UN Chief Calls on All Parties in Afghanistan to Exercise ‘Utmost Restraint’

New York: UN Secretary-General Antonio Guterres has urged the Taliban and all other parties “to exercise utmost restraint to protect lives and ensure that humanitarian can be addressed.”
A note issued to the UN press corps said that Guterres is following with deep concern the rapidly evolving situation in Afghanistan.
The Secretary-General is particularly concerned about the future of women and girls, whose hard-won rights must be protected, the note continued.
The note goes on to say that the need for assistance is surging while the operating environment becomes more restricted due to the escalation of the conflict. As such, Guterres is calling on all parties to ensure that humanitarian actors have unimpeded access to deliver timely and life-saving services and assistance.
“The United Nations remains determined to contribute to a peaceful settlement,” concludes the note.
On Monday, the Secretary-General will address the UN Security Council’s open meeting on Afghanistan.
Afghan Chairman of the High Council for National Reconciliation Dr. Abdullah Abdullah had announced that the Afghan President Ashraf Ghani has left the country as the Taliban entered the capital Kabul earlier on Sunday.

نيويورك: دعا السيد أنطونيو غوتيريش الأمين العام للأمم المتحدة /طالبان/ وجميع الأطراف الأفغانية الأخرى إلى ممارسة “أقصى درجات ضبط النفس”.
وقالت الأمم المتحدة في بيان إن “الأمين العام قلق خصوصا حيال مستقبل النساء والفتيات اللواتي يجب حماية حقوقهن المكتسبة بصعوبة”.
وسلط الأمين العام للأمم المتحدة الضوء على الاحتياجات الإنسانية للبلاد، داعيا جميع الأطراف إلى ضمان “وصول العاملين في المجال الإنساني بلا عوائق من أجل تقديم المساعدة في الوقت المناسب، والتي تعتبر ضرورية لإنقاذ الأرواح”.
وأضاف أن الأمم المتحدة ما زالت “مصممة على المساهمة في تسوية سلمية للنزاع”.
و من المقرر أن يعقد مجلس الأمن الدولي اجتماعا /الاثنين/ لمناقشة الوضع في أفغانستان، وسيقدم غوتيريش تقريرا خلال الاجتماع.
وأعلن الدكتور عبدالله عبدالله رئيس المجلس الأعلى للمصالحة الوطنية بأفغانستان، أن الرئيس الأفغاني أشرف غني قد غادر البلاد، وذلك في أعقاب دخول حركة /طالبان/ إلى العاصمة كابول في وقت سابق /الأحد/
وذكرت وكالة أنباء /خاما برس/ الأفغانية أن رئيس المجلس الأعلى للمصالحة قال في مقطع فيديو “إن الرئيس الأفغاني قد غادر البلاد” وأضاف أن “الشعب سيحكم عليه في المستقبل”.
وقد أعلن متحدث باسم حركة طالبان أن مقاتلي الحركة دخلوا كابول.
