Shura Council Approves Number of Draft Laws

Doha: The Shura Council held its regular weekly meeting on Monday, under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud, via video conference at the Council’s headquarters.

At the beginning of the meeting, the Council welcomed the State of Qatars hosting of the Office of the United Nations Counter-Terrorism Program on Parliamentary Participation in Preventing and Combating Terrorism, in accordance with the memorandum of understanding and agreement signed between the Shura Council and the United Nations Counter-Terrorism Office to establish this office in the State of Qatar, which cover all parliaments of the world, amid wide international participation in the opening ceremony and a regional and international welcome for the start of the office’s work, which is the first of its kind in the region and the world.

The Council stressed that the opening of this office in Doha reflects the extent to which the international community appreciates the efforts of the State of Qatar under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani, in combating terrorism in all its forms and manifestations.

The Council then continued its session when it reviewed the two reports of the Legal and Legislative Affairs Committee on a draft law on the issuance of a law to combat conflict of interest and a draft law on the Shura Council.

After extensive discussions of the two reports, the Council recommended the amendment of some of their articles, and decided to approve them in their amended form and refer its recommendations regarding them to the esteemed government.

The Council also reviewed the report of the Public Services and Utilities Committee on a draft law on the regulation of parking lots and the two reports of the Financial and Economic Affairs Committee on a draft law amending some provisions of the Qatar Financial Center Law promulgated by Law No. 7 of 2005, and a draft law amending some provisions of Law No. 34 for the year 2005 on Investment Free Zones..

After discussing the reports, the Council approved the aforementioned draft laws and decided to submit its recommendations thereon to the esteemed government.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية، يوم الأمس، برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس المجلس، وذلك عبر تقنية الاتصال المرئي بمقر المجلس.

وفي بداية الجلسة رحب المجلس باستضافة دولة قطر مكتب برنامج الأمم المتحدة لمكافحة الإرهاب المعني بالمشاركة البرلمانية في منع الإرهاب ومكافحته، وفقا لمذكرة التفاهم والاتفاق الموقع بين مجلس الشورى ومكتب مكافحة الإرهاب في الأمم المتحدة بإنشاء هذا المكتب ويكون مقره في دولة قطر وتغطي أنشطته كافة برلمانات دول العالم، وذلك وسط مشاركة عالمية واسعة في حفل الافتتاح وترحيب إقليمي ودولي ببداية انطلاق عمل المكتب والذي يعد الأول من نوعه على مستوى المنطقة والعالم.

وأكد المجلس أن افتتاح هذا المكتب في الدوحة يعكس مدى تقدير المجتمع الدولي لجهود دولة قطر بقيادة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” في مكافحة الإرهاب بكافة أشكاله وصوره، وأيا كان مصدره والقضاء على أسبابه.

ثم واصل المجلس جلسته حيث اطلع على تقريري لجنة الشؤون القانونية والتشريعية بشأن مشروع قانون بإصدار قانون مكافحة تضارب المصالح ومشروع قانون بشأن مجلس الشورى.

وبعد مناقشات مستفيضة للتقريرين أوصى المجلس بتعديل بعض موادهما، وقرر الموافقة عليهما بصورتهما المعدلة وإحالة توصياته بشأنهما إلى الحكومة الموقرة.

واطلع المجلس كذلك على تقرير لجنة الخدمات والمرافق العامة حول مشروع قانون بشأن تنظيم مواقف المركبات وعلى تقريري لجنة الشؤون المالية والاقتصادية حول مشروع قانون بتعديل بعض أحكام قانون مركز قطر للمال الصادر بالقانون رقم (7) لسنة 2005، ومشروع قانون بتعديل بعض أحكام قانون رقم (34) لسنة 2005 بشأن المناطق الحرة.

وبعد مناقشة تقارير اللجان وافق المجلس على مشروعات القوانين المذكورة، وقرر رفع توصياته بشأنها إلى الحكومة الموقرة.
