Ambassador: Amir’s Visit to Moscow Boosted Bilateral Relations

Moscow: HE the Ambassador of the State of Qatar to the Russian Federation Sheikh Ahmed bin Nasser Al-Thani said that the visit of HH the Amir Sheikh Tamim bin Hamad Al-Thani to Moscow in March 2018, and the talks His Highness held with HE the Russian President Vladimir Putin was the most important factor in developing ties between Qatar and Russia, noting that the fact that the two countries are World Cup hosts helped enhance cooperation in more fields.
In an interview with Russian daily Kommersant, His Excellency said that Qatar relies in its foreign relations on the principle of respecting sovereignty and non-interference in internal affairs.
His Excellency noted that the absence of Iran in the Qatari-Turkish-Russian consultative framework cannot be interpreted as a position on Iran, adding that there a number of issues were silence is no longer possible and there is an urgent need to act, led by the struggle of the Syrian people.
He added that the nature of the role of each of the countries, the framework came in its current form of three countries. He stressed that no one has any intention to be a substitute for other countries, or to alienate or limit their roles in any way. HE the ambassador said that Iran has an active role in the Syrian crisis, noting that Qatar welcomes any role that would help the Syrian people.
His Excellency explained that there is a common understanding about the Syrian crisis between Qatar and Russia and that there is a convergence in positions, indicating that Qatar is working with Russia to end the tragedy of the Syrian people. He also said that their a joint desire to work together is much stronger than any contradictions, highlighting that the position was clear, and stressed that the country does not support any extremist groups.
Responding to a question on whether the State of Qatar was ready to play the role of mediator between Iran and GCC countries, His Excellency said that Doha announced it was willing to play that role between Iran and the GCC, as well as with US President Joe Biden’s administration and the Iranian government if it was requested to do so.
He added that Qatar welcomed all ideas on the Arabian Gulf region’s joint security, stressing that an Arab-Iranian dialogue was a necessity that serves the interests of everyone in the region. His Excellency also said that Qatar views the Russian role positively and its wise policy of enhancing ties with the region’s countries, expressing hope that the region’s countries can reach an understanding.
His Excellency said that one of his priorities as an ambassador of the State of Qatar to Russia was to strengthen bilateral ties in all fields.
His Excellency noted that the State of Qatar has enormous capabilities to invest all over the world, and views Russia accordingly. He noted that the St. Petersburg International Economic Forum will take place in June, with Qatar participating as a guest of honor.
He added that the presence of Russian investments in Qatar does not mean that the country is unable to finance its projects, rather it is a way to enhance the scope of bilateral cooperation in the business field, and allows Russian capital into the Qatari market, given it is one of the most stable countries in the economic and security fields.
His Excellency also said that, as far as he knows, Russian businessmen prefer real estate projects, adding that Qatar can propose to them such projects given its distinct geographic location and beaches which represent a promising investment opportunity.
His Excellency said that ties between the State of Qatar and the Russian Federation are constantly developing, particularly economic cooperation and after that security cooperation, in addition to cooperation in the military field given the transparent relations and the stronger communication between the two countries security bodies.

موسكو: قال سعادة الشيخ أحمد بن ناصر آل ثاني سفير دولة قطر لدى روسيا الاتحادية إن زيارة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، إلى موسكو في مارس عام 2018، والمحادثات التي أجراها سموه مع فخامة الرئيس الروسي فلاديمير بوتين، شكلت “القوة المحركة” الأهم في تطوير العلاقات بين قطر وروسيا، مشيرا إلى أن استضافة البلدين لكأس العالم أضافت علاقات تعاون وثيقة وفي مجالات أوسع وأعمق.
وأكد سعادته في حوار مع صحيفة “كوميرسانت” الروسية أن دولة قطر تعتمد في علاقاتنا الخارجية مبدأ احترام السيادة وعدم التدخل في الشؤون الداخلية للدول.
ونوه سعادته إلى أن عدم وجود إيران في الإطار الثلاثي القطري – التركي – الروسي التشاوري، لا يجوز تفسيره على أنه موقف من إيران “كل ما في الأمر أن هناك قضايا لم يعد بالإمكان الوقوف عندها بصمت، ولابد من تحرك عاجل للتعامل معها، وفي مقدمتها الوضع الإنساني المأساوي الذي يعاني منه إخوتنا في سوريا”.
وأضاف “بحكم طبيعة دور كل واحدة من الدول، جاء الإطار بصيغته الحالية، أي الإطار الثلاثي لكن لا نية لدى أحد بأن يكون بديلا عن الآخر، أو أن يبعد الآخرين، ويحد من أدوارهم فلدى إيران طبعا دور نشط في الأزمة السورية، وهي موجودة في سوريا ونحن نرحب بأي دور سيكون لمصلحة الشعب السوري الدورين الروسي والتركي مهمين، كما ودور إيران في المنطقة”.
وأوضح سعادته أن هناك تفاهما مشتركا حول الأزمة السورية بين قطر وروسيا وهناك تقارب في المواقف، مشيرا إلى أن قطر تعمل مع روسيا لإنهاء مأساة الشعب السوري كما “أن الرغبة المشتركة بالعمل معا أقوى من كل التباينات وموقف قطر واضح جدا، وأود التأكيد كذلك على أن دولة قطر لا تدعم أي جماعات متطرفة”.
وردا على سؤال حول استعداد دولة قطر للعب دور وساطة في الحوار بين إيران ودول الخليج العربي، قال سعادته “أعلنت الدوحة عن استعدادها للعب دور الوساطة في الحوار بين أشقائنا في بلدان الخليج وإيران، وكذلك المباحثات بين إدارة الرئيس الأمريكي جو بايدن وحكومة إيران في حال تلقت مثل هذه الطلبات”.
وأضاف “نرحب بجميع الأفكار حول الأمن المشترك لدول منطقة الخليج العربي ونحن واثقون بأن الحوار العربي مع إيران، ليس مجرد ممكن، بل ضرورة من أجل مصلحة الجميع ونحن ننظر بإيجابية إلى دور روسيا وسياستها الحكيمة في تعزيز العلاقات بين دول المنطقة ومن جانبنا نأمل أن يكون هناك تفاهم بين دول المنطقة”.
وأوضح سعادته أن من أولوياته كسفير لدولة قطر في روسيا المساهمة في تعميق الصداقة والعلاقات بين البلدين في جميع المجالات.
ولفت سعادته إلى أن دولة قطر تملك إمكانات كبيرة للاستثمار في جميع أنحاء العالم وهي تنظر نحو روسيا في هذا الاتجاه، مشيرا إلى أنه في بداية يونيو سوف يعقد منتدى سانت بطرسبورغ الاقتصادي الدولي، وقطر سوف تشارك كضيف شرف.
وأضاف “لا شك أن الحديث عن استثمارات روسية في قطر لا يعني عدم توفر قدرة لدينا لتمويل مشروعاتنا، إنما بوابة لتوسيع مجالات التعاون بين قطاعات الأعمال في البلدين، ولدخول رأس المال الروسي إلى السوق القطرية فدولة قطر واحدة من أكثر الدول استقرارا في المجال الاقتصادي والمجال الأمني”.
وأشار سعادة السفير إلى أنه على حد معرفته فإن رجال الأعمال الروس يفضلون الاستثمار في القطاع العقاري “وفي قطر يمكن أن نقترح عليهم مشاريع عقارية فلدى قطر موقع جغرافي مميز، وشاطئ كبير على البحر وهذا بحد ذاته يشكل إمكانية لاستثمارات واعدة”.
وأوضح سعادته أن “العلاقات بين دولة قطر وروسيا الاتحادية تتطور بصورة دائمة لا سيما التعاون الاقتصادي، ومن ثم أضيف له التعاون في مجال الأمن، وكذلك في المجال العسكري علاقاتنا شفافة والاتصالات تتعزز بين الأجهزة الأمنية في البلدين، وهناك تعاون وثيق بينهما”.
