Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the cabinet’s regular meeting held at its seat at the Amiri Diwan.
Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said following statement:
At the beginning of the meeting, the Cabinet welcomed the outcomes of the 41st session of the Supreme Council of the Cooperation Council for the Arab States of the Gulf (GCC), which was held on Tuesday in Al-Ula Governorate in the Kingdom of Saudi Arabia with the participation of HH the Amir Sheikh Tamim bin Hamad Al-Thani.
The Cabinet affirmed that Al-Ula summit, with the fraternal spirit that prevailed in it, the positive efforts and steps that preceded it, and what was included in its final statement and the Declaration issued by it, established a new phase in the joint Gulf work, entitled solidarity, mutual understanding, mutual trust, mutual respect, and institutional work to achieve the Council’ goals, and to meet the aspirations and aspirations of its people.
The Cabinet praised the vision and the wisdom of HH the Amir Sheikh Tamim bin Hamad Al-Thani, his brother the Custodian of the Two Holly Mosques, King Salman bin Abdulaziz King of the sisterly Kingdom of Saudi Arabia and HRH Crown Prince, Deputy Prime Minister and Minister of Defense of the Kingdom of Saudi Arabia Prince Mohammed bin Salman bin Abdulaziz Al-Saud, which had the greatest impact on the convening and the success of the summit.
The Cabinet expressed his great appreciation to fruitful efforts exerted by HH the late Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and continued by HH the Amir of the sisterly State of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah for the sake of the unity and cohesion of the Gulf, besides efforts of the the friendly United States of America.
The cabinet listened to the explanation provided by HE Minister of Public Health on the latest developments to limit the spread of the coronavirus (COVID-19), and the council affirmed the continuation of work with regard to the precautionary measures that have been taken in order to combat this pandemic.
After that, the Council considered the topics on the agenda as follows:
First, the cabinet approved a draft law on endowment and to refer it to the Shura Council.
The preparation of the draft law comes to replace Law No. (8) of 1996 regarding endowment, within the framework of modernizing legislation to keep pace with developments in this regard.
Second, the approval of:
1- A draft agreement for cooperation between the government of the State of Qatar and the government of the Republic of Portugal in the field of education, science, technology and higher education.
2- A draft MoU of joint cooperation in the field of health care between the governments of the State of Qatar and the government of the Republic of Ukraine.
Third, the cabinet reviewed the following topics and took the appropriate decisions:
1- Outcomes of the 30th meeting of the GCC Agricultural Cooperation Committee.
2- Outcomes of the18th meeting of ministers in charge of the housing affairs of GCC.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر يوم الأمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:
في بداية الاجتماع رحب مجلس الوزراء بنتائج أعمال الدورة الحادية والأربعين للمجلس الأعلى لمجلس التعاون لدول الخليج العربية التي انعقدت أمس /الثلاثاء/ في محافظة /العلا/ بالمملكة العربية السعودية الشقيقة، بمشاركة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”.
وأكد المجلس أن قمة /العلا/، وما سادها من روح أخوية، وما سبقها من جهود وخطوات إيجابية، وبما تضمنه بيانها الختامي والإعلان الصادر عنها، قد أسست لمرحلة جديدة في مسيرة العمل الخليجي المشترك، عنوانها التضامن والتفاهم والثقة المشتركة والاحترام المتبادل والعمل المؤسسي لتحقيق أهداف المجلس، وتلبية طموحات وتطلعات أبناء دوله.
وأشاد المجلس برؤية وحكمة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” وأخيه خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود ملك المملكة العربية السعودية الشقيقة، وصاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز آل سعود ولي العهد نائب رئيس مجلس الوزراء وزير الدفاع، والتي كان لها أبلغ الأثر في انعقاد القمة ونجاح أعمالها.
وأعرب المجلس عن بالغ تقديره للجهود الخيرة والمثمرة التي بذلها صاحب السمو الشيخ صباح الأحمد الجابر الصباح – رحمه الله واستكملها صاحب السمو الشيخ نواف الأحمد الجابر الصباح أمير دولة الكويت الشقيقة، من أجل وحدة الصف الخليجي وتماسكه، وكذلك جهود الولايات المتحدة الأمريكية الصديقة.
ثم استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.
وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولاً- الموافقة على مشروع قانون بشأن الوقف، وعلى إحالته إلى مجلس الشورى.
ويأتي إعداد مشروع القانون ليحل محل القانون رقم (8) لسنة 1996 بشأن الوقف، في إطار تحديث التشريعات لمواكبة المستجدات في هذا الصدد.
ويتضمن المشروع أحكاماً تتعلق بإنشاء الوقف وأنواعه، ومصارفه وشروطه، والوقف الأهلي، والنظارة على الوقف وحمايته وعمارته واستثماره.
ثانياً – الموافقة على:
1- مشروع اتفاقية للتعاون بين حكومة دولة قطر وحكومة جمهورية البرتغال في مجال التعليم والعلوم والتكنولوجيا والتعليم العالي.
2- مشروع مذكرة تفاهم للتعاون المشترك في مجال الرعاية الصحية بين حكومة دولة قطر وحكومة جمهورية أوكرانيا.
ثالثاً – استعرض مجلس الوزراء الموضوعين التاليين واتخذ بشأنهما القرار المناسب:
1- نتائج الاجتماع (30) للجنة التعاون الزراعي بدول مجلس التعاون لدول الخليج العربية.
2- نتائج الاجتماع (18) للجنة الوزراء المعنيين بشؤون الإسكان بدول مجلس التعاون لدول الخليج العربية.
