Commercial shipping at Abu Samra port to start on Sunday

Doha: The General Authority of Customs (GAC) has issued a number of regulatory and precautionary controls pertaining to the movement of imported and transiting goods from the Salwa border port in the Kingdom of Saudi Arabia to the Abu Samra border port in the State of Qatar.
In a statement published on its website, the Authority revealed a set of regulatory and precautionary controls and procedures related to commercial shipments at the Abu Samra border port:
– Truck drivers coming from Salwa border port in the Kingdom of Saudi Arabia, must obtain a certificate authenticated by the Saudi Ministry of Health, proving that they have been tested for COVID-19, at least 72 hours prior to the date of entry into Abu Samra port.
– Drivers and trucks transporting goods to Qatar via Abu Samra are not permitted to enter the country, and the goods will be unloaded and re-loaded onto local trucks by the importer or his representative in the port, according to prior coordination with the port administration.
– Trucks and drivers return to Salwa port in Saudi Arabia immediately after the completion of the unloading process at Abu Samra port and that all importers of goods through Abu Samra port are obligated to prepare local trucks suitable for transporting the goods that are received, and to notify Abu Samra port administration of the dates and numbers of the trucks in advance to facilitate the procedures for entering the port.
The Authority explained that customs procedures on imported goods are carried out at the port in accordance with the provisions of the Customs Law and its implementing regulations and the customs procedures guide. The customs declaration for the restricted goods is presented to the competent authority through the electronic customs clearance system (Alnadeeb), to take the appropriate decision regarding them.
The statement added that due to a prolonged shutdown at Abu Samra port, and the transfer of specialized laboratories to other locations within the State, samples of the goods will be taken for examination and analysis by the competent registration authorities in the country, and it will be released after the importer undertakes that the restricted goods won’t be disposed until approval was given by the competent authority, except the goods of a dangerous nature, will be kept at the port until the results of the examination and laboratory analysis appear.
The Customs obligated all exporters of goods through the Abu Samra port to the Salwa port to comply with the instructions issued by Saudi Customs before proceeding to export or re-export the goods, in order to avoid any delay or rejection of the goods upon arrival at the Salwa port.
It also stated that goods exported or re-exported from Qatar are transported by local trucks through Abu Samra port to the Salwa port, as determined by the Saudi authorities at Salwa port in this regard.
The controls and procedures described above apply to the shipment of transporting animals through Abu Samra port.
Regarding the start date of the commercial movement through Abu Samra port, GAC stated that the commercial cargo movement will start at Abu Samra port in accordance with the requirements and procedures described above, from Sunday, Feb.14, 2021.
It is expected that the scheduled maintenance work at Abu Samra port will start during the second quarter of 2021 for a period of approximately 14 months, with the continuation of passenger and commercial movement through the port in accordance with the requirements of the scheduled maintenance work.

الدوحة: أعلنت الهيئة العامة للجمارك تطبيق عدد من الضوابط والإجراءات التنظيمية والاحترازية بشأن حركة البضائع الواردة والعابرة من منفذ سلوى الحدودي في المملكة العربية السعودية إلى منفذ أبو سمرة الحدودي في دولة قطر.
وكشفت الهيئة، في بيان نشرته على موقعها الإلكتروني، عن مجموعة ضوابط وإجراءات تنظيمية واحترازية متعلقة بالشاحنات التجارية في منفذ أبو سمرة الحدودي، منها :
– على سائقي الشاحنات القادمة من منفذ سلوى الحدودي في المملكة العربية السعودية، الحصول على شهادة مصدقة من وزارة الصحة السعودية، تـُثبت إجراء فحص الخلو من فيروس كورونا /كوفيد-19/، لا تقل مدة صلاحيتها عن (72) ساعة قبل تاريخ دخول منفذ أبو سمرة الحدودي.
– لا يُسمح للسائقين والشاحنات التي تنقل البضائع إلى دولة قطر عبر منفذ أبو سمرة الحدودي بالدخول إلى الدولة، وسيتم تفريغ البضائع وإعادة تحميلها على شاحنات محلية بواسطة المستورد أو من يُمثله في المنفذ بناءً على تنسيق مُسبق مع إدارة المنفذ.
واشترطت الهيئة عودة الشاحنات والسائقين إلى منفذ سلوى في المملكة العربية السعودية مباشرة بعد إتمام عملية التفريغ في منفذ أبو سمرة، وألزمت جميع المستوردين للبضائع عبر المنفذ بتجهيز شاحنات محلية مناسبة لنقل البضائع التي يتم استلامها، وإخطار إدارة منفذ أبو سمرة بمواعيد وأرقام الشاحنات مسبقا لتسهيل إجراءات دخولها للمنفذ.
وبينت أنه سيتم تطبيق الإجراءات الجمركية على البضائع المستوردة في المنفذ وفقا لأحكام قانون الجمارك ولائحته التنفيذية ودليل الإجراءات الجمركية، ويتم عرض البيان الجمركي للبضائع المقيدة على الجهة المختصة من خلال نظام التخليص الجمركي الإلكتروني /النديب/، لاتخاذ القرار المناسب بشأنها.
وأضاف البيان أنه نظراً لطول فترة توقف العمل في منفذ أبو سمرة، ونقل المختبرات المتخصصة إلى مواقع أخرى داخل الدولة، سيتم أخذ عينات من البضائع لفحصها وتحليلها من قبل الجهات المختصة بالقيد داخل الدولة، وفسحها بعد تعهد المستورد بعدم التصرف بالبضاعة المقيدة إلا بعد صدور الموافقة من الجهة المختصة، باستثناء البضائع ذات الطبيعة الخطرة فسيتم حجزها بالمنفذ لحين ظهور نتيجة الفحص والتحليل المخبري.
وألزمت الجمارك جميع المصدرين للبضائع عبر منفذ أبو سمرة إلى منفذ سلوى بالتعليمات الصادرة عن الجمارك السعودية، قبل الشروع بتصدير أو إعادة تصدير البضائع، وذلك لتجنب أي تأخير أو رفض للبضاعة عند وصولها لمنفذ سلوى.
وأوضحت أن نقل البضائع المصدرة أو المعاد تصديرها من دولة قطر بالشاحنات المحلية عبر منفذ أبو سمرة إلى منفذ سلوى، وفقا لما تقرره السلطات السعودية في منفذ سلوى في هذا الشأن.
وتسري الضوابط والإجراءات الموضحة سابقا، على الشاحنات الخاصة بنقل الحيوانات عبر منفذ أبو سمرة.
وحول موعد بدء الحركة التجارية عبر منفذ أبو سمرة الحدودي، أوضحت الهيئة العامة للجمارك أن العمل بحركة الشحن التجاري في منفذ أبو سمرة وفقا للاشتراطات والإجراءات الموضحة، سيبدأ اعتبارا من يوم الأحد الموافق 14 فبراير 2021.
ومن المتوقع بدء أعمال الصيانة المقررة في منفذ أبو سمرة خلال الربع الثاني من عام 2021 ولمدة تقارب 14 شهرا، مع استمرار أعمال حركة المسافرين والحركة التجارية عبر المنفذ بما يتوافق مع متطلبات أعمال الصيانة المقررة.
