Qatar Continues to Support Lebanon without Fanfare or Political Calculations: Diab

Doha: HE Caretaker Prime Minister of the Lebanese Republic Dr. Hassan Diab hailed the State of Qatar’s continued support for Lebanon without fanfare, and its assistance for the Lebanese people in various ways, without discrimination, nor investing in their suffering or employing political calculations.

In a press conference held at the headquarters of the Lebanese Embassy in Doha on Monday evening, HE the Lebanese Caretaker Prime Minister described the talks he held with Qatari officials during his visit as positive and constructive, noting that Qatar has never abandoned Lebanon.

Dr. Diab, on behalf of all Lebanese, extended thanks to HH the Amir Sheikh Tamim bin Hamad Al-Thani, saying that the Lebanese keep in their hearts those who stand by them in times of adversity.

He added that he came to the sisterly State of Qatar while knowing that the Qatari officials, led by HH the Amir Sheikh Tamim bin Hamad Al-Thani, are always welcoming for the Lebanese people, stressing that Qatar has always supported Lebanon.

The Lebanese Caretaker Prime Minister highly valued the position of the State of Qatar in rebuilding cities, villages and homes after the brutal and destructive Israeli aggression on Lebanon in 2006, as well as Qatar’s generous sponsorship of the Lebanese understanding in the Doha Agreement, which ended a national crisis in 2008. In addition, Qatar was at the forefront of countries that have actually come to Lebanon to help after the disaster of the Beirut Port explosion last year, which destroyed the port and many neighborhoods of the Lebanese capital.

He regretted the difficult social conditions the Lebanese are suffering in their various aspects of life, saying that Lebanon is on the brink of total collapse, and unfortunately, complications are still preventing the formation of a government, nearly nine months after the resignation of the past government. Meanwhile, the tragedies of the Lebanese are deepening, and they do not contribute to pushing for the formation of a government that begins implementing the reform workshop based on the plan laid down by the government, and resumes the negotiations with the International Monetary Fund with the aim of restoring the economic and financial confidence in the country after the collapse it reached after suffering decades of wars, waste and corruption, and policies that encouraged the rentier economy at the expense of the productive economy.

HE Caretaker Prime Minister of the Lebanese Republic Dr. Hassan Diab appealed to all Arab brothers, saying that Lebanon is in great danger and has exhausted its potential. He called for providing support for Lebanon that has never hesitated in making huge sacrifices for the sake of Arab causes, and for protecting the Lebanese.

He called for restoring the Arab solidarity and overcome differences in order to establish stability.

Meanwhile, Dr. Diab underlined the importance role of the Lebanese residing abroad, noting that they are an important tool in helping Lebanon, especially since their remittances reached up to $7 billion a year, thus playing a major role in supporting the economy and introducing the foreign currency to the Lebanese market.

He stressed the national need to assign the government as soon as possible in order to complete the work that the current government is doing in terms of discussions and negotiations with the International Monetary Fund and the reforms on the roadmap that have been drawn up.

He noted that his government had only 6 months, and now 9 months have passed, and it is still a caretaking government, while Lebanon has been facing crises and calamities over a period of more than 6 governments, including the coronavirus pandemic, the Beirut Port explosion and the events that occurred in March 2020.

الدوحة: أشاد دولة الدكتور حسان دياب، رئيس حكومة تصريف الأعمال بالجمهورية اللبنانية الشقيقة، بوقوف دولة قطر المستمر إلى جانب لبنان من دون ضجيج، ومدها يد المساعدة إلى اللبنانيين بطرق مختلفة، ومن دون تمييز بينهم، ولا استثمار في معاناتهم، ولا توظيف بحسابات سياسية.

ووصف رئيس حكومة تصريف الأعمال اللبنانية، في لقاء صحفي عقد مساء الأمس بمقر السفارة اللبنانية بالدوحة، المباحثات التي أجراها مع المسؤولين القطريين خلال زيارته الحالية بأنها كانت إيجابية وبناءة، قائلا “اليوم، جئنا إلى الشقيقة قطر، نطرق بابها، كما سنطرق أبواب دول عربية شقيقة أخرى لم تتخلّ عن لبنان، وننتظر أن تفتح أبوابها لنا، كما فعلت الشقيقة قطر”.

وتوجه الدكتور حسان دياب باسمه، وباسم كل اللبنانيين، بالشكر إلى حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، قائلا “إن اللبنانيين يحفظون في قلوبهم مَن يقف إلى جانبهم في زمن الشدائد، شكرا من القلب..الله يحميكم ويحمي قطر..الله يحمي لبنان واللبنانيين”.

وأضاف “جئنا إلى هنا، إلى دولة قطر الشقيقة، ونحن نعلم مسبقاً أن قلبها مفتوح ورحب، وأن دوحتها تتّسع لكل المحبين، وأن المسؤولين هنا، وعلى رأسهم سمو الأمير، يحملون محبة خاصة للبنان واللبنانيين.. لقد وقفت دولة قطر الشقيقة دائماً إلى جانب لبنان”.

وثمن رئيس حكومة تصريف الأعمال اللبنانية عاليا موقف دولة قطر في إعادة إعمار المدن والقرى والمنازل بعد العدوان الإسرائيلي الغاشم والمدمّر على لبنان عام 2006، وكذلك رعاية قطر الكريمة لتفاهم اللبنانيين في اتفاق الدوحة، الذي أنهى أزمة وطنية في العام 2008، إضافة إلى أنها كانت في طليعة الدول التي هبّت فعلياً لمساعدة لبنان، بعد كارثة انفجار مرفأ بيروت العام الماضي، والذي دمّر المرفأ وأحياء عديدة من العاصمة اللبنانية.

وأعرب عن أسفه لأن وطنه يعبر نفقاً مظلماً، واللبنانيون يعانون من “العتمة”، “عتمة” لا تقتصر على الكهرباء، وإنما أيضاً في لقمة العيش وفي ظروفهم الاجتماعية وفي مختلف يومياتهم.

وقال رئيس حكومة تصريف الأعمال بالجمهورية اللبنانية إن “وطننا بلغ حافة الانهيار الشامل، وللأسف، فإن “تعقيداتٍ” لاتزال تحول دون تشكيل حكومة بعد نحو تسعة أشهر على استقالة حكومتنا، بينما تتعمّق مآسي اللبنانيين، وهي لا تساهم، للأسف، في الدفع نحو تشكيل حكومة تبدأ بتطبيق ورشة الإصلاح انطلاقاً من الخطة التي وضعتها حكومتنا، وتستأنف المفاوضات التي كنّا بدأناها مع صندوق النقد الدولي، بهدف استعادة الثقة الاقتصادية والمالية بالبلد بعد الانهيار الذي وصلنا إليه بفعل عقود من الحروب والهدر والفساد، والسياسات التي شجعت الاقتصاد الريعي على حساب الاقتصاد المنتج”.

ووجه دولة الدكتور حسان دياب رئيس حكومة تصريف الأعمال بالجمهورية اللبنانية نداء إلى كل الأخوة العرب، قائلا لهم “إن لبنان في خطر شديد، ولم يعد يمكنه الانتظار، فلقد استنفدنا ما لدينا من إمكانات، وأصبح لبنان من دون حبل أمان.. ونحن نتوقع منكم أن تكونوا إلى جانب هذا البلد الذي لم يبخل يوماً بتقديم التضحيات الجسام من أجل القضايا العربية، وأن تكونوا شبكة الأمان لحماية أشقائكم اللبنانيين”.

وأضاف “إن لبنان يتوق لاستعادة التضامن العربي لا الوقوف على خطوط تماس الخصومة والفراق بين العرب ودفع فواتيرهما.. فلا استقرار ولا استقلال للعرب مجتمعين ومنفردين إلا بإعادة الاعتبار للتضامن العربي.. ونحن في لبنان، لا مكان لنا إلا كجسر للتواصل بين العرب، فالتضامن العربي يحمي وحدتنا وعروبتنا.. ولهذا، يؤلمنا، كما يؤلمكم، حال عروبتنا، ونتطلع معكم لأن تنجلي الأيام العجاف، ولدي إيمان بأن الغيمة السوداء ستنجلي، وستستعيد العروبة الصافية أيامها”.

وأكد على الدور المهم الذي يلعبه اللبنانيون المقيمون في الخارج والذين ينتشرون في مختلف دول العالم.. لافتا إلى أنهم أداة هامة في مساعدة لبنان، خاصة وأن تحويلاتهم وصلت في سنوات سابقة إلى 7 مليارات دولار في العام، فهم يلعبون دورا رئيسيا في دعم الاقتصاد وإدخال العملة الأجنبية للدولة والسوق اللبناني.

وعن قوله إن “لبنان دخل النفق المظلم””، أوضح أن الدستور اللبناني في المادة /64/ وضع إطارا لحكومة تصرف الأعمال بأن تقوم بأعمالها “بالخطوط الضيقة” وأن حكومته تقوم بذلك، ولهذا السبب لم تعقد الحكومة الحالية أي جلسة لمجلس الوزراء رغم وجود أكثر من 220 موافقة استثنائية تمت خلال 8 أشهر “فترة تصريف الأعمال” بدلا من اجتماعات مجلس الوزراء.

وشدد رئيس حكومة تصريف الأعمال اللبنانية على “الحاجة الوطنية لتكليف الحكومة في أسرع وقت لكي تستكمل العمل الذي تقوم به الحكومة الحالية على صعيد المباحثات والمفاوضات مع صندوق النقد الدولي والإصلاحات الموجودة على خريطة الطريق التي وضعت، والتي يقال عنها اليوم “الخطة الفرنسية” والتي تتطابق مع خطة الحكومة في مواجهة التحديات”.

وذكّر دولة الدكتور حسان دياب بأن حكومته كانت مدتها 6 أشهر فقط، والآن مر 9 أشهر، ولا تزال تقوم بتصريف الأعمال، وخلال هذه الأشهر واجه لبنان أزمات ونكبات أكثر من 6 حكومات منها جائحة /كورونا/ ومرفأ بيروت والتعثر الذي حدث في مارس 2020.
