outlets in Industrial Area

Doha: The Ministry of Commerce and Industry (MOCI), in cooperation with the Ministry of Interior, the Ministry of Municipality and the Ministry of Environment and Climate Change, conducted a joint inspection campaign on factories and outlets in the Industrial Area, to monitor suppliers’ compliance with Law No. (8) of 2008 on Consumer Protection, and the laws and regulations governing the practice of commercial activities in Qatar.
These inspection campaigns are part of the Ministry of Commerce and Industry’s efforts to monitor markets and commercial activities across Qatar, and control prices, as well as detect abuses and commodities that are falsified, counterfeit or non-conforming to standard specifications.
The campaign resulted in the seizure of chemical products and 50 tons of expired gum powder used in manufacturing building materials, in violation of Article No. (6) of Law No. (8) of 2008 on Consumer Protection, which states: “No defective or adulterated commodity shall be sold, displayed, presented, promoted or advertised. The commodity shall be deemed to be adulterated or defective where it does not conform to the prescribed standard specifications, is unfit for use, or has expired.”
Violating Law No. (8) of 2008 on Consumer Protection exposes perpetrators to penalties ranging from administrative closure to financial fines between QR 3,000 and QR 1,000,000.
The Ministry stressed that it would not tolerate any negligence in terms of meeting obligations stipulated in Law No. (8) of 2008 on Consumer Protection and its implementing regulations, as well as Law No. (5) on Commercial, Industrial and Similar Public Shops, and Street Vendors. The Ministry assures that it intends to intensify its inspection campaigns to control violating practices. Any party who violates laws and Ministerial decisions will be referred to the relevant authorities, who would respond appropriately against violators to protect consumer rights.

الدوحة: نفذت وزارة التجارة والصناعة بالتعاون مع وزارة الداخلية ووزارة البلدية ووزارة البيئة والتغير المناخي، حملة تفتيشية مشتركة على المصانع والمحال التجارية في المنطقة الصناعية، لمراقبة مدى التزام المزودين بقانون حماية المستهلك، والقوانين واللوائح المنظمة لممارسة الأنشطة التجارية في الدولة.
وقالت وزارة التجارة والصناعة في بيان ، إن هذه الحملات التفتيشية تأتي في إطار جهود وزارة التجارة والصناعة الرامية لمراقبة الأسواق والأنشطة التجارية بالدولة وضبط الأسعار والكشف عن التجاوزات والسلع المغشوشة والمقلدة وغير المطابقة للمواصفات القياسية.
وأشارت إلى أن الحملة أسفرت عن ضبط منتجات كيميائية و50 طناً من بودرة صمغ منتهية الصلاحية تدخل في صناعة مواد البناء، بما يخالف القانون رقم 8 لسنة 2008 ، بشأن حماية المستهلك، مبينة أن عقوبة مخالفة هذا القانون تتراوح ما بين الإغلاق الإداري والغرامات المالية بين ثلاثة آلاف ومليون ريال.
وأكدت الوزارة أنها ستواجه بحزم كل من يتهاون في التزاماته المنصوص عليها في قانون حماية المستهلك ولائحته التنفيذية، أو القانون المعني بالمحال التجارية الصناعية والعامة المماثلة والباعة المتجولين.
كما شددت على أنها ستعمل على تكثيف حملاتها التفتيشية لضبط الممارسات المخالفة، وستحيل كل من يخالف القوانين والقرارات الوزارية إلى الجهات المختصة لاتخاذ الإجراءات المناسبة وذلك حماية لحقوق المستهلكين.
