Kuwait is moving to grant 5 to 15-year residences to investor expats, business owners, businesses and chief executives in some businesses.
Kuwaiti Al-Qabas newspaper quoted an official source as saying that the government is moving to amend the system of residences and work permits and diversify the forms of residence in the country, without the need for a sponsorship system, for some expatriates serving the national economy.
The source pointed out that these changes are supposed to see the light of day in the near future, where the stakeholders are working on them according to a well-thought-out plan, in order to keep pace with trends aimed at economic diversification and shifts in the labour market.
The source explained that these steps have finally begun in a practical way as the concerned authorities have identified some aspects of the beneficiaries of the new residency system, which targets investment holders wishing to carry out projects within the country or existing entrepreneurs, who carry residences in accordance with the current system «Article 18», and will be granted residences of up to 15 years on “state guarantee”.
The source considered the move to be a solution to the current sponsor system, noting that it will strengthen the plan to attract investment to the country and give freedom of movement to business owners.
He added: It is expected that investors in the system of granting residences will be separated from the General Authority of the workforce, and granted their own residences, in accordance with regulations and legal procedures to be approved soon.
Procedures for those who wish to do so, particularly those who have resided in the country for a long time and have provided outstanding services or worked in the government apparatus and have the financial capacity to manage their affairs without the need to work.
The source pointed out that this trend is still under discussion in the relevant authorities, notably the Ministry of the Interior and the General Authority of the Workforce.

تتجه الكويت إلى منح إقامات تتراوح مدتها بين 5 و15 عاماً للوافدين المستثمرين وأصحاب الشركات والمشاريع التجارية والرؤساء التنفيذيين في بعض الأعمال.
ونقلت صحيفة القبس الكويتية عن مصدر مسؤول قوله إن الحكومة تتجه إلى تعديل نظام الإقامات وأذونات العمل وتنويع أشكال الإقامة في البلاد، من دون الحاجة إلى نظام الكفيل، وذلك لبعض الوافدين الذين يخدمون الاقتصاد الوطني.
وأشار المصدر إلى أن هذه التغييرات يفترض أن ترى النور خلال الفترة القريبة المقبلة، حيث تعكف عليها الجهات المعنية وفق خطة مدروسة، وذلك لمواكبة التوجهات الرامية إلى التنويع الاقتصادي والتحولات الحادثة في سوق العمل.
وأوضح المصدر أن هذه الخطوات بدأت بصورة عملية، أخيراً، بتحديد الجهات المعنية لبعض أوجه المستفيدين من نظام الإقامات الجديد الذي يستهدف أصحاب الاستثمارات الراغبين في تنفيذ مشاريع داخل البلاد او أصحاب المشاريع القائمة، الذين يحملون اقامات وفق النظام الحالي «المادة 18»، وسيجري منحهم إقامات تصل مدتها إلى 15 عاماً على «كفالة الدولة».
واعتبر المصدر أن هذه الخطوة تعتبر حلحلة لنظام الكفيل الحالي، مشيراً إلى أنها ستعزز خطة جذب الاستثمارات إلى البلاد ومنح حرية الحركة لأصحاب الشركات.
وأضاف: من المتوقع أن يجري فصل المستثمرين في نظام منح الإقامات عن الهيئة العامة للقوى العاملة، ومنحهم اقامات خاصة بهم، وفق لوائح واجراءات قانونية ستُقر قريباً.
الإجراءات على الراغبين فيها، لا سيما من أقام في البلاد لمدة طويلة وقدم لها خدمات جليلة أو عمل في الجهاز الحكومي ولديه قدرة مالية على إدارة شؤونه من دون الحاجة للعمل.
وبيّن المصدر أن هذا التوجه لا يزال قيد التباحث في الجهات ذات العلاقة، وعلى رأسها وزارة الداخلية والهيئة العامة للقوى العاملة.
