Qatari Grant to Empower Girls and Women in Afghanistan

Doha: Qatar Fund for Development (QFFD) and Digital Citizen Fund (DCF) signed a grant agreement to finance a vocational training project for girls and women in Afghanistan, to help them meet the needs of the job market.

The agreement was signed by Director General of Qatar Fund for Development Khalifa bin Jassim Al Kuwari and CEO of Digital Citizen Fund Roya Mahboob. The signing ceremony, which took place via video conference, was attended by Assistant Foreign Minister and Spokesperson for the Ministry of Foreign Affairs HE Lolwah bint Rashid Al Khater, and HE Ambassador of the State of Qatar to Afghanistan Saeed Mubarak Al Khayareen.

The agreement will play a major role in, shedding light on women and girls by providing high quality training and technology. Also, it will help them to acquire skills related to information technology. The training will cover most important skill enhancement that will develop the labor market in Afghanistan such as, employment skills, personal skills and skills related to financial matters and business administration.

A training program will focus on business and entrepreneurial skills and development that will allow 1200 women and girls ranging in age from 14-24 years, to enter the workforce, and that will have a long-term impact, the most important of which is lowering poverty rates and improving the economic future of their communities.

“When someone asks me why Qatar is optimistic about a bright and stable future in Afghanistan, I find myself giving examples on hardworking and dedicated Afghanis, like Roya Mahboob. Despite the war, Royas Digital Citizen Fund has been providing quality training in the fields of computing and programming for hundreds of girls. This training opens the doors of hope, future and opportunities for them. I hope that the agreement signed today with Qatar Fund for Development will pave the way for a new generation of ambitious and dedicated Afghani women, who will undoubtedly play a key role in the stability and prosperity of Afghanistan.” Al Khater Said.

“Women and girls in Afghanistan are no exception as they too, face multiple barriers when trying to enter, remain, or advance in the workforce. They are left behind in a world that is making rapid technological progress,” Al Kuwari said.

“Here at QFFD, we recognize the importance of SDG 5 – to achieve gender equality and empower all women and girls. We believe that women and girls are every countrys greatest asset. If invested in properly, they have endless potential to drive the human, social and economic development of nations. Hence, the achievement of the sustainable development goals relies on the empowerment of women,” he added.

“With the help of QFFD foreign aid, Digital Citizen Fund will provide young women skills to start and grow businesses that can compete in the worldwide economy. Our dedication to this goal does not waver in the face of difficulty, and the results speak for themselves. Our mission and implementation have continued to flex and grow despite the challenges the world faces with the pandemic,” Mahboob said.

الدوحة: وقعت دولة قطر ممثلة بصندوق قطر للتنمية، وصندوق المواطن الرقمي (منظمة دولية غير ربحية) اتفاقية منحة لتمويل تدريب النساء والفتيات بشكل مهني في أفغانستان، بهدف تمكينهن من مواكبة سوق العمل.

ووقع الاتفاقية عن صندوق قطر للتنمية السيد خليفة بن جاسم الكواري، مدير عام الصندوق، وعن صندوق المواطن الرقمي السيدة رؤيا محبوب الرئيس التنفيذي للصندوق، حيث شهد مراسم التوقيع التي تمت عبر تقنية الاتصال المرئي، سعادة السيدة لولوة بنت راشد الخاطر، مساعد وزير الخارجية والمتحدث الرسمي لوزارة الخارجية، وسعادة السيد سعيد بن مبارك الخيارين سفير دولة قطر لدى أفغانستان.

وستسهم هذه الاتفاقية في إحداث تغيير في حياة النساء والفتيات من خلال تسليط الضوء عليهن، وذلك بتوفير تدريب عالي الجودة بتقنيات حديثة تسهم في إكسابهن المهارات المتعلقة بتكنولوجيا المعلومات.

وسيغطي التدريب أهم المهارات التي من شأنها تطوير سوق العمل في أفغانستان مثل مهارات التوظيف والمهارات الشخصية والمهارات المتعلقة بالمسائل المالية وإدارة الأعمال، كما سيركز البرنامج التدريبي على مهارات الأعمال التجارية وريادة الأعمال والتنمية التي ستسمح لـ 1200 امرأة وفتاة تتراوح أعمارهن ما بين 14 و24 سنة بدخول سوق العمل، الأمر الذي سيكون له مردود إيجابي على المدى البعيد، كخفض معدلات الفقر وتحسين المستقبل الاقتصادي للمجتمعات.

وبهذه المناسبة قالت سعادة السيدة لولوة بنت راشد الخاطر، في كلمة لها عقب التوقيع على الاتفاقية، “عندما يسألني أحدهم عن سبب تفاؤل دولة قطر بمستقبل مشرق ومستقر لأفغانستان، أجد نفسي أستشهد بالأمثلة الرائعة من الشعب الأفغاني كرؤيا محبوب، التي وعلى الرغم من ظروف الحرب في أفغانستان، تقوم بتدريب وتأهيل عشرات الفتيات في مجال الحوسبة والبرمجة لينافسن بهذا التدريب عالي الجودة، أقرانهن اللاتي يتدربن في مؤسسات مرموقة دوليا.. وأنا سعيدة بتوقيع هذه الاتفاقية مع صندوق قطر للتنمية وآمل أن تكون سببا في بث الأمل وروح التحدي والتفوق لجيل جديد من الفتيات الأفغانيات.”

من جانبه، قال السيد خليفة الكواري، في كلمة مماثلة، “النساء والفتيات في أفغانستان لسن استثناء لأنهن يواجهن أيضا حواجز متعددة عند محاولتهن الدخول إلى القوى العاملة أو البقاء فيها أو التقدم فيها.. لقد تم نسيانهن في عالم يحرز تقدما تقنيا سريعا”، مضيفا “هنا في صندوق قطر للتنمية، ندرك أهمية الهدف الخامس من أهداف التنمية المستدامة لتحقيق المساواة بين الجنسين وتمكين جميع النساء والفتيات.. كما نؤمن بأن النساء والفتيات هن أعظم أصول كل بلد، وإذا ما تم استثمارهن بشكل صحيح، فإن لديهن إمكانات لا نهاية لها لدفع التنمية البشرية والاجتماعية والاقتصادية للأمم، وبالتالي فإن تحقيق أهداف التنمية المستدامة يعتمد على تمكين المرأة”.

بدورها، اعتبرت السيدة رؤيا محبوب، الرئيس التنفيذي لصندوق المواطن الرقمي، أن “هذه المساعدة القطرية لصندوق المواطن الرقمي، ستسهم في تعزيز مهارات النساء والفتيات للبدء في تنمية الأعمال التجارية التي يمكنها أن تنافس في الاقتصاد العالمي، ونحن نعمل على تحقيق هذا الهدف مهما كانت الصعوبات”.
