German President Counts Lessons of Afghan Failure
الرئيس الألماني يعدد الدروس المستفادة من فشل الغرب في أفغانستان

New York: German president Frank-Walter Steinmeier stressed today that the West had much to learn from its failure in Afghanistan.
In his address at the UN General Assembly, he stressed that the West needs to be smarter about future military intervention and more honest about the limits of its power. He described the fall of Kabul as a turning point.
On European foreign policy, the president said it should not “restrict itself to being right and condemning others.” It should have “less sense of mission and more openness in our endeavor to find
potential solutions and common ground also with those who are different from us.”
He also said that the major powers on the Security Council he named the US, China and Russia had a special responsibility towards weaker countries.
“The privileges the major powers enjoy in the United Nations system are only justified provided that they promote and uphold the international peaceful order in the interest of all and do not ignore or undermine it in pursuit of their own interests,” Steinmeier said.
He added that Germany and France agree on the need for a strong common foreign and security policy by European countries.

نيويورك: أكد الرئيس الألماني فرانك فالتر شتاينماير أن الغرب لديه الكثير ليتعلمه من فشله في تأسيس نظام سياسي مستدام في أفغانستان على الرغم من الجهود الهائلة التي تم بذلها والاستثمارات الطائلة التي تم ضخها على مدار عقدين من الزمان.
وشدد شتاينماير، في خطابه أمام الجمعية العامة للأمم المتحدة في نيويورك، على ضرورة أن تكون أكثر ذكاء بشأن مستقبل أي تدخل عسكري، مع حسابات صادقة حول حدود القوة، لافتا إلى أن سقوط كابول يمثل نقطة تحول.
ودعا الرئيس الألماني، الغرب إلى التعامل مع التطورات الجيوسياسية بانفتاح أكثر وببذل الجهد في اتجاه إيجاد حلول مشتركة مع هؤلاء الذين يختلفون معه، لافتا إلى أنه في حين أن الجيش ضروري للدفاع، لكن القوة العسكرية بدون الإرادة للتفاهم وبدون الشجاعة للانخراط في الدبلوماسية لا تجعل العالم أكثر سلاما.
وقال إن الولايات المتحدة والصين وروسيا يتحملون مسؤولية خاصة تجاه الدول الأضعف، مضيفا أن على أوروبا مسؤولية زيادة تأثير سياستها الخارجية وقوتها العسكرية.
وأضاف شتاينماير أن ألمانيا وفرنسا على اتفاق بخصوص أهمية وجود سياسة خارجية وأمنية مشتركة بين دول أوروبا، معتبرا أن الديمقراطية ليست موجهة ضد أحد، وأنها ليست أداة سياسية يستخدمها الغرب، لكنها نداء يقبع في قلوب وعقول الناس.
