Shura Council Holds Regular Weekly Meeting

Doha: The Shura Council held its regular weekly meeting on Monday under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud.
During the meeting, the Council discussed a draft law on endowment (Waqf) that includes (9) chapters and (58) articles and involves provisions related to the establishment of the endowment, its distributions and conditions, the civil endowment, and the supervision of the endowment, its maintenance, architecture and investment.
The draft will replace Law No. (8) of 1996 regarding endowment, in the framework of updating legislation to keep pace with developments in this regard.
After the discussion, the Council decided to refer the aforementioned draft law to the Legal and Legislative Affairs Committee to study it and submit a report on it to the Council.
HE the Speaker of the Shura Council briefed the Council on his meeting Sunday with HE First Vice President of the Transitional Sovereignty Council of the Republic of Sudan Lt. Gen. Mohamed Hamdan Daglo, in which they reviewed the relations between the two brotherly countries and exchanged views on a number of issues of common interest.
HE the Speaker also briefed the Council on the results of his meeting with HE President of the Inter-Parliamentary Union (IPU) Duarte Pacheco following the previous session of the Council.
HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud described the meeting as fruitful, adding that it opened new horizons for developing and expanding cooperation between the Council and the IPU.
HE explained that the discussions, in which HE the Deputy Speaker of the Shura Council and a number of members of the Shura Council participated in, focused on strengthening the relationship and ways to improve the performance and mechanisms of the IPU’s work and confirm its role as an expression of people’s aspirations in various countries of the world.
The discussions also included areas of support provided by the IPU to the UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, which was agreed to be headquartered in Doha and its activities will cover the parliaments of the world, as well as the IPU’s support for The Global Organization of Parliamentarians Against Corruption (GOPAC), which elected HE the Speaker of the Shura Council as its chairman, and Doha will be the headquarters of its General Secretariat.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية الأمس، برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس المجلس.
وخلال الجلسة، ناقش المجلس مشروع قانون بشأن الوقف يشتمل على (9) فصول و(58) مادة ويتضمن أحكاماً تتعلق بإنشاء الوقف وأنواعه، ومصارفه وشروطه، والوقف الأهلي، والنظارة على الوقف وحمايته وعمارته واستثماره.
ويأتي المشروع ليحل محل القانون رقم (8) لسنة 1996 بشأن الوقف، وذلك في إطار تحديث التشريعات لمواكبة المستجدات في هذا الصدد.
وبعد المناقشة قرر المجلس إحالة مشروع القانون المذكور إلى لجنة الشؤون القانونية والتشريعية لدراسته وتقديم تقرير بشأنه إلى المجلس.
وأطلع سعادة رئيس مجلس الشورى المجلس خلال الجلسة على لقائه أمس مع سعادة الفريق أول محمد حمدان دقلو النائب الأول لرئيس مجلس السيادة الانتقالي في جمهورية السودان الشقيقة، والذي جرى خلاله استعراض العلاقات بين البلدين الشقيقين وتبادل وجهات النظر حول عدد من الموضوعات ذات الاهتمام المشترك.
كما أطلع سعادته المجلس على نتائج اجتماعه عقب جلسة المجلس السابقة مع سعادة السيد دوارتي باتشيكو رئيس الاتحاد البرلماني الدولي.
ووصف سعادة السيد أحمد بن عبدالله بن زيد آل محمود الاجتماع بأنه كان مثمرا وبناء، وفتح آفاقا جديدة لتطوير وتوسيع التعاون بين المجلس والاتحاد.
وأوضح سعادته أن المباحثات، والتي شارك فيها سعادة نائب رئيس مجلس الشورى وعدد من أعضاء المجلس، قد تركزت حول تعزيز العلاقة المشتركة وسبل الارتقاء بأداء وآليات عمل الاتحاد البرلماني الدولي وتأكيد دوره كمعبر عن تطلعات الشعوب في مختلف دول العالم.
كما شملت المباحثات مجالات دعم الاتحاد البرلماني الدولي لمكتب برنامج الأمم المتحدة المعني بالمشاركة البرلمانية في مكافحة الإرهاب، الذي تم الاتفاق على إقامة مقره في الدوحة، والذي تغطي أنشطته كافة برلمانات دول العالم، وكذلك دعم الاتحاد للمنظمة العالمية للبرلمانيين ضد الفساد التي انتخبت سعادة رئيس مجلس الشورى لرئاستها والتي ستكون الدوحة مقراً لأمانتها العامة.
