Inaugurating Phase 1 of CT2 Improves Qatar’s Competitiveness: Minister

Doha: HE Minister of Transport and Communications Jassim bin Saif Al Sulaiti said the HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani’s inauguration of the initial operation of CT2 was a new achievement to be added to Hamad Ports record of achievements, thus boosting its huge potential, modern facilities and advanced systems for increasing Qatars trade with the world, in addition to improving the countrys competitiveness by transforming it into a regional trade hub with sustainable development for the coming generations.

Works of developing CT2, the Strategic Food Security Facilities and all other establishments, which come as part of developing Hamad Ports CT2, continue in full gear with no delay or slowdown despite the repercussions of the Coronavirus COVID-19 pandemic, which affected several economies around the world directly and indirectly, HE the Minister said.

During developing CT2, His Excellency said, the Qatar National Vision 2030 has been implemented, which aims at supporting the national manufacturing and deploying latest technologies that are based on environmental sustainability and clean energy, noting that all materials and equipment used in the works of infrastructure, preparations and establishments at CT2 were made in Qatar with universal specifications, as well as the structures of the electric trailers used in transporting containers within the terminal, thus supporting the electric vehicles strategy and legislations that aim to back the countrys agenda for a greener future.

HE Minister Al Sulaiti said that MOTC, by backing this kind of business activity, is significantly contributing to reinforcing the localization of manufacturing, expertise and global technology, in addition to its plans for localizing the actual operational processes for several transportation and communication projects, thus enriching local companies investment mentality to enhance achieving the Qatar National Vision 2030.

CT2 development project consists of 4 phases. Full operation of Phases 1 & 2 will start before the end of 2022. Phases 3 & 4 will be developed later to raise the ports operational capacity according to local markets needs.

The area of Phases 1 & 2 of Hamad Ports CT2 is 380,000 square meters. Its quay is 624m long.

Phase 1 of CT2 has been equipped with 3 STS quay cranes with advanced technology, including semi-automation and remote-control operations. STS cranes are known for being so fast and highly efficient in handling containers and capable of handling latest types of vessels. Each crane can handle four 20 containers or two 40 containers at the same time. Four more cranes will be added during 2021, taking the total number of cranes to 7.

CT2 has been also equipped with 12 RTGs and 14 more will be added during 2021, taking the total to 26. RTGs are used for handling containers on the landside. RTGs are of battery hybrid type. This technology reduces the environmental impact of RTG operations by reducing fuel consumption. Further, when a container/load is lowered, there is a spike of generated power which results in a rapid charge event of the batteries.

CT2 has 22 Terminal Tractor APM 75T HE for container transportation within the terminal and the port. This type of terminal tractors is capable of functioning very efficiently in high temperatures. Its equipped with advanced batteries, an entirely solid-state technology insensitive to temperature variations from -20 to 160 C. This supports its operations at Hamad Port in summers, when temperatures are very high in Qatar.

Hamad Port Medical Center meanwhile is located at the Administration Area of Hamad Port. It is built and equipped with all necessary medical equipment to serve the ports employees, visitors, and for the fitness checkup of sailors and ship crews, when applicable. It is complying with the National Healthcare Facilities Licensing and Accreditation Program. It is built on a GSAS 3 Star Rating. The medical center is considered one of the dispensable facilities of the integrated system such an integration that stipulates all main and necessary services must be available at the port.

Hamad Port Project Steering Committee is supervising the construction and development of Strategic Food Security Facilities, for storing, processing, refining, and preparing three main food commodities (Sugar, Rice, and Edible Oils), which are being established over an area of approximately 53 hectares (about 530,000 square meters). The Strategic Food Security Facilities are being developed at an estimated budget of QAR 1.6 billion. These food products will be available for use in the local, regional, and global markets.

الدوحة: قال سعادة السيد جاسم بن سيف السليطي وزير المواصلات والاتصالات، إن تدشين معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، عمليات التشغيل الأولي لمحطة الحاويات الثانية تعتبر إضافة جديدة للإنجازات التي حققها ميناء حمد، مما يدعم من إمكانياته الضخمة ومرافقه الحديثة وأنظمته المتطورة في زيادة حجم التجارة البينية لقطر مع دول العالم، فضلا عن تحسين القدرة التنافسية للدولة عن طريق تحويلها إلى مركز تجاري إقليمي، بما يخلق تنمية مستدامة للأجيال المقبلة.

وأشار سعادته إلى أن أعمال تطوير محطة الحاويات الثانية ومرافق مباني ومخازن الأمن الغذائي بالإضافة إلى كافة المرافق الأخرى التي تأتي ضمن تطوير المرحلة الثانية لميناء حمد، يجري تنفيذها دون تأجيل أو إبطاء رغم التداعيات المرتبطة بجائحة فيروس كورنا /كوفيد-19/ التي أثرت على اقتصاديات العديد من دول العالم بشكل مباشر أو غير مباشر.

وأوضح أنه خلال عملية تطوير محطة الحاويات الثانية، تم تنفيذ رؤية قطر الوطنية 2030 الرامية إلى دعم التصنيع المحلي، وتبني أحدث التكنولوجيات القائمة على الاستدامة البيئية والطاقة النظيفة، مبينا في هذا الصدد أن كافة المواد والمعدات التي تم استخدامها في أعمال البنية التحتية والتجهيزات والإنشاءات الخاصة بهذه المحطة تم تصنيعها في قطر وهي ذات مواصفات عالمية، بالإضافة إلى تصنيع هياكل القاطرات الكهربائية الخاصة بنقل الحاويات في قطر، والتي سيتم استخدامها لنقل الحاويات داخل المحطة في الميناء، بما يخدم ويدعم استراتيجية وتشريعات المركبات الكهربائية التي تهدف إلى دعم مسيرة الدولة في خطواتها نحو مستقبل أخضر.

وأضاف سعادة الوزير أن وزارة المواصلات والاتصالات، من خلال دعمها لهذا النوع من الأعمال، تساهم وبشكل كبير في تعزيز توطين الصناعة والخبرة والتكنولوجيا المستخدمة عالميا، إلى جانب خططها في توطين العمليات التشغيلية الحقيقية للعديد من مشاريع النقل والمواصلات والاتصالات بما يثري الفكر الاستثماري لدى الشركات المحلية، مما يعزز من تحقيق رؤية قطر الوطنية.

وتتألف عمليات تطوير محطة الحاويات الثانية من أربع مراحل، وسيتم التشغيل الكامل للمرحلتين الأولى والثانية قبل نهاية العام 2022، وسيتم تطوير المرحلتين الثالثة والرابعة للمحطة لاحقا لزيادة القدرة التشغيلية للميناء وفقا لمتطلبات السوق المحلي.

وتبلغ مساحة المرحلتين الأولى والثانية لمحطة الحاويات الثانية 380 ألف متر مربع، وطول الرصيف الخاص بهما 624 مترا.

وتم تجهيز المرحلة الأولى من محطة الحاويات الثانية بثلاث رافعات من السفن إلى الرصيف (STS) مزودة بتكنولوجيا حديثة جدا، منها العمليات شبه الأوتوماتيكية، وأنظمة التحكم عن بعد، وتتميز أيضا بسرعتها وكفاءتها العالية في المناولة وقدرتها على التعامل مع أحدث أنواع السفن، وتستطيع الرافعة الواحدة مناولة أربع حاويات بحجم 20 قدما أو حاويتين بحجم 40 قدما معا في الوقت ذاته، وسيتم إضافة 4 رافعات أخرى خلال العام المقبل (2021) ليصبح عددها الإجمالي 7 رافعات.

وبالإضافة إلى عدد 12 رافعة جسرية ذات إطارات مطاطية (RTGs)، سيتم إضافة 14 رافعة أخرى بالمحطة الثانية خلال العام المقبل، ليصبح العدد الإجمالي لها 26 رافعة، وتستخدم في مناولة الحاويات على الأرض، وستساهم هذه الرافعات بتقليل الآثار البيئية الناتجة عن عملياتها بفضل استهلاكها المنخفض للوقود كونها تعمل بنوع من البطاريات الهجينة، وعند إفراغ حمولتها أو إنزال ما تنقله من حاويات ترتفع كمية الطاقة المتولدة فيها مما يساعد في إعادة شحن البطاريات بشكل سريع.

كما تم تزويد المحطة الثانية أيضا بعدد 22 قاطرة كهربائية متطورة من طراز (APM 75T HE) لنقل الحاويات داخل المحطة والميناء، ومن أهم مميزاتها قدرتها على العمل بكفاءة عالية في البيئة الشديدة الحرارة، حيث تم تزويدها ببطاريات ذات تقنية متطورة غير حساسة تستطيع التأقلم مع تغيرات درجة الحرارة التي تتراوح ما بين 20 درجة تحت الصفر إلى 160 درجة مئوية، مما سيدعم آلية عملها في ميناء حمد خلال أشهر الصيف عندما ترتفع درجات الحرارة بشكل كبير.

أما مركز ميناء حمد الطبي، فيقع في المنطقة الإدارية لميناء حمد، حيث تم إنشاؤه وتجهيزه بجميع المعدات الطبية اللازمة لخدمة موظفي ومرتادي الميناء، وإجراء الفحوصات الطبية لبحارة وطواقم السفن عند اللزوم.

وتم الالتزام عند إنشائه بالبرنامج الوطني لترخيص واعتماد منشآت الرعاية الصحية، كما أنه حصل على تصنيف نظام تقييم الاستدامة العالمي بدرجة ثلاث نجوم (GSAS 3). كما يعتبر المركز الطبي أحد المرافق الأساسية للمنظومة المتكاملة في وجود كافة الخدمات الرئيسية والضرورية بالميناء، وإلى جانب وجود جميع النظم التشغيلية الضرورية لتشغيل المركز.

وتقوم لجنة تسيير مشروع ميناء حمد بالإشراف على مشروع تصميم وبناء مرافق مباني ومخازن الأمن الغذائي على مساحة تبلغ حوالي 53 هكتارا (حوالي 530،000 متر مربع)، بتكلفة تقديرية تبلغ 1.6 مليار ريال قطري، وذلك لتخزين ومعالجة وتكرير وتجهيز ثلاث سلع غذائية رئيسية وهي (السكر، الأرز وزيوت الطعام)، وعند اكتمال المشروع ستكون هذه المنتجات متاحة للاستخدام في الأسواق المحلية والإقليمية والعالمية.
