Qatar Continues Its Emergency Response Efforts to Typhoon Vamco in Philippines

Doha: Qatar Red Crescent Society (QRCS), supported by Qatar Fund for Development (QFFD), has continued its emergency response efforts to Typhoon Vamco in the Philippines by providing relief aid for thousands of affected families and deploying a relief delegation to take part in the intervention.
As the Qatari Amiri Air Force aircraft arrived in Manila International Airport, the QFFD-funded cargo was cleared in cooperation and coordination with the Embassy of Qatar in the Philippines. The shipment contained food and nonfood items, shelter kits, Kit-5 water and sanitation units, power generators, and rescue inflatable boats.
According to the action plan, the delegation met Elizabeth S. Zavalla, Secretary-General of PRC. During the meeting, she appreciated QRCSs immediate intervention in response to Typhoon Vamco.
The delegation then visited PRCs Operations Center to have an overview of its disaster response mechanism and the systems and programs used in dealing with the storm. They explored the possibility of upgrading cooperation between PRCs Operations Center and QRCSs Disaster Information Management Center (DIMC) in Doha.
Under QRCSs relief aid distribution scheme, the distribution of nonfood items is going on in the province of Rizal, having so far reached out to 623 families (or 3,115 persons) with 405 tarpaulins (2,025 beneficiaries). PRC distributed blankets, tarpaulins, mosquito nets, jerrycans, straw mats, and kitchenware.
In the worst-affected province of Cagayan, 140 families (700 persons) received relief items that included blankets, mosquito nets, jerrycans, and plastic containers. Another 358 families (1,790 persons) received food items including rice, pasta, coffee, and canned fish and beef.
One power generator and one inflatable boat were delivered to PRCs Cagayan chapter, to be used in rescue and quick response operations, under the QFFD-funded intervention of QRCS.
As discussed with PRC, the list of recipients includes 5,500 families in five hardest-hit provinces: Cagayan, Rizal, Isabela, Marikina, and Camarines Sur.
The National Disaster Risk Reduction and Management Council (NDRRMC) reported that the flash floods resulting from Typhoon Vamco caused casualties, mass displacement, water supply and sewage disruption, and destruction of residential buildings and commercial shops in the ravaged provinces. Up to date, 334 post-disaster events have been reported, including floods, landslides, damaged trees, and windstorms. The overall population affected by the typhoon is over 4.9 million.

الدوحة: واصل الهلال الأحمر القطري بدعم من صندوق قطر للتنمية، الاستجابة العاجلة لكارثة إعصار “فامكو” بجمهورية الفلبين الصديقة، وذلك من خلال تقديم مساعدات إغاثية لآلاف الأسر المتضررة وإرسال فريق إغاثي للمشاركة في أعمال الإغاثة.
وفور وصول طائرة القوات الجوية الأميرية القطرية التي تحمل شحنة المساعدات المقدمة من صندوق قطر للتنمية إلى مطار مانيلا، جرى تفريغ واستلام المواد الغذائية وغير الغذائية، وحزم الإيواء، ووحدات المياه والإصحاح، ومولدات الكهرباء، وقوارب الإنقاذ بالتعاون والتنسيق مع سفارة دولة قطر في الفلبين.
وطبقاً لبرنامج عمل الفريق الإغاثي، تم عقد اجتماع مع السيدة إليزابيث زافالا ، الأمين العام للصليب الأحمر الفلبيني، قدمت خلاله الشكر وعبرت عن الامتنان لجهود دولة قطر من خلال صندوق قطر للتنمية بالتعاون مع الهلال الأحمر القطري، في الاستجابة لكارثة إعصار “فامكو” بإرسال مواد وفريق الإغاثة.
بعد ذلك، زار فريق الهلال الأحمر القطري مركز العمليات التابع للصليب الأحمر الفلبيني، حيث جرى التعرف على آلية عمل المركز خلال الاستجابة للكوارث، والأنظمة والبرامج المستخدمة في الاستجابة لكارثة الإعصار، بالإضافة إلى دراسة إمكانية تطوير العلاقة بين مركز عمليات الصليب الأحمر الفلبيني ومركز إدارة معلومات الطوارئ التابع للهلال الأحمر القطري بمقره الرئيسي في الدوحة.
يذكر أنه ضمن خطة توزيع المساعدات الإغاثية التي ينفذها فريق الهلال الأحمر القطري، بدأت عمليات توزيع المواد غير الغذائية بالفعل في السادس من شهر ديسمبر الجاري بولاية “ريزال” ، واستفاد منها حتى الآن 623 أسرة ، تضم حوالي 3,115 شخصاً، فضلا عن توزيع مواد إغاثية في التاسع من نفس الشهر بولاية “كغيان ” الأكثر تضررا من اعصار فامكو في شمال الفلبين ، استفاد منها حتى الآن 140 أسرة تضم حوالي 700 شخص، علاوة على 358 أسرة بها نحو 1,790 شخصا ، استفادوا كذلك من المواد الغذائية المختلفة.
كما تم وفقاً للمناقشات التحضيرية مع الصليب الأحمر الفلبيني، إعداد قوائم المستفيدين من المواد الإغاثية التي تكفي لحوالي 5,500 عائلة في 5 مناطق تضررت بشدة من الإعصار وهي: كاجايان وريزال وإيزابيلا وماريكينا وكامارينزسور.
يشار إلى أنه بحسب المجلس الوطني للحد من مخاطر الكوارث وإدارتها في الفلبين، فقد تسببت الفيضانات الناجمة عن إعصار “فامكو” في حدوث خسائر بشرية ونزوح للسكان وانقطاع لخدمات المياه والإصحاح وتدمير للبنايات السكنية ومصادر كسب العيش في الولايات التي اجتاحها الإعصار، علما أنه تم حتى الآن تسجيل 334 حادثاً منها فيضانات وانهيارات أرضية واقتلاع أشجار وعواصف، فيما بلغ إجمالي عدد السكان المتأثرين بالإعصار حوالي 4.9 مليون نسمة.
