QSTP and Skolkovo Foundation Sign Agreement

Doha: Qatar Science & Technology Park (QSTP) – part of Qatar Foundation Research, Development & Innovation (QF RDI) announced today the latest outcome of its presence at St Petersburg International Economic Forum, which will see the organization work with Moscow-based Skolkovo Foundation to further the development of technology and innovation projects.
The collaboration between QSTP and Skolkovo will significantly boost the technology and start-up ecosystems of both Russia and Qatar and strengthen the commercial and economic ties between the two countries. The new initiative is part of QSTPs continued efforts to play a pivotal role on the global technology stage.
The partnership will see QSTP and Skolkovo work together to facilitate market entry of their startups in each others market by means of bilateral business, cultural and educational events. Startups that are based within QSTP will be able to join the Skolkovo soft-landing program that provides in-depth understanding of the peculiarities of the Russian market, preparing foreign startups to penetrate the Russian market and get full information about the conditions and procedures to successfully integrate into the Skolkovo Innovation Center. The organizations will also look to create a dedicated technology accelerator program to cater for start-ups currently based in parties markets.
Together with Skolkovo, QSTP – that is Qatar’s premier hub for technology development, innovation, and entrepreneurship will also introduce exciting new programs for both domestic and international technology-focused firms and will increase activity in the fields of health and biomedicine, energy, resource sustainability, information and telecommunication technologies, cybersecurity and digital technology.
“Just like QSTP, the Skolkovo Foundation has the drive to facilitate industry-leading science and research projects for the development of innovative technology products, services and enterprises at the very heart of its operations,” commented QSTP’s Executive Director, Yosouf Al Salehi.
“Together, we have an important mission – to promote the exchange of ideas and know-how to foster an environment in which creative thinking and innovation can thrive. International business cooperation is crucial to the success and prosperity of technology-based industries and enterprises. Our joint endeavours will positively contribute to technology development, innovation, and entrepreneurship across both Qatar and Russia, while also benefiting users and consumers of products and services that result from fruitful innovation.”
Founded in 2010, the Skolkovo Foundation is the principal agency responsible for the Skolkovo Innovation Center, a major scientific and hi-tech headquarters for the development and commercialization of advanced technologies.
The Chairman of the Skolkovo Foundation Arkady Dvorkovich, commented: “Since its establishment, the Skolkovo Foundation set out to help entrepreneurs and young researchers realize the business potential inherent in their projects, inter alia, by assisting them develop their projects and enter international markets. This was achieved by building a wide network of international partners. Signing the Memorandum of Understanding with QSTP today supports this strategy. Moreover, it is part of our vision of enhancing international technological networks which we realize its vitality and importance today, more than ever, to achieve sustainability and stability.
“I am confident that signing the memorandum will be an important turning point in the type and quality of joint projects we will carry out together with QSTP for the benefit of the startups in our ecosystems”, Dvorkovich added.
SPEIF is a leading international platform that, since 1997, has focused on economies, social issues, and technological development in a global context.
“The theme of this years conference Education and Science backed by Russias declaration of 2021 as their Year of Science and Technology, and the strong impetus to enhance economic, investment, and trade partnerships between our countries, provides a very pertinent backdrop to our promising collaboration with Skolkovo Foundation,” Al Salehi added.
QSTP’s delegation at SPIEF ’21 is part of the Qatars overall participation as a ‘Guest Country’ – one of the largest business delegations to be formed for an international forum of this prominence and scale.

الدوحة: أعلنت واحة قطر للعلوم والتكنولوجيا،عضو قطاع البحوث والتطوير والابتكار في مؤسسة قطر للتربية والعلوم وتنمية المجتمع، عن شراكتها مع مؤسسة سكلكوفو Skolkovo الروسية لتدعيم جهود تطوير المشاريع التكنولوجية والابتكارية.
وجاء هذا الاتفاق خلال مشاركة واحة قطر للعلوم والتكنولوجيا في منتدى سانت بطرسبورغ الاقتصادي الدولي لعام 2021، وسيكون لهذا التعاون بين المؤسستين دور مهم في تعزيز منظومة الشركات الناشئة وقطاع التكنولوجيا عموما في كل من دولة قطر وجمهورية روسيا.
وتأتي هذه الخطوة ضمن جهود واحة قطر للعلوم والتكنولوجيا لأداء دورها كلاعب أساسي في الساحة التكنولوجية الدولية.
وتنص الشراكة على التعاون ما بين واحة قطر للعلوم والتكنولوجيا وسكلكوفو لتسهيل دخول شركاتهما الناشئة إلى السوق من خلال الأنشطة التجارية الثنائية، والفعاليات الثقافية والتعليمية ، كما ستتمكن الشركات الناشئة التي يقع مقرها في واحة قطر للعلوم والتكنولوجيا في قطر من الانضمام إلى برنامج Skolkovo softlanding الذي يوفر فهما عميقا لخصائص السوق الروسية، وإعداد الشركات الناشئة الأجنبية لدخول السوق الروسية، والحصول على معلومات كاملة حول الشروط والإجراءات اللازمة للاندماج في مركز سكلكوفو للابتكار، كما سيتم العمل على إنشاء برنامج مخصص لتسريع التكنولوجيا لتلبية احتياجات الشركات الناشئة الموجودة حاليا في أسواق الأطراف أيضا.
كذلك ستتعاون مؤسسة سكلكوفو مع واحة قطر للعلوم والتكنولوجيا، بصفتها المركز القطري الأول للتطوير التكنولوجي والابتكار وريادة الأعمال، لتقديم برامج رائدة جديدة للشركات الوطنية والدولية، وتكثيف جهودها في قطاعات الصحة والطب الحيوي، والطاقة واستدامة الموارد، والمعلومات وتكنولوجيات الاتصالات، والأمن السيبراني، والتكنولوجيا الرقمية.
وفي تعليقه على هذه الشراكة، قال السيد يوسف الصالحي، المدير التنفيذي لواحة قطر للعلوم والتكنولوجيا: تمتلك مؤسسة سكلكوفو وواحة قطر للعلوم والتكنولوجيا دافعا داخليا قويا فيقلب كافة عملياتها ونشاطاتها لفتح الآفاق أمام المشاريع العلمية والبحثية الرائدة لتطوير منتجات وخدمات ومشاريع تكنولوجية مبتكرة.
وأضاف: لدينا سويا مهمة بالغة الأهمية في تبادل الأفكار والمعارف لتقوية البيئة الحاضنة للتفكير الإبداعي والابتكار، مشيرا إلى أن التعاون الدولي ضروري لنجاح وازدهار الصناعات والشركات القائمة على التكنولوجيا.
وقال “ستكون لمساعينا المشتركة الأثر الإيجابي على كل من قطر وروسيا في مجالات التطوير التكنولوجي والابتكار وريادة الأعمال، فضلا عن المستخدمين والمستهلكين لهذه المنتجات والخدمات والذين يقطفون ثمار هذه الابتكارات.
وفي سياق متصل قال السيد أركادي دفوركوفيتش، رئيس مؤسسة سكولكوفو، إنه منذ إنشائها، شرعت مؤسسة سكولكوفو في مساعدة رواد الأعمال والباحثين الشباب على إدراك الإمكانات التجارية الكامنة في مشاريعهم من خلال أوجه مختلفة، منها مساعدتهم على تطوير مشاريعهم والانخراط في الأسواق الدولية، وقد حققنا ذلك من خلال إنشاء شبكة واسعة من الشركاء الدوليين، مشيرا إلى أن توقيع مذكرة التفاهم مع واحة قطر للعلوم والتكنولوجيا يدعم هذه الاستراتيجية، كما أنها جزء من رؤيتنا لتعزيز الشبكات التكنولوجية الدولية التي ندرك حيويتها وأهميتها اليوم، أكثر من أي وقت مضى، لتحقيق الاستدامة والاستقرار”.
وأضاف :” أنا واثق من أن توقيع المذكرة سيكون نقطة تحول مهمة في نوعية وجودة المشاريع المشتركة التي سننفذها مع واحة قطر العلوم والتكنولوجيا، لصالح الشركات الناشئة”.
يذكر بأن مؤسسة سكلكوفو تأسست في عام 2010 وهي الوكالة الرئيسة المسؤولة عن مركز سكلكوفو للابتكار، وهو مقر علمي وعالي التقنية رئيسي لتطوير وتسويق التقنيات المتقدمة.
ويعتبر منتدى سانت بطرسبرغ الاقتصادي منصة دولية رائدة منذ العام 1997، وتركز على قضايا الاقتصادات الدولية، والقضايا الاجتماعية، والتطور التكنولوجي في سياق دولي واسع.
وقال السيد الصالحي في هذا السياق: يتمحور شعار المنتدى هذا العام حول التعليم والعلم، مدعما بإعلان روسيا عام 2021 عاما للعلم والتكنولوجيا، كدافع مهم لتطوير الشراكات الاقتصادية والتجارية بين الدول، وهو ما يوفر أرضية خصبة لمستقبل تعاوننا مع مؤسسة سكلكوفو”.
وتعتبر مشاركة واحة قطر للعلوم والتكنولوجيا في منتدى سانت بطرسبورغ جزءا من مشاركة وفد دولة قطر كضيف شرف في المنتدى الاقتصادي الدولي، وهو أحد أكبر وفود الأعمال المشاركة في منتدى دولي بهذا الحجم والأهمية.
