Shura Council Welcomes GCC Summit Outcome, Discusses Educational Process

Doha: The Shura Council held its regular weekly meeting on Monday under the chairmanship of HE Speaker of the Shura Council Ahmed bin Abdullah bin Zaid Al Mahmoud.

At the outset of the session, the Shura Council welcomed the outcome of the 41st session of the Supreme Council of the Cooperation Council for the Arab States of the Gulf (GCC), which was held in the Al-Ula Governorate in the sisterly Kingdom of Saudi Arabia.

The Shura Council expressed its deep pride in the wise policy of HH the Amir Sheikh Tamim bin Hamad Al-Thani, which contributed to the success achieved by the GCC Supreme Council meeting and its important positive results to consolidate the unity of the GCC ranks, develop the GCC joint action, revive and activate the GCC and spread the spirit of brotherhood, solidarity, understanding, trust and mutual respect among its countries.

The Shura Council renewed the praise for the efforts exerted by HH late Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to heal the Gulf rift, which were completed by HH Amir of the State of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah. The Council also praised the role of the United States in achieving the Gulf reconciliation.

The Shura Council valued the praise by the GCC Supreme Council in the Final Communique of HH the Amir’s announcement to hold elections for the Shura Council in October, and its congratulation to the State of Qatar on the election of HE Speaker of the Shura Council Ahmed bin Abdullah bin Zaid Al Mahmoud as Chairman of the Global Organization of Parliamentarians Against Corruption (GOPAC) for 2019-2021.

The Shura Council then listened to HE Minister of Education and Higher Education Dr. Mohammed bin Abdul Wahed Al Hammadi who presented the Ministry’s report on the results of its study of the Shura Council’s recommendations on the general debate request presented by a number of the Council’s members regarding education and higher education in the State of Qatar.

At the beginning of discussions on the education issues, HE Speaker of the Shura Council extended the sincerest thanks and appreciation to HH the Amir Sheikh Tamim bin Hamad Al-Thani for his great interest in everything that achieves prosperity and progress for the country and the citizens, especially education, as a fundamental pillar in human life and a fundamental pillar of Qatar National Vision 2030.

HE the Speaker of the Shura Council said that the Council, the government and the society aim to ensure good education and its beneficial outcomes, stressing that the recommendations of the Council aim in short at the formation of a good citizen who believes in his faith and is proud of his country, nation and language.

The recommendations of the Shura Council focused on curriculum development by emphasizing the Islamic, Arab and national identity of the Qatari society, paying attention to sports and cultural activities, addressing the phenomenon of Qataris reluctance to pursue the teaching profession, encouraging the private sector to invest in the education sector, addressing the phenomenon of private lessons, and developing appropriate mechanisms with clear standards that guarantees equality in the accreditation and certification of university degrees for Qatari and non-Qatari graduates of foreign universities.

The recommendations of the Council also included the necessity to take the needed practical measures to ensure the enrollment of more students with special needs in the educational process, increasing the salaries of mentors given the scientific value they represent and their important role in monitoring the performance of the teachers and developing their skills, reviewing the length of the school year and working go achieve proportionality between the duration of the two academic semesters, and standardizing vacations for students between public and private schools.

Presenting the report of the Ministry of Education and Higher Education regarding the recommendations of the Shura Council, HE Dr. Mohammad bin Abdul Wahed Al Hammadi explained the foundations upon which the educational curricula are based, and said that the general framework of the national educational curriculum is based on strengthening the national identity, instilling the spirit of belonging and consolidating the values and traditions of the Qatari society, in addition to a set of values derived from the Islamic religion, stressing that the national, Arab and Islamic identity is one of the most important principles that the educational curricula aimed to promote.

HE the Minister of Education and Higher Education highlighted the Ministry’s keenness on discovering the distinctive talents and abilities of male and female students in the early stages of education, noting the implementation of the gifted care policy at the Special Needs Education and Gifted Care Department (the experimental stage) in 13 schools of various stages.

On the basis of scholarships for Qatari students, HE the Minister explained that the scholarships are based on competence and scientific percentage and not on the basis of the entity they work for, whether this entity is governmental or non-governmental. 

In terms of the ministry’s efforts to eliminate tutoring, His Excellency noted that the ministry established classes that schools supervise in periods preceding tests, with the goal of providing a suitable and legal alternative to tutoring.

As for the mechanisms that guarantee equality in the process of ratifying university degrees, His Excellency said that the Ministry of Education and Higher Education is the designated authority for ratifying university degrees, and is relying on cabinet and ministerial decisions that regulate that work, as well as the powers of the department and technical committee on university degree equivalency.

HE the Minister of Education and Higher Education stressed that the ministry have provided all the requirements needed to ensure students with disabilities are fully integrated in the educational process.

His Excellency announced that there is a comprehensive proposal for attracting the Qatari citizen to the teaching profession of all stages. That proposal involves financial and moral incentives during and after the conclusion of their service. HE the minister noted that they formed a committee to determine the career path for teachers, with a clear proposal made that has many factors such as years of experience, evaluation, and the obtaining of a license.

On reconsidering the length of the academic year, HE the Minister noted that the balance in the number of study days for the two academic semesters was taken into consideration in line with the international education systems, explaining that the leave for teachers and students has approached seventy days. In addition, the start of the academic year and annual vacations have been standardized between public schools and private schools, with coordination with Qatar University to standardize the start of the academic year and holidays between public schools and the university.

HE the minister highlighted that the ministry is constantly checking on private schools and their academic curriculums just like with public schools, adding that there is a code of conduct for teachers.

Assistant Undersecretary for Educational Affairs at the ministry Fawzia bint Abdulaziz Al Khater gave a presentation of the ministry’s efforts in facing the implications of the Coronavirus pandemic. She said that the ministry’s early preparation guaranteed the continuation of the educational process and the academic year successfully. She highlighted the launch of an e-learning program in 2012 and the implementation of distanced learning as two key factors that ensured the success of the academic year.

Following the remarks made by HE the Minister of Education and Higher Education, the Shura Council members discussed different topics related to education and developing the educational process in a way that reflects Qatar’s national identity and keeps up with scientific and technological developments.

Following the conclusion of the discussions, HE the Speaker of the Shura Council thanked the government for its interaction with the council’s recommendation, and thanked HE the minister for the clarifications and explanations he made about the ministry’s policy and future plans, praising the ministry’s efforts in ensuring education was not interrupted by the Coronavirus pandemic.

For his part, HE the minister expressed his appreciation of the Shura Council’s recommendations and proposal, stressing that they will be keenly examined with interest by the ministry.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية يوم الأمس برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس المجلس.

في بداية الجلسة، رحب مجلس الشورى بنتائج أعمال الدورة الحادية والأربعين للمجلس الأعلى لمجلس التعاون لدول الخليج العربية التي انعقدت مؤخرا في محافظة العلا بالمملكة العربية السعودية الشقيقة.

وأعرب المجلس عن بالغ اعتزازه بالسياسة الحكيمة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، والتي كان من ثمارها النجاح الذي تحقق في اجتماع المجلس الأعلى لمجلس التعاون، وما أسفر عنه من نتائج إيجابية هامة لتعزيز وحدة الصف الخليجي وتطوير العمل الخليجي المشترك، وإعادة الحيوية والفاعلية لمجلس التعاون لدول الخليج العربية، وإشاعة روح الإخاء والتضامن والتفاهم والثقة والاحترام المتبادل بين دوله.

وجدد مجلس الشورى الإشادة بجهود صاحب السمو الشيخ صباح الأحمد الجابر الصباح – رحمه الله – لرأب الصدع الخليجي، والتي استكملها صاحب السمو الشيخ نواف الأحمد الجابر الصباح أمير دولة الكويت الشقيقة، كما أشاد بدور الولايات المتحدة الأمريكية الصديقة في تحقيق الوفاق الخليجي.

وثمن مجلس الشورى إشادة المجلس الأعلى لمجلس التعاون لدول الخليج العربية في البيان الختامي بإعلان حضرة صاحب السمو إجراء انتخابات مجلس الشورى في أكتوبر القادم، وتهنئة المجلس الأعلى، لدولة قطر بانتخاب سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى رئيسا للمنظمة العالمية للبرلمانيين ضد الفساد للفترة 2019 – 2021.

ثم واصل المجلس جلسته، حيث استمع إلى سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي الذي عرض إفادة الوزارة بشأن نتائج دراستها لتوصيات مجلس الشورى بشأن طلب المناقشة العامة الذي تقدم به عدد من أعضاء المجلس حول التعليم والتعليم العالي في دولة قطر.

وفي مستهل المناقشات حول قضايا التعليم، رفع سعادة رئيس مجلس الشورى باسمه واسم أعضاء المجلس فائق الشكر والتقدير إلى حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” على ما يوليه سموه من اهتمام كبير بكل ما يحقق الرفاهية والتقدم للوطن والمواطن وخاصة التعليم باعتباره ركنا أساسيا في حياة الإنسان وركيزة أساسية في رؤية قطر الوطنية 2030.

وأوضح سعادة رئيس المجلس أن المجلس والحكومة والمجتمع في مركب واحد هدفه ضمان التعليم الجيد ومخرجاته النافعة، مؤكدا أن توصيات المجلس استهدفت باختصار تكوين المواطن الصالح المؤمن بعقيدته والمعتز بوطنه وأمته ولغته.

وقد تركزت توصيات مجلس الشورى حول تطوير المناهج بالتأكيد على الهوية الإسلامية والعربية والوطنية للمجتمع القطري، والاهتمام بالأنشطة الرياضية والثقافية للطلبة، ومعالجة ظاهرة عزوف القطريين عن مهنة التعليم، وتشجيع القطاع الخاص على الاستثمار في قطاع التعليم، ومعالجة ظاهرة الدروس الخصوصية، ووضع الآليات المناسبة ذات المعايير الواضحة التي تضمن المساواة في اعتماد وتصديق الشهادات الجامعية للقطريين وغير القطريين من خريجي الجامعات الأجنبية.

كما شملت توصيات المجلس ضرورة اتخاذ ما يلزم من الإجراءات العملية الكفيلة بإلحاق المزيد من الطلبة والطالبات ذوي الاحتياجات الخاصة في العملية التعليمية، وزيادة رواتب الموجهين والموجهات لما يمثلونه من قيمة علمية ودورهم الهام في مراقبة أداء المعلم وتنمية مهاراته، وإعادة النظر في طول مدة العام الدراسي والعمل على تحقيق التناسب بين مدة الفصلين الدراسيين، وتوحيد الإجازات للطلاب بين المدارس الحكومية والخاصة.

وفي معرض شرحه لإفادة وزارة التعليم والتعليم العالي بشأن توصيات مجلس الشورى، أوضح سعادة الدكتور محمد بن عبدالواحد الحمادي الأسس التي يقوم عليها وضع المناهج التعليمية، وقال إن الإطار العام للمنهج التعليمي الوطني يقوم على تعزيز الهوية الوطنية وغرس روح الانتماء وترسيخ قيم المجتمع القطري وتقاليده إضافة إلى مجموعة القيم المستمدة من الدين الإسلامي، مؤكدا أن الهوية الوطنية والعربية والإسلامية من أهم المبادئ التي هدفت المناهج التعليمية لتعزيزها.

كما أوضح سعادة الوزير مدى ما توليه الوزارة من اهتمام باكتشاف المواهب والقدرات المميزة للطلبة والطالبات في مراحل التعليم الأولى حيث بدأ تطبيق سياسة رعاية الموهوبين بإدارة التربية الخاصة ورعاية الموهوبين (المرحلة التجريبية) على عدد (13) مدرسة بمختلف المراحل.

وحول أسس ابتعاث الطلبة القطريين، أوضح سعادته أنه يتم الابتعاث على أساس الكفاءة والنسبة العلمية وليس على أساس الجهة التي يعملون بها سواء كانت هذه الجهة حكومية أو غير حكومية.

وفي إطار جهود الوزارة للقضاء على ظاهرة الدروس الخصوصية، أشار سعادته إلى إنشاء صفوف إثراء التعليم بإشراف مباشر من إدارة المدرسة وذلك خارج وقت الدوام الرسمي وفي الفترات التي تسبق الاختبارات المختلفة بهدف توفير بديل تربوي مقنن عن الدروس الخصوصية.

وحول الآليات التي تضمن المساواة في اعتماد وتصديق الشهادات الجامعية، أوضح سعادته أن إدارة معادلة الشهادات الدراسية الجامعية بوزارة التعليم والتعليم العالي هي الجهة المختصة بمعادلة وتصديق الشهادات وهي تعتمد في ذلك على قرارات مجلس الوزراء والقرارات الوزارية التي تنظم عمل واختصاصات كل من الإدارة واللجنة الفنية لمعادلة الشهادات الدراسية.

وأكد سعادة وزير التعليم والتعليم العالي أن الوزارة قامت بتوفير كافة متطلبات عملية الدمج للطلبة ذوي الإعاقة وتذليل الصعوبات التي قد تعيق تعليمهم وذلك بتوفير بعض الترتيبات الخاصة لتسهيل حصولهم على الخبرات التعليمية كباقي أقرانهم وعدم عزلهم عن النظام التعليمي العام بسبب إعاقتهم.

وأعلن سعادته أنه تم وضع مقترح متكامل لجذب المواطن القطري لمهنة التعليم في جميع المراحل، تضمن توفير حوافز مادية ومعنوية في الوقت نفسه، قبل الخدمة واثناءها، كما تم تشكيل لجنة مختصة لتحديد المسار الوظيفي للمعلم، وتم وضع مقترح لمسار مهني واضح له ومرتبط بالعديد من العوامل مثل سنوات الخبرة والتقييم والحصول على الرخصة المهنية.

وبشأن القسائم التعليمية، أكد سعادته أن هناك شروطا لمنح هذه القسائم منها الاعتماد الأكاديمي للمدرسة وضرورة أن يكون قد مر على افتتاح المدرسة عامان على الأقل.

وحول إعادة النظر في طول مدة العام الدراسي، أوضح سعادة الوزير أنه تمت مراعاة التوازن في عدد أيام الدراسة للفصلين الدراسيين بما يتناسب وأنظمة التعليم العالمية، موضحا أن إجازة المعلمين والطلاب قد قاربت سبعين يوما. كما تم توحيد مواعيد بدء الدراسة والإجازات السنوية بين المدارس الحكومية والمدارس الخاصة والتنسيق مع جامعة قطر لتوحيد مواعيد بدء الدراسة والعطل بين المدارس الحكومية والجامعة.

وأكد سعادة وزير التعليم والتعليم العالي أن هناك متابعة مستمرة للمدارس الخاصة ومناهجها، وأنه قد تم تعيين موجهين لمتابعة ما يتم تدريسه من مواد في هذه المدارس أسوة بالمدارس الحكومية، كما أن هناك ميثاقا أخلاقيا للمعلمين في المدارس الخاصة.

وقدمت السيدة فوزية بنت عبدالعزيز الخاطر الوكيل المساعد للشؤون التعليمية خلال الجلسة عرضا للجهود الناجحة التي قامت بها الوزارة لمواجهة تداعيات جائحة كورونا، وقالت إن استعدادات الوزارة المبكرة كفلت استمرار العملية التعليمية بكفاءة عالية وإكمال العام الدراسي بنجاح رغم الجائحة، مشيرة إلى أن هناك عوامل عديدة ساعدت في تحقيق هذا النجاح منها بدء تطبيق التعليم الإلكتروني منذ عام 2012، وتطبيق خيار التعليم عن بعد لجميع الطلاب في جميع المستويات فور إعلان إغلاق المدارس بسبب جائحة كورونا.

وتم خلال الجلسة عرض فيديو عن مدرسة العلوم والتكنولوجيا، أوضح مدى استخدام الوسائل التكنولوجية الحديثة في العملية التعليمية.

وعقب حديث سعادة وزير التعليم والتعليم العالي، جرت مناقشات موسعة حول قضايا التعليم في مختلف مراحله شارك فيها عدد من أعضاء المجلس، واتسمت بالعمق والموضوعية والرغبة في تطوير وتحديث العملية التعليمية منذ مرحلة الروضة لتجسد الهوية الوطنية وتكون قادرة على مواكبة التطور العلمي والتكنولوجي في العالم وتلبية متطلبات حركة التنمية التي تشهدها البلاد في مختلف المجالات.

وفي ختام المناقشات شكر سعادة رئيس مجلس الشورى الحكومة الموقرة على تجاوبها مع توصيات المجلس. كما شكر سعادة الوزير على ما أدلى به من توضيحات وشرح مفصل لسياسات وزارة التعليم والتعليم العالي وخططها المستقبلية. وأشاد بجهود الكادر التعليمي بالوزارة في انتظام الدراسة رغم استمرار جائحة كورونا.

ومن جانبه، أعرب سعادة الوزير عن تقديره لتوصيات مجلس الشورى وما طرحه المجلس من مقترحات وملاحظات، مؤكدا أنها ستجد كل الاهتمام من الوزارة.
