Shura Council approves changes to Labour and Expatriates Laws

Doha: The Shura Council held its regular weekly meeting, via video conference on Monday, under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud.
During its session, the council discussed the report of the joint committee of the Services and Public Utilities Committee and the Internal and External Affairs Committee regarding Decree-Law No. 18 of 2020 amending some provisions of the Labor Law promulgated by Law No. 14 of 2004.
The council also discussed the report of the same committee regarding Decree-Law No. 19 of 2020 amending some provisions of Law No. 21 of 2015 regulating the entry, exit and residence of expatriates.
After discussing the two reports, the Council approved the two decrees and decided to refer them to the esteemed government.
The council’s session had extensive discussions about the report of the joint committee of the Services and Public Utilities Committee and the Internal and External Affairs Committee regarding the general discussion request submitted by several members of the council on the change of employer and travel without notification for expatriate workers.
After discussion, the council decided to return the report to the joint committee to complete it in light of comments and suggestions put forward by several members, and submit a supplementary report to the council in this regard at a forthcoming session.
During the session, HE the Speaker of the Shura Council briefed the Council on the outcomes of the meeting of the Executive Committee of the Global Organization of Parliamentarians Against Corruption (GOPAC) that was held via video conference under his chairmanship last Tuesday.
His Excellency explained that this meeting, during which the committee discussed the organization’s strategy for the years 2021-2022, its work programs and joint activities with the United Nations and the Inter-Parliamentary Union, was dominated by a common desire to develop and activate the role of the organization through its office in Doha to which GOPAC’s General Secretariat will move soon after its inauguration.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية، الأمس، برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس المجلس، وذلك عبر تقنية الاتصال المرئي بمقر المجلس.
وناقش المجلس خلال جلسته ، تقرير اللجنة المشتركة المشكلة من لجنة الخدمات والمرافق العامة ولجنة الشؤون الداخلية والخارجية، بشأن مرسوم بقانون رقم /18/ لسنة 2020 بتعديل بعض أحكام قانون العمل الصادر بالقانون رقم /14/ لسنة 2004.
كما ناقش المجلس تقرير ذات اللجنة بشأن مرسوم بقانون رقم /19/ لسنة 2020 بتعديل بعض أحكام القانون رقم /21/ لسنة 2015 بتنظيم دخول وخروج الوافدين وإقامتهم.
وبعد مناقشة التقريرين، وافق المجلس على المرسومين وقرر إحالتهما إلى الحكومة الموقرة.
وشهدت جلسة المجلس مناقشات مستفيضة حول تقرير اللجنة المشتركة المشكلة من لجنة الخدمات والمرافق العامة ولجنة الشؤون الداخلية والخارجية بشأن طلب المناقشة العامة المقدم من عدد من أعضاء المجلس حول تحويل جهة العمل والسفر دون إخطار للعمالة الوافدة.
وقرر المجلس، بعد المناقشة، إعادة التقرير إلى اللجنة المشتركة لاستكماله في ضوء ما طرحه عدد من الأعضاء من ملاحظات ومقترحات، وتقديم تقرير تكميلي للمجلس بهذا الشأن في جلسة قادمة.
وخلال الجلسة، أطلع سعادة رئيس مجلس الشورى، المجلس، على نتائج اجتماع اللجنة التنفيذية للمنظمة العالمية للبرلمانيين ضد الفساد، الذي انعقد برئاسته يوم الثلاثاء الماضي عبر تقنية الاتصال المرئي.
وأوضح سعادته أن هذا الاجتماع، والذي ناقشت اللجنة خلاله استراتيجية المنظمة خلال عامي 2021 2022، وبرامج عملها وأنشطتها المشتركة مع منظمة الأمم المتحدة والاتحاد البرلماني الدولي، سادته رغبة مشتركة في تطوير وتفعيل دور المنظمة من خلال مكتبها في الدوحة والذي ستنتقل إليه أمانتها العامة بعد افتتاحه قريبا.
