PSA Monitors Progress Made in Sustainable Development Agenda

Doha: The Planning and Statistics Authority (PSA), in collaboration with all ministries and government agencies, the private sector, NGOs, civil society, universities and research centers in Qatar, is preparing the “2021 Voluntary National Review of the State of Qatar”.

This VNR will be submitted to the High-level Political Forum (HLPF) to be held from 13 to 16 July 2021 at the United Nations Headquarters in New York. It shall be noted that the United Nations Economic and Social Council (ECOSOC) has defined the forums theme as: “Sustainable and resilient recovery from the COVID-19 pandemic that promotes the economic, social and environmental dimensions of sustainable development: Building an inclusive and effective path for the achievement of the 2030 Agenda in the context of the Decade of Action and Achievement for sustainable development”.

The aforementioned agenda has been aligned with Qatar National Development Strategy 2018-2022, and the 2021 Voluntary National Review will address a number of aspects of 2030 Agenda for Sustainable Development, which were agreed upon within the framework of the United Nations with the countries that will present their reviews this year.

The aforementioned VNR document will discuss the Sustainable Development Goals related to ending poverty in all its forms; ending hunger and achieving food security; ensuring healthy lives and well-being for all; promoting economic growth and providing decent work for all; reducing inequalities; ensuring sustainable consumption and production patterns; combating climate change and its impacts; promoting peaceful and inclusive societies; and revitalizing national and global partnership for sustainable development.

The aforementioned VNR document is a national work prepared as the fruit of cooperation among many partners. Its topics revolve around tracking and recording the progress achieved by the State of Qatar in the goals and objectives of the 2030 Agenda for Sustainable Development, using measurement indicators adopted by countries in 2015. The purpose is to measure progress and prepare national and international reports on the achievement of goals and objectives in the three sectors of development; namely, the economic, social and environmental development, taking into account the national, regional and international intermingling dimensions of these sectors.

This national work will emphasize on the role of several partners in achieving SDGs and preparing VNR, especially the inclusion of the relevant authorities in the process of tracking and analysis, identifying the successes and challenges facing the development process, especially during the Covid-19 pandemic and how to overcome them, and the recovery policies adopted by the state as a matter of utmost importance.

The tracking process is based on the principle of “no one will be left behind”. The document will elucidate the extent to which all sects of Qatari society benefit from the development process, especially women, children, youth, the elderly, people with disabilities and other groups that are included in the national development process. It will also highlight how such groups can have access to justice without discrimination. This work will also address the impacts of Covid-19 pandemic on the Qatari economy, environment, and social activities in general, and the recovery strategies and policies adopted by the State of Qatar in order to overcome this pandemic, which the world is still suffering from.

VNR will also clearly and transparently explain how the State of Qatar has responded to the impacts of the pandemic and how it provided treatments, vaccines, and social and psychological care for the entire population without discrimination, in accordance with WHO- approved protocols, especially the daily and transparent dissemination of data and information. For this purpose, the Planning and Statistics Authority prepared the organizational structure, consisting of the steering committee, a technical team and thematic working groups. PSA also prepared a road map and a timetable for the implementation of the activities that were agreed upon in the road map.

On this occasion, HE President of the Planning and Statistics Authority Dr. Saleh bin Muhammad Al Nabit, called on all ministries and government agencies, civil society organizations, and all concerned authorities to complete the forms that were sent to them, by providing PSA with quantitative and qualitative indicators related to the progress made in achieving goals and targets of the 2030 Agenda for Sustainable Development.

الدوحة: بدأ جهاز التخطيط والإحصاء وبالتعاون مع عدد من الجهات في الدولة، بإعداد وثيقة “الاستعراض الوطني الطوعي لدولة قطر لعام 2021″، التي ستقدم إلى المنتدى السياسي الرفيع المستوى للمجلس الاقتصادي والاجتماعي للأمم المتحدة والمقرر عقده في نيويورك خلال شهر يوليو المقبل.

وأوضح بيان صحفي للجهاز أن الوثيقة التي تشارك فيها كافة الوزارات والأجهزة الحكومية بالدولة، ومع القطاع الخاص ومنظمات المجتمع المدني، والمنظمات الأهلية، والجامعات ومراكز البحوث سترصد التقدم المحرز في تحقيق أهداف وغايات أجندة التنمية المستدامة 2030، على مستوى الدولة، والإستراتيجية المتبعة للتصدي لجائحة كورونا (كوفيد-19)، وبرامج التعافي من تداعيات الجائحة.

وحدد المجلس الاقتصادي والاجتماعي للأمم المتحدة، موضوع المنتدى هذا العام تحت عنوان “التعافي المستدام والمرن من آثار جائحة كوفيد-19 على نحو يعزز الأبعاد الاقتصادية والاجتماعية والبيئية للتنمية المستدامة: بناء مسار شامل وفعال لتحقيق أجندة عام 2030، وذلك في سياق عقد العمل والإنجاز من أجل التنمية المستدامة”.

وأفاد بيان الجهاز بأن وثيقة الاستعراض الوطني المذكورة، ستتناول أهداف التنمية المستدامة 2030، المتعلقة بمسألة القضاء على الفقر بكافة أشكاله، وعلى الجوع وتأمين الأمن الغذائي، وعلى ضمان تمتع الجميع بأنماط عيش صحية، وتعزيز النمو الاقتصادي وتوفير العمل اللائق للجميع، والحد من أوجه عدم المساواة، وضمان وجود أنماط استهلاك وإنتاج مستدامة، والتصدي لتغير المناخ وآثاره، وإقامة مجتمعات مسالمة لا يُهمّش فيها أحد، وإقامة الشراكة الوطنية والعالمية من أجل تحقيق التنمية المستدامة.

وأضاف البيان أن الوثيقة ستستخدم خلال عملية الرصد والتتبع الأدلة ومؤشرات القياس التي اعتمدتها بلدان العالم عام 2015، بغية قياس التقدم، وإعداد التقارير الوطنية والدولية بشأن تحقيق الأهداف والغايات في قطاعات التنمية الثلاث، الاقتصادية والاجتماعية والبيئية، مع مراعاة الأبعاد التكاملية الوطنية والإقليمية والدولية لهذه القطاعات.

وأوضح أنه سيتم التأكيد في هذا العمل الوطني على دور الشركاء المتعددين في تحقيق أهداف التنمية المستدامة وإعداد التقرير الطوعي، ولا سيما شمول الجهات المعنية في عملية التتبع والتحليل، وتحديد النجاحات والتحديات التي تواجه عملية التنمية خاصة خلال جائحة (كوفيد-19) وكيفية التصدي لها، وسياسات التعافي التي اعتمدتها الدولة كأمر في غاية الأهمية.

وأشار إلى أن عملية التتبع التي تنطلق من مبدأ “كي لا يتخلف أحد عن الركب”، ستوضح كذلك مدى انتفاع كافة فئات المجتمع القطري من عملية التنمية، وبشكل خاص فئات المرأة، والأطفال والشباب وكبار السن وذوي الإعاقة وغيرهم من الفئات التي تشملهم عملية التنمية الوطنية، إلى جانب تسليط الضوء على إمكانية وصول هذه الفئات إلى العدالة دون تمييز.

كما سيتعرض هذا العمل إلى آثار جائحة (كوفيد-19) على الاقتصاد القطري والبيئة وعلى الأنشطة الاقتصادية والاجتماعية بشكل عام، وإلى استراتيجيات وسياسات التعافي التي اعتمدتها دولة قطر بغية التصدي لهذه الجائحة التي لا يزال العالم يعاني من آثارها.

وفي سياق متصل، ستوضح الوثيقة كذلك بشكل واضح وشفاف الكيفية التي تصدت فيها دولة قطر لآثار الجائحة وتوفيرها للعلاجات وللقاحات والرعاية الاجتماعية والنفسية لكافة السكان دون تمييز وفقا لبروتوكولات معتمدة من منظمة الصحة العالمية، ولا سيما نشر البيانات والمعلومات يومياً وبشفافية.

وبهذه المناسبة، دعا سعادة الدكتور صالح بن محمد النابت رئيس جهاز التخطيط والإحصاء كافة الوزارات والأجهزة الحكومية، ومنظمات المجتمع المدني، وسائر الجهات المعنية التي تواصل معها الجهاز، إلى استيفاء الاستمارات التي أرسلت إليهم، وذلك بتزويدنا بالمؤشرات الكمية والنوعية ذات العلاقة بالتقدم الذي أحرزته في تحقيق أهداف وغايات أجندة التنمية المستدامة 2030.

وأعلن جهاز التخطيط والإحصاء، أنه انتهى من إعداد الهيكل التنظيمي، المكون من اللجنة التسييرية، وفريق عمل فني ومجموعات عمل، كما أعد خارطة طريق، وجدول زمني لتنفيذ الأنشطة التي تم الاتفاق عليها في خارطة الطريق.
