Foreign Minister Affirms Unified Arab Position on the Renaissance Dam Crisis

Doha: HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani affirmed a unified Arab position regarding the Renaissance Dam crisis, noting that the Arab position supports the African mediation by urging all parties to respond to this mediation and to be serious in dealing with this file, while stressing the need not to take any unilateral escalatory measure that may cause harm to the countries downstream of the Nile, in particular Egypt and Sudan.

Speaking at a joint press conference with HE Secretary-General of the Arab League Ahmed Aboul Gheit following the Arab Foreign Ministers meetings held in Doha Tuesday, HE Deputy Prime Minister and Minister of Foreign Affairs pointed to the resolution issued by the ministerial meeting in the extraordinary session, which includes a set of steps, noting in this context that there are steps to be taken gradually as mentioned in the resolution. HE reiterated the call for a solution through diplomatic means in accordance with the stable rules of international relations and international law, and wished the engagement of the other party in accordance with the same rules in order to reach a solution that satisfies all parties.

HE Deputy Prime Minister and Minister of Foreign Affairs stressed the importance of water security for the survival and stability of the peoples of Egypt and Sudan, referring to an Arab consensus on this goal and Qatar’s support to this direction.

HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that the consultative meeting of the Arab Foreign Minister which was held today, touched on key regional issues of concern to the Arab affairs, mainly the Palestinian issue and the recent provocative measures carried out by the Israeli occupation forces in occupied Jerusalem.

HE added that the meeting also reviewed the recent efforts to end the war on Gaza, as well as the latest developments in Libya. The Libyan Foreign Minister gave a briefing on the latest developments in Libya.

The meeting also tackled the developments in Lebanon and Sudan, as well as the Syrian crisis, in addition to a number of issues related to strengthening the Arab cooperation in various fields, in particular the cooperation in confronting the COVID-19 pandemic, HE Deputy Prime Minister and Minister of Foreign Affairs added.

HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani noted the meeting of the Arab League Council at the ministerial level in its extraordinary session on the developments of the Ethiopian Renaissance Dam file, appreciating the efforts exerted by the Republic of South Africa during its presidency of the African Union in facilitating the negotiations of the Renaissance Dam, and tireless efforts of the President of the Democratic Republic of the Congo, the current chair of the African Union, in order to reach a just settlement of this issue.

HE underlined that all countries stressed the need for all parties to engage in the negotiations with good intention in order to urgently reach a fair, balanced and binding agreement on the Renaissance Dam, to achieve the common interests of Egypt, Sudan and all Nile Basin countries.

HE the Deputy Prime Minister and Minister of Foreign Affairs said that the Ministers expressed concern over the faltering of the negotiations that took place under the auspices of the African Union and the recent developments, hoping that there will be a comprehensive and just solution. He called on the parties to refrain from taking any unilateral measure that would harm the water interests of other countries without reaching a comprehensive agreement on the rules for filling and operating the Dam.

HE noted that meeting called for communicating with the permanent members of the UN Security Council to urge them to take practical steps to stop the illegal Israeli policies and procedures in the occupied city of Jerusalem. He said that it was agreed among the members that the Hashemite Kingdom of Jordan would assume the presidency of the committee, noting that the meeting concluded with an agreement on the steps that can be taken in a collective framework, and the committees efforts to stop the illegal Israeli violations taking place in Al-Aqsa Mosque.

HE Deputy Prime Minister and Minister of Foreign Affairs thanked everyone for the positive participation, stressing that the meetings were positive and constructive.

Answering a question about the latest developments in the relations between Qatar and Egypt, and whether there were steps to raise the diplomatic representation between the two countries and overcome the differences, HE Deputy Prime Minister and Minister of Foreign Affairs underlined that the Qatari-Egyptian relations have been moving in a positive direction since the Al-Ula Summit which was held in the Kingdom of Saudi Arabia. He noted the meetings of the follow-up committees which followed the Summit and contributed to resolving many outstanding issues between the two countries.

HE noted his visit to Egypt to convey a message from HH the Amir Sheikh Tamim bin Hamad Al-Thani to HE President of the Arab Republic of Egypt Abdel Fattah El-Sisi, as well as the message HH the Amir received today from HE the Egyptian President, stressing that the talks he held with the Egyptian Foreign Minister were positive and constructive.

HE Deputy Prime Minister and Minister of Foreign Affairs stressed the joint keenness on advancing the bilateral relations and restoring the brotherly relations in their form and their important historical dimension for both countries, looking forward to further firm steps towards improving the relations between the two countries.

HE affirmed that the Arab Republic of Egypt is a pivotal and important country for the entire Arab world, and the State of Qatar looks forward to building good relations not only with Egypt, but with all Arab and neighboring countries. 

HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani expressed delight with the level of attendance in the Arab League meetings in Doha which included 17 foreign ministers, noting that this reflects the positive spirit and represent a momentum and impetus for further Arab cooperation, which is very important for the region.

He noted that the past period has witnessed steps that prove a common desire from all parties to promote the joint action, and that the region is witnessing a great desire for dialogue, which is essential to Qatar’s foreign policy.

On the role that the State of Qatar can play in the Renaissance Dam file, HE the Deputy Prime Minister and Minister of Foreign Affairs indicated that there is a process underway in this regard, stressing that the State of Qatar will provide all the support needed by brotherly and friendly countries.

He called on all parties to resort to diplomacy and resolve issues through dialogue, and affirmed the rejection of unilateral decisions that would cause harm to any country or any people in the region.

For his part, HE Secretary-General of the Arab League Ahmed Aboul Gheit praised the consensus that resulted from the emergency meeting which was held at the request of Egypt and Sudan to discuss the issue of the Renaissance Dam, referring to the decision issued by the Ministerial Council in this regard.

HE also praised the Arab position which he described as very strong in support of Egypt and Sudan, stressing that the meeting affirmed that the water security of both countries is an integral part of the Arab national security and rejected any action or measure that would prejudice their rights in the Nile waters.

He noted that the decision carries with it another dimension related to the role of the Security Council in the Renaissance Dam file, explaining that the decision does not only refer the matter to the Council, but also demands the Security Council to hold a session and to urgently discuss this file.

On the practical steps that the League will take after the Doha meetings to limit the impact of the dam on Egypt and Sudan, HE the Secretary-General indicated that the decision stipulates the assignment of the Arab group formed from Jordan, Saudi Arabia, Morocco, Iraq and the General Secretariat, in addition to the Arab member of the Security Council, to follow up the working in the United Nations with the two downstream countries, in addition to working with all members of the Security Council, in particular with the permanent members of the Security Council.

HE noted that the meetings held in Doha were very fruitful, pointing out that the consultative meeting resulted in assigning the General Secretariat of the Arab League a number of files to be followed up during the coming period, whether with regard to coordinating joint Arab action or with regard to the position of the Arab League and the Arab Group in the work mechanism with the international community regarding the COVID-19 pandemic and ensuring access to vaccines.

الدوحة: أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، أن هناك موقفا عربيا موحدا حيال أزمة سد النهضة، مشيرا إلى أن الموقف العربي داعم للوساطة الإفريقية، عبر حث الأطراف كافة على التجاوب مع هذه الوساطة، وبأن تكون هناك جدية في التعاطي مع هذا الملف مع ضرورة عدم اتخاذ أي إجراءات تصعيدية أحادية الجانب تسبب ضررا على دول مصب نهر النيل وعلى وجه الخصوص مصر والسودان.

وأشار سعادته، في مؤتمر صحفي مشترك مع سعادة السيد أحمد أبو الغيط الأمين العام لجامعة الدول العربية، عقد عقب اجتماعات وزراء الخارجية العرب المنعقدة في الدوحة يوم الأمس، إلى القرار الصادر عن الاجتماع الوزاري في الدورة غير العادية والمشتمل على مجموعة من الخطوات، لافتا في هذا السياق إلى أن هناك خطوات يتم اتخاذها بشكل تدريجي مذكورة في القرار، مجددا الدعوة إلى الحل عبر الطرق الدبلوماسية وفق القواعد المستقرة للعلاقات الدولية والقانون الدولي، متمنيا انخراط الطرف الآخر وفق نفس القواعد وصولا إلى حل يرضي جميع الأطراف، ومشددا سعادته على أهمية الأمن المائي لبقاء واستقرار الشعبين المصري والسوداني الأمر الذي نتج عنه توافق عربي حول هذا الهدف، مؤكدا دعم دولة قطر لهذا الاتجاه.

وخلال المؤتمر الصحفي، أوضح سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية أن الاجتماع التشاوري لوزراء الخارجية العرب والذي عقد اليوم تطرق إلى آخر القضايا التي تواجه المنطقة والتي تهم الشؤون العربية وعلى رأسها القضية الفلسطينية والإجراءات الأخيرة الاستفزازية التي قامت بها قوات الاحتلال الإسرائيلي في القدس المحتلة.

وأضاف سعادته أن الاجتماع تطرق أيضا للجهود الأخيرة لإنهاء الحرب على غزة، كما تناول التطورات الأخيرة في ليبيا، حيث قدمت وزيرة الخارجية الليبية إحاطة حول آخر التطورات في ليبيا، كما تم خلال الاجتماع التطرق للتطورات في لبنان والسودان، فضلا عن بحث الأزمة السورية، بالإضافة لبحث عدد من الموضوعات المتعلقة بتعزيز التعاون العربي في مختلف المجالات وعلى وجه الخصوص فيما يتعلق بالتعاون في مجال مواجهة وباء /كوفيد-19/.

وتطرق سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، لاجتماع مجلس جامعة الدول العربية على المستوى الوزاري في دورته غير العادية بشأن تطورات ملف سد النهضة الإثيوبي، معرباً عن التقدير للجهود التي بذلتها جمهورية جنوب إفريقيا خلال رئاستها للاتحاد الإفريقي في تسيير مفاوضات سد النهضة والجهود الحثيثة لرئيس الكونغو الديمقراطية الرئيس الحالي للاتحاد الإفريقي من أجل الوصول لتسوية عادلة لهذه القضية.

وأكد سعادته أن كافة الدول أكدت على ضرورة انخراط كافة الأطراف في التفاوض بحسن نية من أجل التوصل بشكل عاجل لاتفاق عادل ومتوازن وملزم حول سد النهضة بما يحقق المصالح المشتركة لمصر والسودان ودول حوض النيل كافة.

وتابع سعادته قائلاً “كما أعربنا عن قلقنا من تعثر المفاوضات التي تمت برعاية الاتحاد الافريقي والتطورات الأخيرة آملين أن يكون هناك حل شامل وعادل، كما نطالب الأطراف بالامتناع عن اتخاذ أي إجراءات أحادية توقع الضرر بالمصالح المائية بالدول الأخرى دون التوصل لاتفاق شامل حول قواعد الملء وتشغيل السد”.

وتطرق سعادته خلال المؤتمر الصحفي لاجتماع اللجنة الوزارية العربية للتحرك والتواصل مع الدول دائمة العضوية في مجلس الأمن الدولي لحثها على اتخاذ خطوات عملية لوقف السياسات والإجراءات الإسرائيلية غير القانونية في مدينة القدس المحتلة، مؤكداً أنه تم التوافق بين الأعضاء على أن تتولى المملكة الأردنية الهاشمية رئاسة اللجنة، ومشيراً إلى أن الاجتماع خلص إلى الاتفاق على الخطوات التي من الممكن اتخاذها في إطار جماعي، ومساعي اللجنة في سبيل وقف الانتهاكات الإسرائيلية غير القانونية التي تتم في المسجد الأقصى.

وأضاف سعادته قائلاً “كما أعربنا عن قلقنا من الإجراءات الإسرائيلية الأخيرية من مسيرات عند باب العمود، والانتهاكات من إجلاء لإخواننا الفلسطينيين من منطقة باب العمود”.

وأعرب سعادة نائب رئيس مجلس الوزراء وزير الخارجية عن شكره للجميع على المشاركة الإيجابية، مؤكداً أن الاجتماعات كانت إيجابية وبناءة.

وفي إجابة لسعادته على سؤال حول التطورات الأخيرة في العلاقات القطرية المصرية، وعما إذا كانت هناك خطوات لرفع التمثيل الدبلوماسي بين البلدين وطي صفحة الخلافات، أكد سعادته أن العلاقات القطرية المصرية تسير في اتجاه إيجابي منذ انعقاد قمة العلا في المملكة العربية السعودية، مشيراً إلى اجتماعات لجان المتابعة التي أعقبت القمة والتي أسهمت في حلحلة كثير من المسائل العالقة بين البلدين.

ولفت سعادته للزيارة التي قام بها لجمهورية مصر العربية لنقل رسالة من حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، إلى فخامة الرئيس عبدالفتاح السيسي رئيس جمهورية مصر العربية، كما أشار سعادته إلى الرسالة التي تسلمها سمو الأمير المفدى اليوم من فخامة الرئيس المصري، مؤكداً أن المباحثات التي عقدها مع وزير الخارجية المصري كانت مباحثات إيجابية وبناءة.

ونوه سعادته بالرغبة المشتركة لدى البلدين للارتقاء بالعلاقات الثنائية وعودة العلاقات الأخوية بشكلها وبعدها التاريخي المهم بالنسبة للبلدين، مؤكدا أن تلك التطورات الإيجابية تعطي دفعة قوية في مسار العلاقة بين البلدين، متطلعا سعادته إلى أن تكون هناك خطوات ثابتة تجاه تحسين العلاقات بين البلدين.

وتابع “أن جمهورية مصر العربية دولة محورية ومهمة بالنسبة للوطن العربي كافة، ودولة قطر تتطلع إلى بناء علاقات طيبة ليس مع مصر وحسب بل مع كافة الدول العربية ودول الجوار، ونحن أمام مرحلة جديدة وهناك إنجازات تمت خلال السنوات السابقة نرغب في البناء عليها لتكون هناك علاقات جيدة وراسخة مع كافة الدول”.

وأعرب سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، عن سعادته بانعقاد اجتماعات الجامعة العربية بالدوحة بهذا المستوى من الحضور الذي يضم 17 وزير خارجية، مؤكدا أنه يعكس الروح الإيجابية ويمثل زخماً ودفعة في مسار المزيد من التعاون العربي، مشيراً إلى أن هذا الزخم مهم جداً للمنطقة.

وأكد أن الفترة الماضية شهدت خطوات تثبت أن هناك رغبة من جميع الأطراف لتعزيز العمل المشترك وأن المنطقة تشهد رغبة كبيرة في الحوار، مؤكدا أنه أمر أساسي بالنسبة للسياسة الخارجية القطرية.

وعن الدور الذي يمكن أن تقوم به دولة قطر في ملف سد النهضة، أشار سعادته إلى أن هناك عملية جارية في هذا الصدد، مؤكداً أن دولة قطر ستقدم أي دعم تحتاجه الدول الشقيقة والصديقة، داعيا كافة الأطراف إلى اللجوء للدبلوماسية وحل المسائل عبر الحوار، مشددا في الوقت نفسه على رفض القرارات الأحادية التي من شأنها أن توقع ضررا على أي دولة أو أي شعب في المنطقة.

وأضاف سعادته أن قطر سوف تدفع نحو هذا المسار، وقال: “نحن نظن أن جميع الأطراف ستلجأ للدبلوماسية وسننقل نفس الرسالة إلى إثيوبيا ونأمل أن نرى اختراقاً في الوساطة الحالية التي يقودها الاتحاد الإفريقي”.

من جانبه، أشاد سعادة السيد أحمد أبو الغيط الأمين العام لجامعة الدول العربية، خلال المؤتمر الصحفي، بالتوافق الذي نتج عن الاجتماع الطارئ الذي عقد بطلب من مصر والسودان لبحث قضية سد النهضة، مشيرا إلى القرار الذي صدر عن المجلس الوزاري في هذا الصدد.

وأشاد سعادته بالقرار الصادر عن الاجتماع وبالموقف العربي الذي وصفه بالموقف القوي للغاية والذي يقف إلى جانب دولتي مصب نهر النيل مصر والسودان، مؤكداً أن الاجتماع شدد على أن الأمن المائي للبلدين هو جزء لا يتجزأ من الأمن القومي العربي ورفض أي عمل أو إجراء يمس حقوقهما في مياه النيل.

ولفت سعادة الأمين العام لجامعة الدول العربية إلى أن هذا القرار يحمل بين طياته بعدا آخر يتعلق بدور مجلس الأمن في ملف سد النهضة، موضحا أن القرار لا يحيل فقط الأمر إلى المجلس، بل إنه يطالب مجلس الأمن أيضا بعقد جلسة وبشكل عاجل لمناقشة هذا الملف.. معتبراً هذه الخطوة تطورا في الموقف العربي والذي بُني على القرارات السابقة الصادرة عن المجلس الوزاري، ومؤكدا في هذا السياق أن الرسالة المصرية والرسالة السودانية كانتا واضحتين بتحميل مجلس الأمن مسؤولياته.

وحول الخطوات العملية التي ستتخذها الجامعة ما بعد اجتماعات الدوحة للحد من تأثير السد على مصر والسودان كونها قضية محورية، أشار سعادة الأمين العام إلى أن القرار ينص على تكليف المجموعة العربية المشكلة من الأردن والسعودية والمغرب والعراق والأمانة العامة بالإضافة إلى العضو العربي في مجلس الأمن، لمتابعة العمل في الأمم المتحدة مع دولتي المصب، بالإضافة لبقية أعضاء الجامعة العربية، حيث إنه تمت إحاطة الأمين العام للأمم المتحدة بكل ما جرى وما يجري، فضلاً عن العمل مع كافة أعضاء مجلس الأمن وعلى وجه الخصوص مع الدول دائمة العضوية في مجلس الأمن.

ونوه سعادته بأن الاجتماعات التي عقدت بالدوحة كانت مثمرة للغاية، مشيراً إلى أن الاجتماع التشاوري نتج عنه تكليف الأمانة العامة لجامعة الدول العربية بعدد من الملفات لتتولى متابعتها خلال الفترة المقبلة سواء فيما يتعلق بتنسيق العمل العربي المشترك أو فيما يتعلق بموقف الجامعة العربية والمجموعة العربية في آلية العمل مع المجتمع الدولي فيما يتعلق بجائحة /كوفيد-19/ وضمان الحصول على اللقاحات وفق الكميات التي تمكّن الدول من تطعيم ما لا يقل عن مائة وخمسين مليون مواطن عربي.

وحول اجتماع لجنة فلسطين، أشار سعادته إلى أن هناك فهما وتوافقا بين أعضاء اللجنة فيما يتعلق بتنسيق العمل بينهم سواء بالعمل بشكل فردي أو في إطار مجموعات للتعاطي مع المجتمع الدولي للتصدي للإجراءات الإسرائيلية في القدس.

وعن دور الجامعة العربية في إعادة إعمار قطاع غزة، أكد سعادة الأمين العام لجامعة الدول العربية دعم الجامعة لأي جهود تهدف إلى إعادة إعمار قطاع غزة، مؤكداً دعم الجامعة العربية لأي خطوة في هذا المسار.

وردا على سؤال حول القمة العربية المقبلة وهل تم تحديد موعد نهائي لعقدها، أوضح أبو الغيط أن وزير الخارجية الجزائري أكد أن بلاده قامت بالإعداد لعقد القمة في أقرب وقت ممكن إلا أن المشكلة الوحيدة التي تواجه عقد القمة هو جائحة /كوفيدـ19/ ومدى تأثير الجائحة على انعقاد القمة.

وأضاف قائلاً “ومع ذلك أكدت الجزائر استعدادها في كل الأحوال لاستضافة القمة خلال شهري أكتوبر ونوفمبر المقبلين، دون تحديد يوم. وبذلك فإن هذه الخطوة تشجع على التحرك في اتجاه الترتيب لعقد هذه القمة، حيث قامت الجزائر بتوجيه دعوة للأمانة العامة لإيفاد وفد لبحث كافة المسائل التنظيمية والإجرائية لعقد القمة”.
