The most prominent decisions of the weekly cabinet meeting

HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the cabinet’s regular meeting held at its seat at the Amiri Diwan.

Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said following statement:

At the beginning of the meeting, the Cabinet listened to the explanation provided by HE Minister of Public Health on the latest developments to limit the spread of the Coronavirus (COVID-19), and after reviewing the report of the Crisis Management Committee regarding the plan to re-impose restrictions due to the Corona pandemic (COVID-19 ), and in the interest of the health and safety of all members of society, it decided the following:

First:

1- Continuing the work of the Cabinet decision, which requires that, depending on the need for work, no more than (80 percent) of the total number of employees in the government sector working at their workplace, while the remaining number of employees work remotely from their homes or upon request, depending on the circumstances.

2- Continuing the work of the Cabinet decision, which requires that, depending on the need for work, no more than (80 percent) of the total number of employees in the private sector working at their workplace, while the remaining number of them work remotely from their homes.

3- Continuing the work of the Cabinet decree, as for employees and workers in the government and private sectors to allow meetings to be held with the attendance of no more than (15) persons, and to adhere to procedures and precautionary measures.

4- Continuing the work of obliging all citizens and residents to wear masks when leaving the house for any reason , unless the person is present by himself while driving the vehicle.

5- Continuing the work of obliging all citizens and residents to activate EHTERAZ application on smartphones when leaving the house for any reason.

6- Continuing the opening of Mosques for daily prayers and Friday prayers, while toilets and ablution facilities remain closed.

7- No more than (5) people are in closed places, and (15) people in open places, a maximum, during visits, in condolences and in gatherings.

8- No more than (15) people are in the winter camps.

9- Not to hold wedding parties in closed and open spaces until further notice, this excludes home or majlis weddings, in the presence of no more than (10) people in closed places and (20) people in open spaces who are relatives of the spouses, notifying the Ministry of Interior of the date and place of the wedding ceremony and pledging to abide by the procedures and precautionary measures according to the mechanism determined by the ministry.

10- Closing the playgrounds and exercise equipment in public parks, beaches and the corniche, with gatherings being limited to (15) people.

11- Continuing the work with the decision obliging all citizens and residents, when leaving and moving for any reason, that no more than four people are allowed in the vehicle, including the vehicle’s driver, this excludes families when leaving and moving in vehicles.

12- Continuing work with the decision of reducing the number of people transported by buses to the half of the bus capacity, while taking precautionary measures and measures.

13- Continuing to operate metro services and public transport, with a capacity not exceeding (30 percent).

14- Reducing the capacity of driving schools to a percentage not exceeding (25 percent).

15- Continuing to operate cinemas and theaters with a capacity not exceeding (30 percent), and not to allow entry to persons under (18) years old.

16- Reducing the capacity of educational centers and private training centers to (30 percent).

17- Reducing the capacity of nurseries and childcare to (30 percent).

18- Reducing the capacity of public museums and libraries to (50 percent).

19- Allowing individual educational sessions to be held in centers designated for people with special needs.

20- Training for professional sports teams is limited to no more than (40) people indoors and (20) people outdoors, with no audience.

Obtaining prior approval from the Ministry of Public Health to organize local and international sport events, while prohibiting public attendance indoors and allowing their presence outdoors with a capacity not exceeding (20 percent).

22- Obtaining prior approval from the Ministry of Public Health to hold exhibitions, conferences and various events.

23- Continuing the work of commercial complexes with a capacity that does not exceed (50 percent), and closure of all food courts, allowing takeaway orders only.

24- Allowing restaurants and cafes to serve food and beverages indoors with a capacity that does not exceed (15 percent), and restaurants with a “Clean Qatar” program with a capacity not exceeding (30 percent), And allowing all restaurants and cafes to serve food and drinks in their outdoors, with a capacity not exceeding (50) percent.

25- Suspending the services of renting boats and tourist yachts. Owners of boats and personal yachts are obligated, if they are used, that no more than (15) people are on board.

26- Reducing the capacity of traditional markets to (50 percent).

27- Reducing the capacity of wholesale markets to (30 percent).

28- Reducing the capacity of barber shop and beauty salons to (30 percent).

29- Closing of indoor amusement parks and all entertainment centers in commercial complexes, and allowing them to work in outdoors only, with a capacity that does not exceed (30 percent).

30- Continuing the work of health clubs and physical training clubs with a capacity not exceeding (30 percent), and the continued provision of massage services in five-star hotels only with a capacity not exceeding (30 percent), and the closure of saunas and steam rooms, Jacuzzi services and Moroccan and Turkish baths.

31- Closing all indoor swimming pools and water parks, and continuing to operate outdoor swimming pools and water parks with a capacity not exceeding 30 percent.

32- The work of private health care facilities continues to provide all their services.

Second: the conditions and precautionary measures set by the Ministry of Public Health must be taken into consideration.

Third: all governmental bodies must ensure the adherence to the health and precautionary measures by employees and visitors, while taking the appropriate measures with violators.

Fourth: if any employee in a governmental body makes a complaint regarding the failure to comply with the precautionary measures at their place of work, the complaint is raised to the minister or the head of the governmental body to take the appropriate measures.

Fifth: the Ministry of Interior, the Ministry of Public Health, the Ministry of Commerce and Industry, and other governmental bodies are in charge of taking the necessary measures to ensure adherence to the precautionary measures, all within their powers and jurisdiction.

Sixth: the decisions will go into effect starting Thursday Feb. 4, 2021. The only exception is made to the decision on banning indoor and outdoor weddings, which goes into effect starting Sunday Feb. 7 until further notice.

The cabinet noted the continuation of the current education plan in all public and private schools and kindergartens at the current levels with the implementation of the weekly rotating attendance schedules. The cabinet also said that the current travel, return, and quarantine policies will continue as is, with the Ministry of Public Health updating of the COVID-19 green list countries.

The cabinet called on citizens and residents to adhere to the precautionary measures to contain the virus and avoid the penalties stipulated in decree law no. 17 of 1990 on communicable diseases, amended in law no. 9 of 2020. The cabinet also called on citizens and residents to complete their transactions with governmental and private entities using electronic systems and applications, and avoid visiting them unless it was absolutely necessary.

The cabinet expressed their satisfaction that the State of Qatar was ranked, for the third consecutive year, as the world’s safest country in the world for 2021 according to NUMBEO’s list which included 135 countries. The cabinet said that remaining top for three consecutive year was a great achievement, citing the directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani and the success of the Interior Ministry’s comprehensive security plan. They also praised the ministry’s members and employees, the use of technology to combat crime, and the commitment of citizens and residents to security.

Afterwards, the cabinet looked into the topics on their schedule as follows.

First – approving a draft decree amending the unified customs tariff attached to decree no. 45 of 2019.

Second – approving a draft cabinet decision on re-regulating a number of administrative units that form the Ministry of Transport and Communications, and reassign their specializations.

Third – approving a draft decision by the Minister of Transport and Communications on establishing an administrative unit for the Qatar Aeronautical Academy and assign its specialization.

Fourth – The cabinet reviewed the 48th report of the National Committee for the Prohibition of Weapons from Sep. 1 to Dec. 31, 2020, and took the appropriate measures regarding it.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي :

في بداية الاجتماع، استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وبعد الاطلاع على تقرير لجنة إدارة الأزمات بشأن خطة إعادة فرض القيود جراء جائحة كورونا /كوفيد-19/، وحرصاً على صحة وسلامة جميع أفراد المجتمع، قرر ما يلي :

أولاً :

1 – استمرار العمل بقرار مجلس الوزراء الذي يقضي بأن يباشر، حسب حاجة العمل، ما لا يتجاوز (80%) من العدد الإجمالي من الموظفين في القطاع الحكومي أعمالهم بمقر عملهم، بينما يباشر العدد الباقي من الموظفين أعمالهم عن بعد من منازلهم أو عند الطلب، بحسب الأحوال.

2 – استمرار العمل بقرار مجلس الوزراء الذي يقضي بأن يباشر ما لا يتجاوز (80%) من العدد الإجمالي من العاملين بالقطاع الخاص أعمالهم بمقر عملهم، ويباشر العدد الباقي منهم أعمالهم عن بعد من منازلهم.

3 – استمرار العمل بقرار مجلس الوزراء بالنسبة للموظفين والعاملين في القطاعين الحكومي والخاص للسماح بعقد الاجتماعات بحضور ما لا يزيد على (15) شخصا، مع اتخاذ الإجراءات والتدابير الاحترازية.

4 – استمرار العمل بالزام جميع المواطنين والمقيمين عند الخروج من المنزل لأي سبب بارتداء الكمامات، إلا في حالة تواجد الشخص بنفسه أثناء قيادة المركبة.

5 – استمرار العمل بإلزام جميع المواطنين والمقيمين بتفعيل تطبيق احتراز (EHTERAZ) على الهواتف الذكية عند الخروج من المنزل لأي سبب.

6 – استمرار فتح المساجد لأداء الفروض اليومية وصلاة الجمعة، مع استمرار إغلاق دورات المياه ومرافق الوضوء.

7 – عدم تواجد أكثر من (5) أشخاص في الأماكن المغلقة و(15) شخصاً في الأماكن المفتوحة بحد أقصى، خلال الزيارات وفي العزاء والمجالس.

8 – عدم تواجد أكثر من (15) شخصا في المخيمات الشتوية.

9 – عدم إقامة حفلات الزفاف في الأماكن المغلقة والمفتوحة حتى إشعار آخر، ويُستثنى من ذلك حفلات الزفاف المقامة في المنزل أو المجلس، وبحضور ما لا يزيد على (10) أشخاص في الأماكن المغلقة و(20) شخص في الأماكن المفتوحة من أقارب الزوجين، مع إخطار وزارة الداخلية بموعد ومكان حفل الزفاف والتعهد بالالتزام بالضوابط والاجراءات والتدابير الاحترازية ، وذلك وفقاً للآلية التي تحددها الوزارة.

10 – إغلاق ساحات الألعاب وأجهزة ممارسة الرياضة في الحدائق العامة والشواطئ والكورنيش مع اقتصار التجمعات على (15) شخصاً.

11- استمرار العمل بالزام جميع المواطنين والمقيمين عند الخروج والتنقل لأي سبب بعدم تواجد أكثر من أربعة أشخاص في المركبة بما فيهم سائق المركبة، ويستثنى من ذلك العائلات عند الخروج والانتقال بالمركبات.

12- استمرار العمل بما تقرر بشأن خفض عدد الأشخاص الذين يتم نقلهم بواسطة الحافلات إلى نصف السعة الاستيعابية للحافلة، مع اتخاذ الإجراءات والتدابير الاحترازية.

13- استمرار العمل بتشغيل خدمات المترو والنقل العام بطاقة استيعابية لا تجاوز (30%).

14- تخفيض الطاقة الاستيعابية لمدارس تعليم القيادة إلى نسبة لا تجاوز (25%).

15- استمرار عمل دور السينما والمسارح بطاقة استيعابية لا تجاوز (30%)، وعدم السماح بدخول الأشخاص دون (18) عاماً.

16- تخفيض الطاقة الاستيعابية للمراكز التعليمية ومراكز التدريب الخاصة إلى (30%).

17- تخفيض الطاقة الاستيعابية لدور الحضانة ورعاية الأطفال إلى (30%).

18- تخفيض الطاقة الاستيعابية للمتاحف والمكتبات العامة إلى (50%).

19- السماح فقط بعقد الجلسات التعليمية الفردية في المراكز المخصصة لذوي الاحتياجات الخاصة.

20- اقتصار التدريبات على الفرق الرياضية لفئة المحترفين بما لا يجاوز (40) شخصاً في الأماكن المفتوحة و(20) شخصاً في الأماكن المغلقة مع منع تواجد الجمهور.

21- الحصول على موافقة مسبقة من وزارة الصحة العامة لتنظيم الفعاليات الرياضية المحلية والدولية ، مع منع حضور الجمهور في الأماكن المغلقة والسماح بتواجده في الأماكن المفتوحة بطاقة استيعابية لا تجاوز(20%) .

22- الحصول على موافقة مسبقة من وزارة الصحة العامة لإقامة المعارض والمؤتمرات والفعاليات المختلفة.

23- استمرار عمل المجمعات التجارية بطاقة استيعابية لا تجاوز (50%)، مع إغلاق جميع ساحات المطاعم المشتركة داخل المجمعات التجارية، والسماح لهذه المطاعم بتقديم الطلبات الخارجية أو تسليمها داخل المطعم فقط.

24- السماح للمطاعم والمقاهي بتقديم الأطعمة والمشروبات في الأماكن المغلقة بطاقة استيعابية لا تجاوز (15%)، والمطاعم الحاصلة على شهادة برنامج “قطر نظيفة” بطاقة استيعابية لا تجاوز(30%) ، والسماح لجميع المطاعم والمقاهي بتقديم الأطعمة والمشروبات في الأماكن المفتوحة التابعة لها بطاقة استيعابية لا تجاوز (50%).

25- إيقاف العمل بخدمات تأجير القوارب واليخوت السياحية وقوارب النزهة، ويلتزم أصحاب القوارب واليخوت الشخصية في حال استخدامها بعدم تواجد أكثر من (15) شخصاً على متنها.

26- تخفيض الطاقة الاستيعابية للأسواق الشعبية إلى (50%) .

27- تخفيض الطاقة الاستيعابية لأسواق الجملة إلى (30%) .

28- تخفيض الطاقة الاستيعابية لصالونات التجميل والحلاقة إلى (30%).

29- إغلاق مدن الملاهي وجميع المراكز الترفيهية في المجمعات التجارية داخل الأماكن المغلقة، والسماح لها بالعمل في الأماكن المفتوحة فقط بطاقة استيعابية لا تجاوز (30%) .

30- استمرار عمل الأندية الصحية وأندية التدريب البدني بطاقة استيعابية لا تجاوز (30%)، واستمرار تقديم خدمات المساج في الفنادق فئة الخمسة نجوم فقط بطاقة استيعابية لا تجاوز (30%)، وإغلاق غرف الساونا والبخار وخدمات الجاكوزي والحمامات المغربية والتركية.

31- إغلاق كافة برك السباحة الداخلية وحدائق الألعاب المائية الداخلية، واستمرار عمل برك السباحة الخارجية وحدائق الألعاب المائية الخارجية بطاقة استيعابية لا تجاوز (30%).

32- استمرار عمل منشآت الرعاية الصحية الخاصة في تقديم كافة خدماتها.

يراعى في ذلك الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية والضوابط التي تحددها وزارة الصحة العامة.

ثالثاً: على جميع الجهات الحكومية مراعاة الالتزام بالإجراءات والتدابير الاحترازية والصحية سواء بالنسبة للموظفين أو المراجعين ، واتخاذ الإجراءات اللازمة بحق المخالفين.

رابعاً: في حال وجود أي شكوى من موظفي الجهات الحكومية حيال عدم الالتزام بتطبيق أي من الإجراءات والتدابير الاحترازية بجهات عملهم تُرفع هذه الشكوى إلى الوزير أو رئيس الجهة الحكومية لاتخاذ الإجراءات اللازمة بشأنها.

خامساً: تتولى وزارة الداخلية ووزارة الصحة العامة ووزارة التجارة والصناعة والجهات الحكومية الأخرى كل فيما يخصه اتخاذ الإجراءات اللازمة في هذا الصدد، لضمان الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية المقررة.

سادساً: يعمل بهذه القرارات اعتباراً من يوم الخميس الموافق 4/ 2/ 2021 ، فيما عدا القرار المتعلق بمنع إقامة حفلات الزفاف في الأماكن المغلقة والمفتوحة فُيعمل به اعتباراً من يوم الأحد الموافق 7/ 2/ 2021، وذلك حتى إشعار آخر.

وأحاط المجلس علماً باستمرار نظام التعليم المدمج في جميع المدارس ورياض الأطفال الحكومية والخاصة على المستوى الحالي مع تطبيق جداول الحضور التناوبي الأسبوعي، واستمرار العمل بسياسة السفر والعودة الحالية إلى دولة قطر وسياسة الحجر الصحي، وتحديث قائمة الدول المضمنة في القائمة الخضراء الخاصة بفيروس كورونا (كوفيد-19) من قبل وزارة الصحة العامة بشكل دوري.

ويهيب مجلس الوزراء بالمواطنين والمقيمين الالتزام بالتدابير والإجراءات الاحترازية للحد من انتشار هذا الوباء حتى لا يتعرض أي منهم للعقوبات المنصوص عليها في المرسوم بقانون رقم (17) لسنة 1990 بشأن الوقاية من الأمراض المعدية، المعدل بالقانون رقم (9) لسنة 2020، كما يهيب المجلس بالمواطنين والمقيمين إنجاز معاملاتهم من خلال الأنظمة والتطبيقات الإلكترونية بالجهات الحكومية والخاصة، وعدم مراجعة تلك الجهات إلا في الحالات التي تستوجب ذلك.

وبعد ذلك أعرب المجلس عن بالغ ارتياحه لإحراز دولة قطر، وللعام الثالث على التوالي، المركز الأول عالميا في قائمة الدول الأكثر أمنا وأمانا، وفقا لتصنيف موسوعة قاعدة البيانات العالمية نامبيو (NUMBEO) لعام 2021، والذي شمل 135 دولة.

وأكد المجلس أن تصدّر دولة قطر، وعلى مدى ثلاث سنوات قائمة الدول الأكثر أمنا وأمانا على الصعيد العالمي، إنجاز كبير، تحقق بفضل من الله العلي القدير، ثم بتوجيهات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، وتأكيد جديد لنجاح الإستراتيجية الأمنية الشاملة لوزارة الداخلية، وثمرة لجهود منتسبي الوزارة في مختلف مواقعهم واستخدام أحدث أجهزة تكنولوجيا المعلومات في مجال مكافحة الجريمة، إضافة إلى الوعي الأمني لدى المواطنين والمقيمين.

ثم نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :

أولاً- الموافقة على مشروع مرسوم بتعديل التعرفة الجمركية الموحدة المرفقة بالمرسوم رقم (45) لسنة 2019 .

ثانياً- الموافقة على مشروع قرار مجلس الوزراء بإعادة تنظيم بعض الوحدات الإدارية التي تتألف منها وزارة المواصلات والاتصالات وتعيين اختصاصاتها.

ثالثاً- الموافقة على مشروع قرار وزير المواصلات والاتصالات بإنشاء أقسام في الوحدات الإدارية التي تتألف منها أكاديمية قطر لعلوم الطيران وتعيين اختصاصاتها.

رابعاً- استعرض مجلس الوزراء التقرير (48) لأعمال اللجنة الوطنية لحظر الأسلحة خلال الفترة من 1/ 9 إلى 31/ 12/ 2020 ، واتخذ بشأنه القرار المناسب.
