Qatari Educational Support for Palestinian Youths in Host Countries

Doha: The State of Qatar, represented by Qatar Fund For Development (QFFD), and the State of Palestine, represented by the Ministry of Higher Education and Scientific Research, signed a Memorandum of Understanding (MoU) for a contribution through the Education Above All Foundation, which is meant to benefit 339 young Palestinians from the marginalized and refugees in the countries of the diaspora, to be implemented over a period of five years with co-financing.

The memorandum provides support to Palestinian refugee students and assistance in completing their university education, as an expression of the commitment and responsibility of the State of Qatar towards marginalized students and refugees and its support to help them continue their learning journey.

The MoU was signed by Director General of QFFD Khalifa bin Jassim Al Kuwari and HE Palestinian Minister of Higher Education and Scientific Research Dr. Mahmoud Abu Mouis.

On the sidelines of the signing ceremony for the MoU that was held via videoconferencing, Khalifa bin Jassim Al Kuwari stressed the importance of signing this memorandum, expressing in this regard, the QFFD’s pride of its work alongside strategic partners like the Education Above All Foundation, to help rebuild the education system and provide the necessary support, especially to the affected and marginalized Palestinian refugee students due to crises, poverty and asylum.

For his part, the Palestinian Minister of Higher Education and Scientific Research Dr. Mahmoud Abu Mouis praised the continuous support that the State of Qatar provides to the Palestinian people, expressing his appreciation for the efforts of QFFD and the Education Above All Foundation in supporting the rights of Palestinian students to get their university education, while also expressing his aspiration to enhance future cooperation.

He expressed the Ministry’s gratitude for this initiative taken by QFFD and the Education Above Education Foundation, saying that this agreement can be a remarkable milestone for aspiring and promising students.

He also expressed his hope that the bonds of cooperation will continue to be strengthened in the future to support Palestinian higher education and scientific research in all its sectors, renewing his gratitude and appreciation to the people of Qatar, and hoping that Qatar’s joint work and cooperation with the people of Palestine will continue.

For his part, the CEO of the Education Above All Foundation Fahad Hamad Al Sulaiti hailed the MoU, expressing the Foundation’s appreciation for the generous support provided by the State of Qatar through QFFD, the Foundation’s strategic partner.

Al Sulaiti stressed the importance of education being inclusive and accessible to all to support Palestinian refugee students to complete and empower their university education, and to ensure that marginalized youth affected by conflict are not excluded, pointing out that investing in these young people helps them unleash their full potential to play an active role in the renaissance and development of their societies, as well as inspire hope, improve their lives and face the educational challenges that have been affected during this difficult period education is facing all around the world after the coronavirus (COVID-19) pandemic.

In 2014, QFFD in cooperation with the Education Above All Foundation, established Al Fakhoora Program, which is a vital and comprehensive system of education in Gaza that aims to restore and reconstruct universities and schools demolished by the Israeli aggression on Gaza.

The education sector, which is the fourth amongst the UN’s Sustainable Development Goals, has the largest share of the programs that the State of Qatar is keen to support globally through QFFD, as it seeks to ensure quality, equitable and comprehensive education and enhances lifelong learning opportunities for all, based on Qatar’s belief that education is the basis element for the development of nations.

Through its program, the Education Above All Foundation also aims to promote the right of education in countries that struggle with armed conflict (including refugees and internally displaced persons) by providing a comprehensive higher model of higher education.

Since 2009, 1,000 scholarships have been contributed to higher education in Gaza, 51 of which in the West Bank, and 50 educational facilities that were damaged in the 2014 aggression have been reconstructed and rehabilitated, including 35 schools, 5 training centers, and 10 universities, as the goal of the Foundation is to support a new generation of marginalized youth to become educated, highly-skilled professional leaders, and a source of inspiration to others and are capable of leading their families and communities towards cohesion and prosperity in the future.

الدوحة: وقعت دولة قطر ممثلة بصندوق قطر للتنمية، ودولة فلسطين الشقيقة ممثلة بوزارة التعليم العالي والبحث العلمي، مذكرة تفاهم لمنحة مساهمة من خلال مؤسسة التعليم فوق الجميع، يستفيد منها 339 شابا وشابة فلسطيني من المهمشين واللاجئين في دول المهجر، يتم تنفيذها على مدار خمسة أعوام بتمويل مشترك.

وتنص المذكرة على دعم الطلاب الفلسطينيين اللاجئين ومساعدتهم في استكمال تعليمهم الجامعي، وذلك تعبيرا عن التزام دولة قطر ومسؤوليتها تجاه الطلبة المهمشين واللاجئين ودعمهم لمواصلة مسيرتهم التعليمية.

وقع على المذكرة السيد خليفة بن جاسم الكواري المدير العام لصندوق قطر للتنمية، وسعادة الدكتور محمود أبو مويس وزير التعليم العالي والبحث العلمي الفلسطيني.

وعلى هامش حفل التوقيع على مذكرة التفاهم الذي عقد عبر تقنية الاتصال المرئي، شدد السيد خليفة بن جاسم الكواري، أهمية توقيع هذه المذكرة ، قائلا بخصوصها “نحن فخورون بالعمل الذي نقوم به مع شركائنا الإستراتيجيين كمؤسسة التعليم فوق الجميع للمساعدة في إعادة بناء نظام التعليم وتقديم الدعم اللازم، خاصة للطلبة اللاجئين الفلسطينيين المتضررين والمهمشين جراء الأزمات والفقر واللجوء”.

من جهته، أثنى الدكتور محمود أبو مويس وزير التعليم العالي والبحث العلمي الفلسطيني، على العطاء المتواصل من دولة قطر والدعم الذي تقدمه للشعب الفلسطيني، معبرا عن تقديره لجهود صندوق قطر للتنمية ومؤسسة التعليم فوق الجميع في دعم حق الطلبة الفلسطينيين في تحصيل تعليمهم الجامعي، معربا عن تطلعه إلى تعميق التعاون وتوطيد أواصره مستقبلا بما يخدم شريحة مجتمعية تواصل التشبث بحقها في التعليم.

وقال “بكل التقدير، نسجل امتناننا لهذه المبادرة التي تقرن القول بالفعل، وتستحضر مصلحة طلبة طامحين وواعدين ممن تشكل هذه الاتفاقية بارقة وعلامة فارقة لهم.. فشكرا لأخوتنا في صندوق قطر للتنمية ومؤسسة التعليم فوق الجميع، وكلنا أمل أن يتواصل توطيد أواصر التعاون مستقبلا لدعم التعليم العالي والبحث العلمي الفلسطيني في كافة قطاعاته، وأجدد شكري وامتناني للأشقاء في قطر، آملين أن يستمر العمل والتعاون المشترك واستمرار دعم الأشقاء لفلسطين وأهلها”.

بدوره، أشاد السيد فهد حمد السليطي، الرئيس التنفيذي لمؤسسة التعليم فوق الجميع، بمذكرة التفاهم، معربا عن تقدير المؤسسة للدعم السخي الذي تقدمه دولة قطر عبر صندوق قطر للتنمية الشريك الاستراتيجي للمؤسسة.

وشدد السليطي على أهمية أن يكون التعليم شاملا ومتاحا للجميع ليدعم الطلبة اللاجئين الفلسطينيين لإكمال تعليمهم الجامعي وتمكينهم، ويضمن عدم استبعاد الشباب المهمشين المتأثرين بالنزاعات، مبينا أن “الاستثمار في رأس المال البشري يساعد الشباب في إطلاق كامل إمكاناتهم لتأدية دور فاعل في نهضة مجتمعاتهم وتطورها، وبث روح الأمل والارتقاء بحياتهم ومواجهة تحديات التعليم التي تأثرت خلال هذه الفترة الصعبة التي يمر بها التعليم حول العالم إثر جائحة كورونا /كوفيد-19/”.

يذكر أن صندوق قطر للتنمية أطلق عام 2014 برنامج الفاخورة بالتعاون مع مؤسسة التعليم فوق الجميع وهو نظام حيوي وشامل للتعليم في غزة، والذي يهدف إلى إعادة وترميم الجامعات والمدارس التي دمرها العدوان الإسرائيلي على غزة.

ويحظى قطاع التعليم، وهو الهدف الرابع من أهداف التنمية المستدامة للأمم المتحدة، بالنصيب الأكبر من البرامج التي تحرص دولة قطر على دعمها حول العالم، عبر صندوق قطر للتنمية، كونه يسعى إلى ضمان التعليم النوعي العادل والشامل ويعزز فرص التعلم مدى الحياة للجميع، وهو ما يستند كذلك إلى ما توليه دولة قطر للتعليم ايمانا منها بأنه أساس العجلة التنموية لتطوير الشعوب.

كما تهدف مؤسسة التعليم فوق الجميع، من خلال برامجها، إلى تعزيز الحق في التعليم في الدول التي تعاني من النزاعات المسلحة (بينهم اللاجئون والنازحون)، عبر توفير نموذج شامل للتعليم العالي، فمنذ عام 2009 تم تقديم ألف منحة للتعليم العالي في غزة و51 منحة في الضفة الغربية، وتم إعادة إعمار وتأهيل 50 منشأة تعليمية تضررت في عدوان عام 2014، منها 35 مدرسة و5 مراكز تدريب و10 جامعات، حيث يتمحور هدف المؤسسة حول دعم جيل جديد من الشباب المهمشين ليصبحوا قادة متعلمين ومهنيين على درجة عالية من المهارة، ومصدر إلهام للآخرين وقادرين على قيادة أسرهم ومجتمعاتهم نحو التماسك والازدهار في المستقبل.
