MADLSA Announces Implementation of Minimum Wage, Effective today

Doha: The Ministry of Administrative Development, Labour and Social Affairs (MADLSA) announced the implementation of the new minimum wage for all workers, starting from Saturday, March 20, 2021, in implementation of Law No. (17) of 2020 regarding setting the minimum wage for workers and domestic workers.
In this context the Ministry said, that all companies must comply with the minimum wage of QR 1,000 when concluding contracts. as well as to allocating an allowance by the employer in the event that adequate housing and food for the worker or domestic worker are not provided, and the minimum housing allowance is QR 500, the minimum food allowance is QR 300, with the obligation to amend the employment contracts.
Last September, the Ministry of Administrative Development, Labour and Social Affairs announced a six-month transition period to modify the conclusion of contracts so that employers could be able to prepare for the transition.
The Ministry emphasized that adopting minimum basic wage, housing and food would generate better relations between the employer and the employee, adding that the State of Qatar is the first country in the region to adopt a non-discriminatory minimum wage, which is a fundamental pillar in the reform program and the transition plan to move towards a knowledge – based economy, as stipulated in Qatar vision 2030.
The Ministry has conducted awareness campaigns for workers in multiple languages, in addition to reaching out to employers and companies, and has worked to establish regulations to support the implementation of the minimum wage in coordination with the various competent authorities in the country. This step is being implemented in cooperation with the International Labour Organization (ILO) and in consultation with national and international experts and a wide range of workers and employers from different economic sectors.
The Ministry called on individuals and employers to apply the adoption of the minimum wage, and for inquiries, to call the hotline 16008.

الدوحة: أعلنت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية، عن تطبيق الحد الأدنى الجديد للأجور لكافة العمال اعتبارا من اليوم /السبت/ الموافق 20 مارس 2021، وذلك تنفيذا للقانون رقم (17) لسنة 2020 بشأن تحديد الحد الأدنى لأجور العمال والمستخدمين في المنازل.
وفي هذا السياق، قالت الوزارة إنه على الشركات الالتزام بالحد الأدنى للأجور وقدره 1000 ريال قطري عند ابرام العقود، إلى جانب تخصيص بدل من قبل صاحب العمل في حال عدم توفير السكن الملائم والغذاء للعامل أو المستخدم، ويكون الحد الأدنى لبدل السكن 500 ريال قطري، والحد الأدنى لبدل الغذاء 300 ريال، مع ضرورة الالتزام في تعديل عقود العمل.
وكانت الوزارة قد أعلنت في سبتمبر الماضي عن تحديد فترة انتقالية لتعديل ابرام العقود مدتها ستة أشهر لكي يتمكن أصحاب العمل من تحضير الانتقال.
وتؤكد وزارة التنمية الإدارية والعمل والشؤون الاجتماعية على أن اعتماد حد أدنى للأجر الأساسي والسكن والغذاء من شأنه أن يولد علاقات أفضل بين صاحب العمل والموظف، كما يؤمن مطابقة أفضل للوظائف باعتبار دولة قطر البلد الأول في المنطقة الذي يعتمد حدا أدنى للأجور غير تمييزي، مما شكل ركيزة أساسية في البرنامج الإصلاحي وخطة الانتقال نحو اقتصاد قائم على المعرفة كما نصت عليه رؤية قطر للعام 2030.
يذكر أن الوزارة قامت بتوعية العمال بلغات متعددة منذ اعتماد القانون، بالإضافة إلى تواصلها مع أصحاب الأعمال والشركات، وعملت على انشاء أنظمة تدعم تطبيق الحد الأدنى للأجور بالتنسيق مع مختلف جهات الاختصاص في الدولة، ويأتي تنفيذ هذه الخطوة بالتعاون مع منظمة العمل الدولية والتشاور مع خبراء وطنيين ودوليين ومجموعة واسعة من العمال وأصحاب العمل من قطاعات اقتصادية مختلفة.
ومن هذا المنطلق تدعو وزارة التنمية الإدارية والعمل والشؤون الاجتماعية الأفراد وأصحاب الأعمال لتطبيق اعتماد الحد الأدنى للأجور، وللاستفسار يمكن الاتصال على الخط الساخن 16008.
