Qatar Participates in UN Conference on Women

Doha: The State of Qatar participated on Tuesday via video conferencing in the Fourth Conference on Women and the 23th session of the UN General Assembly.
The State of Qatar was represented at the conference by HE Minister of Administrative Development, Labor and Social Affairs Yousef bin Mohammed Al Othman Fakhroo.
In the State of Qatar’s speech, HE the Minister affirmed Qatari support for all fair women’s issues, particularly the Beijing Declaration and Platform for Action and the outcome of the 23th special session of the General Assembly. In order to enhance the role of women in community and ensure their participation and representation in decision-making positions, the State of Qatar has taken many legislative and executive measures to eliminate all forms of discrimination against women, he said.
HE pointed out that the permanent constitution of the State stipulates that “The Citizens of Qatar shall be equal in public rights and duties. All persons are equal before the law and there shall be no discrimination whatsoever on grounds of sex, race, language, or religion”.
Regarding the international obligations, HE Minister of Administrative Development, Labor and Social Affairs said the State of Qatar has ratified the Convention on the Elimination of All Forms of Discrimination against Women, international conventions related to social affairs, the most important of which is the International Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities, expressing Doha’s aspiration to increase the effectiveness of the economic participation of Qatari women by providing easy lending programs for the establishment of small enterprises, facilitate the establishment of nurseries to provide the appropriate environment to receive and care for children, in addition to increasing work flexibility for women in government institutions and in the private sector and providing all protection, social and family care programs and services in accordance with the best international practices and experiences.
HE Yousef bin Mohammed Al Othman Fakhroo stressed that all this indicates the State of Qatar’s confident and determined steps to achieve its development vision, as necessary measures have been taken to fill the gender gaps, reinforcing women’s participation in public life and empowering them economically, socially and politically, especially in light of the State’s intention to hold the first elections for the Shura Council in October 2021.

الدوحة: شاركت دولة قطر، يوم الأمس، في المؤتمر الرابع للمرأة والدورة الثالثة والعشرين للجمعية العامة للأمم المتحدة عبر تقنية الاتصال المرئي.
مثل دولة قطر في المؤتمر سعادة السيد يوسف بن محمد العثمان فخرو، وزير التنمية الإدارية والعمل والشؤون الاجتماعية.
وأكد سعادة الوزير، في كلمة دولة قطر، على الدعم القطري لكافة قضايا المرأة العادلة وخاصة إعلان ومنهاج عمل بيجين ونتائج الدورة الاستثنائية الثالثة والعشرين للجمعية العامة، قائلا في هذا الصدد “في سبيل تعزيز دور المرأة في المجتمع وضمان مشاركتها وتمثيلها في مواقع اتخاذ القرار، اتخذت دولة قطر العديد من التدابير التشريعية والتنفيذية للقضاء على كافة أشكال التمييز ضد المرأة”.
وأشار سعادته إلى أن الدستور الدائم للدولة نص على أن “المواطنون متساوون في الحقوق والواجبات العامة”، وأن “الناس متساوون أمام القانون، لا تمييز بينهم في ذلك بسبب الجنس، أو الأصل، أو اللغة، أو الدين”.
وأوضح سعادة وزير التنمية الإدارية والعمل والشؤون الاجتماعية، فيما يتعلق بالالتزامات الدولية، أن دولة قطر صادقت على اتفاقية القضاء على كافة أشكال التمييز ضد المرأة، والاتفاقيات الدولية المرتبطة بالشؤون الاجتماعية ومن أهمها الاتفاقية الدولية لحقوق الطفل، والاتفاقية الدولية لحقوق الأشخاص ذوي الإعاقة، معربا عن تطلع الدوحة إلى زيادة فاعلية المشاركة الاقتصادية للمرأة القطرية بتوفير البرامج الإقراضية الميسرة لإنشاء المشاريع الصغيرة، وتسهيل إنشاء دور الحضانة لتوفير البيئة المناسبة لاستقبال الأطفال والعناية بهم، إضافة إلى زيادة مرونة العمل للنساء في المؤسسات الحكومية وفي القطاع الخاص، وتوفير كافة برامج وخدمات الحماية والرعاية الاجتماعية والأسرية وفقاً لأفضل الممارسات والخبرات الدولية.
وشدد سعادة السيد يوسف بن محمد العثمان فخرو على أن ذلك كله يدل على أن دولة قطر تواصل بخطى واثقة وحثيثة لتحقيق رؤيتها التنموية، حيث اتخذت التدابير اللازمة لسد فجوات النوع الاجتماعي، وتعزيز مشاركة المرأة في الحياة العامة وتمكينها اقتصادياً واجتماعياً وسياسياً، لاسيما في ظل عزم الدولة على إجراء أول انتخابات لمجلس الشورى في شهر أكتوبر من هذا العام.
