U.S. announces exceptions for arrivals from 50 countries and new travel conditions

The White House and the Centers for Disease Control and Prevention announced travel policy updates yesterday that will take effect November 8.

International travellers to the United States will be required to provide evidence that they received full vaccination against the emerging Coronavirus before boarding the aircraft. Those who have received the vaccine must undergo a Coronavirus test conducted within no more than 3 days, al-Hurra reported.

Reuters said the order signed by US President Joe Biden yesterday requires vaccination against Covid-19 for most foreigners arriving by air and the lifting of strict travel restrictions imposed on China, India and many European countries, starting on November 8th.

It noted that U.S. restrictions were imposed in early 2020 to counter the spread of the COV pandemic and prevented the entry of most non-U.S. citizens who were within 14 days before arriving in Britain and the 26 Countries of the Schengen region, Europe, Ireland, China, India, South Africa, Iran and Brazil.

“It is in the interest of the United States to lift the restrictions imposed on certain countries due to the Covid-19 pandemic and to introduce a new system based primarily on vaccination for a safe resumption of flights to the United States,” reuters said.

The White House confirmed the exclusion of children under the age of 18 and older people with health problems from the new rules. Non-tourism travelers from nearly 50 countries with vaccination rates of 10% or less will receive an exception to the rules and will have to receive vaccination within 60 days of arriving in the United States.

These include Nigeria, Egypt, Algeria, Armenia, Myanmar, Iraq, Nicaragua, Senegal, Libya, Ethiopia, Zambia, Congo, Kenya, Yemen, Haiti, Chad and Madagascar.

Air passengers will have to provide proof that they have been vaccinated against Covid-19 from an “official source” and airlines must ensure that the passenger receives the second dose at least two weeks before the time of travel.

The White House said Americans who have not been vaccinated and foreigners who receive an exception will have to submit a negative covid-19 test conducted one day before departure.

أعلن البيت الأبيض ومركز السيطرة على الأمراض والوقاية منها، أمس، عن تحديثات بسياسة السفر تدخل حيز التنفيذ 8 نوفمبر المقبل.

وسيطلب من المسافرين الدوليين إلى الولايات المتحدة تقديم دليل على تلقيهم التطعيم الكامل ضد فيروس كورونا المستجد قبل ركوبهم الطائرة. ويتوجب على من تلقى التقليح، إجراء فحص الكشف عن فيروس كورونا تم إجراؤه خلال مدة لا تزيد عن 3 أيام، بحسب موقع الحرة.

من جانبها أوضحت رويترز أن الأمر الذي وقعه الرئيس الأمريكي جو بايدن أمس يفرض ضرورة الحصول على تطعيم ضد كوفيد-19 لمعظم الأجانب القادمين للبلاد جواً ورفع قيود سفر مشددة كانت مفروضة على الصين والهند وكثير من البلدان الأوروبية على أن يسري ذلك بدءاً من 8 نوفمبر المقبل.

وأشارت إلى أن القيود الأمريكية كانت قد فُرضت في مطلع 2020 لمواجهة انتشار جائحة فيروس كورونا ومنعت دخول معظم الأشخاص من غير المواطنين الأمريكيين الذين كانوا خلال 14 يوماً قبل وصولهم للبلاد في بريطانيا ودول منطقة شنجن البالغ عددها 26 دولة أوروبية وأيرلندا والصين والهند وجنوب افريقيا وإيران والبرازيل.

وجاء في الأمر، بحسب رويترز، “من مصلحة الولايات المتحدة إلغاء القيود التي كانت تُفرض على بلدان معينة بسبب جائحة كوفيد-19 والعمل بنظام جديد يعتمد اعتماداً أساسياً على التطعيم من أجل استئناف آمن للرحلات الجوية إلى الولايات المتحدة”.

وأكد البيت الأبيض استثناء الاطفال أقل من 18 عاماً وكبار السن الذي يعانون مشاكل صحية من القواعد الجديدة. وسيحصل المسافرون لغير غرض السياحة من نحو 50 دولة تبلغ معدلات التطعيم فيها 10% أو أقل على استثناء من القواعد وسيتعين عليهم الحصول على تطعيم خلال 60 يوماً من الوصول إلى الولايات المتحدة.

ومن ضمن الدول تلك نيجيريا ومصر والجزائر وأرمينيا وميانمار والعراق ونيكاراجوا والسنغال وليبيا وإثيوبيا وزامبيا والكونجو وكينيا واليمن وهايتي وتشاد ومدغشقر.

وسيتعين على المسافرين جواً تقديم ما يثبت حصولهم على تطعيم ضد كوفيد-19 من “مصدر رسمي” كما يجب على شركات الطيران التأكد من حصول المسافر على الجرعة الثانية قبل أسبوعين على الأقل من موعد السفر.

وأوضح البيت الأبيض أن الأمريكيين الذين لم يحصلوا على تطعيم والأجانب الذين يحصلون على استثناء سيتعين عليهم تقديم اختبار سلبي للكشف عن كوفيد-19 أجري قبل يوم واحد من المغادرة.
