Biden Says Era of US Ground Troops Fighting Terrorism is Over

Washington: US President Joe Biden said the era of US ground troops fighting terrorism and building nations was over.
In a defiant speech the day after the United States left Afghanistan, Biden said: “This is about ending an era of major operations to remake other countries.” The US would continue to fight terrorism, which had spread to other countries, but from the air, he added.
“We don’t have to fight a ground war. We have over the horizon capabilities,” Biden said.
Biden said that after former President Donald Trump had last year struck a deal with the Taliban to withdraw “the choice was leaving or escalating. That was the real choice. I was not going to extend a forever war or a forever exit.”
Those remarks seemed intended for critics who urged him to continue the war and for US military leaders who wanted him to keep a residual force in Kabul.
“To those who say we should have stayed (in Kabul): Everything had changed. My predecessor had made a deal to leave on May 1. The Taliban were coming. The choice was either stick to the agreement or escalate the war,” Biden said.
“To those asking for a third decade of war, I ask what is the vital national interest? The only one was to prevent a terrorist attack from there,” Biden said. The US originally entered Afghanistan in 2001 to break up al Qaeda and to get Osama bin Laden, who was responsible for the 9/11 attacks, and who was killed a decade ago, he said.
The president said the US would shift its focus to “competition” from China and “challenges” from Russia. “There is nothing China and Russia would want more than for the US to be bogged down for another decade in Afghanistan,” he said.
Facing severe criticism from Republican and Democratic leaders about the way the withdrawal took place, Biden called the operation a “great success.”
“We airlifted 100,000 Afghans,” he said. “No country has airlifted more residents of a foreign country.” Among these were 2,500 Afghans locally employed at the US embassy, he said. About 200 Americans remain who want to leave. Biden said the State Department was negotiating to get them out.

وتابع “لسنا مضطرين للقتال في حرب برية، لدينا قدرات جوية قوية”.
وأوضح أنه بعد أن أبرم الرئيس السابق دونالد ترامب اتفاقا العام الماضي مع /طالبان/ للانسحاب من أفغانستان “كان الاختيار محصورا بين الرحيل أو التصعيد”.. مفسرا “لم أكن سأمدد حربا إلى الأبد أو انسحابا إلى الأبد”.
وتبدو تصريحات الرئيس الأمريكي موجهة لمنتقديه الذين طالبوه بمواصلة الحرب، ولقادة الجيش الأمريكي الذين أرادوا منه الإبقاء على وجود بعض القوات في كابول.
وقال بايدن “إلى هؤلاء الذين يقولون إنه كان يجب أن نبقى (في أفغانستان)، لقد تغير كل شيء، الرئيس السابق أبرم اتفاقا على الانسحاب في أول مايو، و/طالبان/ كانت قادمة إلينا، والخيار كان إما الالتزام بالاتفاق أو تصعيد الحرب”.
وأضاف “إلى هؤلاء الذين يطالبون بعقد ثالث من الحرب، أسألهم ما المصلحة الوطنية الحيوية من ذلك؟”.. مشيرا إلى أن المصلحة الوحيدة من الحرب في أفغانستان كانت “منع هجوم إرهابي من هناك”، وأن الولايات المتحدة دخلت أفغانستان في الأصل في عام 2001 لـ”تفكيك /القاعدة/ والقضاء على أسامة بن لادن، الذي كان مسؤولا عن هجمات الحادي عشر من سبتمبر، وتم قتله قبل عقد مضى”.
وأكد الرئيس الأمريكي أن تركيز بلاده الآن يجب أن يتحول إلى “المنافسة” القادمة من الصين و”التحديات” القادمة من روسيا.. معتبرا أن الصين وروسيا “لن ترغبا في شيء أكثر من تورط الولايات المتحدة لعقد آخر في أفغانستان”.
وعلى عكس الانتقادات الشديدة التي وجهت إليه من قبل قادة جمهوريين وديمقراطيين بسبب طريقة انسحابه من أفغانستان، وصف بايدن عملية الانسحاب بأنها “نجاح عظيم”.. وقال “لقد قمنا بنقل 100 ألف أفغاني جوا.. لم تقم دولة بنقل عدد أكبر من المقيمين إلى بلد أجنبي مثلما فعلنا”.
وأشار إلى أن من بين هؤلاء 2500 مواطن أفغاني محلي تم توظيفهم في السفارة الأمريكية بأفغانستان، كما لفت إلى أن هناك حوالي 200 مواطن أمريكي لا يزالون في أفغانستان ويريدون الرحيل، وتتفاوض وزارة الخارجية الأمريكية حاليا على إجلائهم.
