MADLSA Takes Actions Against 44 Companies Violating Decision to Ban Work in Open Places in Summer

Doha: The Ministry of Administrative Development, Labor and Social Affairs (MADLSA) represented by the Labor Inspection Department issued 44 violations of Ministerial Resolution No. (17) for the year 2021, regarding the necessary precautions to protect workers from heat stress in open work sites during the summer from 4 to 9 June.

A statement issued by the Ministry stated that legal measures were taken against the violating companies during the inspection campaigns, as the total number of companies that violated the decision amounted to 98 companies since the beginning of the period of prohibition of work in open places, which was set on 1/6/2021, where the decision determines the working hours for the works performed under the sun or in open workplaces and in places other than shaded and ventilated workplaces, during the period from June 1 to September 15 of each year, so that work may not be started from 10 in the morning until 3.30 in the evening.

The statement revealed that the companies violating the provisions of the decision, most of them work in the contracting sector (building maintenance), in the areas of Al Muntazah, Khalifa City, Al Wakra, Al Wukair, Al Sailiya, Al Kharaitiyat, Al Rayyan Al Jadeed, Ain Khalid, Umm Salal Muhammad, Lusail, Al Dafna, Muraikh, and Al Mashaf.

The Ministry called on all companies in various sectors to adhere to working hours during the summer, for work performed under the sun or in open workplaces, in order to avoid legal measures, noting that these measures come from the State of Qatar’s keenness to ensure the safety and health of workers and the work environment.

The Ministry stressed the need for companies to adhere to the WBGT radiant wet temperature index at all working hours, including work performed outside the curfew hours in the morning or at night, as the inspectors were provided with the latest monitoring and measurement devices designated for this, and who, in turn, pass by all the facilities at these times, take the necessary measurements, and take legal measures against the violating companies.

الدوحة: رصدت وزارة التنمية الادارية والعمل والشؤون الاجتماعية ممثلة بإدارة تفتيش العمل (44) مخالفة للقرار الوزاري رقم (17) لسنة 2021، بشأن الاحتياطات اللازمة لحماية العمال من الإجهاد الحراري في مواقع العمل المكشوفة خلال الصيف وذلك خلال الفترة من 4 إلى 9 يونيو الجاري.

وذكر بيان صادر عن الوزارة أنه تم اتخاذ الاجراءات القانونية ضد الشركات المخالفة خلال الحملات التفتيشية حيث بلغ إجمالي الشركات التي خالفت القرار (98) شركة منذ بداية فترة حظر العمل في الأماكن المكشوفة ، والمحددة بتاريخ 1/6/2021 حيث يحدد القرار ساعات العمل للأعمال التي تؤدى تحت الشمس أو أماكن العمل المكشوفة وفي غير أماكن العمل المظللة والمزودة بالتهوية، خلال المدة من 1 يونيو إلى 15 سبتمبر من كل عام، بحيث لا يجوز مباشرة العمل في الفترة من الساعة العاشرة صباحا وحتى الساعة الثالثة والنصف مساءً.

وكشف البيان أن الشركات المخالفة لأحكام القرار، يعمل معظمها بقطاع المقاولات (صيانة المباني)، في مناطق (المنتزه ، ومدينة خليفة ، والوكرة والوكير ، والسيلية، والخريطيات ، والريان الجديد ، وعين خالد ، وام صلال محمد ، ولوسيل، و الدفنة، ومريخ، والمشاف).

ودعت الوزارة جميع الشركات في مختلف القطاعات “ضرورة الالتزام بساعات العمل خلال الصيف، للأعمال التي تؤدى تحت الشمس أو في أماكن العمل المكشوفة، تجنباً لعدم اتخاذ الإجراءات القانونية تجاهها”، مشيرة إلى أن تلك الإجراءات تأتي انطلاقاً من حرص دولة قطر على ضمان سلامة وصحة العمال وبيئة العمل.

وأكدت الوزارة على ضرورة التزام الشركات بمؤشر درجة الحرارة الرطبة الإشعاعية لجهاز WBGT في جميع أوقات العمل، بما فيها الأعمال التي تؤدى خارج أوقات الحظر صباحا أو ليلا، حيث تم تزويد المفتشين بأحدث أجهزة الرصد والقياس المخصصة لذلك، والذين بدورهم يقومون بالمرور على جميع المنشآت في هذه الأوقات وإجراء القياسات اللازمة، واتخاذ الإجراءات القانونية ضد الشركات المخالفة.
