Qatar, France Affirm their Historic Partnership

Doha: The State of Qatar and the French Republic affirmed the strength and durability of bilateral relations and the historic partnership between the two countries, and expressed their aspiration for their development to broader horizons.

During a press conference held today, HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani, and HE Minister for Europe and Foreign Affairs of the French Republic Jean-Yves Le Drian, Qatar and France stressed the need to resolve disputes through diplomacy and combat everything that threatens peace and stability in the region and the world, rejecting extremism, combating terrorism, and standing up to all forms of racist and exclusionary discourse in the world.

HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that the Qatari and French sides exchanged views during their meeting today on common issues in the region, especially developments in resolving the Gulf crisis, developments in Lebanon, Libya and several other countries in the region, as well as the importance of strengthening bilateral relations between the two countries, issues of violent extremism and terrorism, and ways to combat this phenomenon that threatens Humanity.

His Excellency affirmed in the press conference the State of Qatar’s belief in the need to address the root causes of terrorism and extremism, which he attributed to social and economic causes, fueled by other extremist ideologies.

His Excellency stressed the need to systematically look at this phenomenon and statistics, away from stereotypical and superficial impressions and polarized media, and what it tries to portray in this regard, pointing out that an objective view of violent extremism issues shows that this phenomenon is not related to or related to any religion or race, stressing that Islamic religion and the Prophet of Islam are not symbols of extremism.

In this context, His Excellency said, we affirm that the tolerant Islamic religion and the Prophet of Islam, are not symbols of extremism, but rather they have established an important human civilization that has made many contributions to humanity, and therefore, the discourse that nurtures Islamophobia we must stand before it firmly as the world stands before all forms of racist and exclusionary discourse of the other.

His Excellency expressed concern about the state of polarization around the world and said that one of the troubling issues is the general polarization that exists around the world, the last of which is about the boundaries between freedom of expression and hate speech and incitement.

His Excellency added, in this regard, in Qatar, we will continue to search for common spaces to build upon, and for peaceful means to resolve conflicts through diplomacy, building bridges of dialogue and spreading the values of peace and mutual respect among countries, peoples and all civilizations.

His Excellency appreciated HE Le Drian’s current visit to Qatar, stressing its importance in developing relations between the two countries, and expressed his aspiration to develop them to broader horizons.

For his part, during the press conference, HE Minister for Europe and Foreign Affairs of the French Republic Jean-Yves Le Drian described his discussions today in Doha as frank, friendly and close, and said that the Qatari and French sides discussed a number of regional files, stressing that these meetings would allow the two friendly countries to coordinate in various fields.

His Excellency pointed out that this is his 20th visit to the State of Qatar, where talks will be made about bilateral relations and ways to develop them between Doha and Paris.

His Excellency said that at the regional level, the Qatari and French sides dealt with the main crises of mutual interest and the Libyan crisis, and affirmed their commitment to strengthening their cooperation and coordination and concerted efforts to support the political transition process there, led by the United Nations, leading to elections next year.

His Excellency added that the regional situation in general, and the efforts exerted to reach a permanent and final solution to the existing crisis between some countries of the GCC, were touched upon, and stressed that France really wishes to reach an agreement for a permanent reconciliation.

HE Minister for Europe and Foreign Affairs of the French Republic Jean-Yves Le Drian said that, during his current visit to Doha, he will meet with the Minister of Transport and Communications, the Secretary-General of the Qatar Tourism Council and the CEO of Qatar Airways Group to thank them for their support during the Coronavirus (Covid-19) pandemic, which allowed the repatriation of French citizens to their homeland and the transfer of medical equipment.

His Excellency noted that his visit to Qatar a week before celebrating its National Day demonstrates and confirms the strength of the relations between the two countries.

His Excellency stressed that the State of Qatar is a historic partner of France, that it is a partner that France is keen to maintain a close dialogue with, and to strengthen its relations in all issues of common interest.

His Excellency stressed that the two countries, Qatar and France, are keen to combat everything that threatens peace and stability in the region and the world, pointing to the heinous terrorist operations that his country has been exposed to recently, and said that Qatar has expressed its solidarity with the French people, and we thank Qatar for that.

His Excellency pointed out that the French statements and positions in this regard had been distorted and exploited within the framework of a campaign targeting France, explaining in this regard also that these statements may have been misunderstood, and France have a very deep respect for Islam and Muslims are an integral part of the country’s history and society and they live under the protection of the law.

His Excellency went on to say that France is only fighting against extremism and radicalism, and against terrorism that strikes everywhere, France and Europe, including the countries of this region, and this is a battle France is fighting with a number of countries, and this is its only battle.

His Excellency thanked the state for the warm reception, explaining that his visit also aims to reaffirm the will of the two countries to deepen their bilateral relations in various fields, especially since they have a long and fruitful history of cooperation in the security, economic and cultural fields, in addition to the strategic dialogue they hold annually, considering that it is a completely appropriate framework that the two sides are keen to enrich and enhance in order to deepen their exchanges, including the most sensitive issues within the framework of frankness and the very great trust between them.

In a related context, His Excellency expressed his happiness at the Year of Culture Qatar France, which allowed the French to get acquainted with the Qatari culture, and for the Qataris to get acquainted with the French culture on their part.

In this regard, His Excellency added, we will win the battle against extremism in terms of ideas, and face it with openness and tolerance, and this is what Qatar and France will continue to do together as they aspire to develop ideal cooperation in the field of sports as well.

On a related level, His Excellency pointed out that the 2022 FIFA World Cup in Qatar, the first to be held in the Arab world, will be an opportunity for Qatar to demonstrate its capabilities in receiving and organizing such a global sporting event, adding that since France will host the Olympic Games in 2024, this will naturally lead us to strengthen our cooperation, and we are happy to share with Qatar our experience in organizing major sporting events and work together to make these two events successful.

His Excellency stressed again that France and Qatar have a very strong relationship, a great relationship of trust, and visible results, and said that his meetings today in Doha allow strengthening this relationship for the sake of work and friendship that will not stop.

الدوحة: أكدت دولة قطر والجمهورية الفرنسية على قوة ومتانة العلاقات الثنائية والشراكة التاريخية بينهما، وأعربتا عن تطلعهما لتنميتها وتطويرها لآفاق أرحب.

وخلال مؤتمر صحفي عقده، يوم أمس، سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية وسعادة السيد جان إيف لودريان وزير أوروبا والشؤون الخارجية بالجمهورية الفرنسية، أكدت قطر وفرنسا على ضرورة حل النزاعات من خلال الدبلوماسية الهادئة ومكافحة كل ما يهدد السلم والاستقرار في المنطقة والعالم ونبذ التطرف ومكافحة الارهاب والوقوف أمام جميع أشكال الخطاب العنصري والإقصائي في العالم.

وقال سعادة الشيخ محمد بن عبدالرحمن آل ثاني، إن الجانبين القطري والفرنسي تبادلا خلال لقائهما اليوم الآراء حول القضايا المشتركة في المنطقة، لاسيما تطورات حل الأزمة الخليجية، والتطورات في لبنان وليبيا وعدة دول أخرى في المنطقة، فضلا عن أهمية توثيق العلاقات الثنائية بين البلدين وقضايا التطرف العنيف والإرهاب، وسبل مكافحة هذه الظاهرة التي تهدد الإنسانية.

وأكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية في المؤتمر الصحفي إيمان دولة قطر بضرورة معالجة الأسباب الجذرية للإرهاب والتطرف ، والتي أرجعها إلى أسباب اجتماعية واقتصادية ، تغذيها الأيديولوجيات المتطرفة الأخرى .

وشدد سعادته على ضرورة النظر وبشكل منهجي لهذه الظاهرة والإحصائيات ، بعيدا عن الانطباعات النمطية والسطحية والإعلام المستقطب ، وما يحاول تصويره بهذا الخصوص ، لافتا إلى أن النظرة الموضوعية لقضايا التطرف العنيف توضح أن هذه الظاهرة لا تمت بصلة أو مرتبطة بأي دين أو عرق ، مؤكدا أن الدين الإسلامي ونبي الإسلام ليسا رموزا للتطرف.

وقال سعادته في هذا السياق ” نؤكد أن الدين الإسلامي السمح ونبي الإسلام سيدنا محمد صلى الله عليه وسلم ليسوا رموزا للتطرف ، وإنما أقاموا حضارة إنسانية مهمة قدمت للبشرية الكثير من الإسهامات ، لذلك فإن الخطاب الذي يغذي الإسلاموفوبيا يقف هنا في دولة قطر ، ويجب الوقوف أمامه بحزم كما يقف العالم أمام جميع أشكال الخطاب العنصري والإقصائي للآخر”.

وعبر سعادة الشيخ محمد بن عبدالرحمن آل ثاني عن القلق إزاء حالة الاستقطاب حول العالم وقال “من المسائل المقلقة، حالة الاستقطاب العام الموجودة حول العالم، وكانت آخرها حول الحدود بين حرية التعبير وخطاب الكراهية والتحريض”، مضيفا القول في هذا الصدد “نحن في قطر سنظل نبحث عن المساحات المشتركة للبناء عليها، وعن الوسائل السلمية لحل النزاعات من خلال الدبلوماسية الهادئة، ومد جسور الحوار ونشر قيم السلام والاحترام المتبادل بين الدول والشعوب وجميع الحضارات”.

وثمن سعادته زيارة سعادة السيد لودريان الحالية لقطر، مؤكدا أهميتها في تنمية العلاقات بين البلدين ، وأعرب عن تطلعه لتطويرها لآفاق أرحب.

من جهته وصف سعادة السيد جان إيف لودريان وزير أوروبا والشؤون الخارجية بالجمهورية الفرنسية خلال المؤتمر الصحفي ، مباحثاته اليوم في الدوحة بـ “الصريحة والودية والوثيقة” كما هي العادة دائما ، وقال إن الجانبين القطري والفرنسي تناولا خلالها عددا من الملفات الإقليمية، مؤكدا أن من شأن هذه اللقاءات أن تسمح للبلدين الصديقين التنسيق بينهما في المجالات المختلفة، مشيرا إلى أن هذه هي زيارته الـ20 لدولة قطر، حيث يتم الحديث عن العلاقات الثنائية وسبل تطوير العلاقات الثنائية بين الدوحة وباريس.

وقال إنه على الصعيد الإقليمي، تناول الجانبان القطري والفرنسي الأزمات الرئيسية ذات الاهتمام المشترك، والأزمة الليبية، وأكدا التزامهما بتعزيز تعاونهما والتنسيق بينهما وتضافر جهودهما لدعم عملية الانتقال السياسي هناك بقيادة الأمم المتحدة بما يؤدي لانتخابات خلال العام المقبل.

وأضاف أنه جرى التطرق إلى الوضع الإقليمي بشكل عام ، “والجهود المبذولة للتوصل لحل دائم ونهائي للأزمة القائمة بين بعض دول مجلس التعاون لدول الخليج العربية”، وأكد أن فرنسا تتمنى حقا التوصل إلى “اتفاق من أجل مصالحة دائمة”.

وقال سعادة السيد جان إيف لودريان وزير أوروبا والشؤون الخارجية بالجمهورية الفرنسية، إنه سيلتقي خلال زيارته الحالية للدوحة بسعادة وزير المواصلات والاتصالات وسعادة الأمين العام للمجلس الوطني للسياحة والرئيس التنفيذي لمجموعة الخطوط الجوية القطرية لشكرهما على دعمهما خلال جائحة كورونا “كوفيد- 19 ” ما سمح بإعادة المواطنين الفرنسيين إلى وطنهم ونقل المعدات الطبية ” فالصديق وقت الضيق، وقد لاحظنا ذلك خلال هذه الفترة الصعبة”.

ونوه أن زيارته إلى قطر قبل أسبوع من احتفالها بيومها الوطني توضح وتؤكد متانة العلاقات بين البلدين، وشدد على أن دولة قطر شريك تاريخي لفرنسا ” إنها شريك تحرص فرنسا للحفاظ عليه والحوار الوثيق معه، وتعزيز علاقاتها به في كل المواضيع ذات الاهتمام المشترك”.

وأكد أن البلدين قطر وفرنسا حريصان على مكافحة كل ما يهدد السلم والاستقرار في المنطقة والعالم ، لافتا إلى ما تعرضت له بلاده من عمليات إرهابية بشعة مؤخرا، وقال إن قطر قد عبرت عن تضامنها مع الشعب الفرنسي ” ونحن نشكرها على ذلك” .

ونبه سعادة السيد لودريان إلى أن التصريحات والمواقف الفرنسية بهذا الشأن قد تم تحريفها واستغلالها في إطار حملة تستهدف فرنسا ، موضحا في هذا الخصوص أيضا أن هذه التصريحات ربما قد أسيء فهمها ، ولكن بنية صادقة من قبل بعض المؤمنين الذين صدموا في معتقدهم، ” ونحن نكن احتراما عميقا جدا للإسلام وأن المسلمين جزء لا يتجزأ من تاريخ ومجتمع بلادي وهم يعيشون في ظل حماية القانون” .

ومضى إلى القول ” نحن نكافح فقط ضد التطرف والراديكالية ، وضد إرهاب يضرب في كل الأماكن ، فرنسا وأوروبا ، بما في ذلك دول هذه المنطقة ، وهذه معركة نخوضها مع عدد من الدول ، وهذه معركتنا الوحيدة ، ونتشارك فيها مع بلدان كثيرة منها قطر” .

وتوجه سعادته بالشكر للدولة لحفاوة الاستقبال ، موضحا أن زيارته تهدف أيضا إلى إعادة التأكيد على إرادة البلدين نحو تعميق علاقاتهما الثنائية في مجالات متعددة ، خاصة وأن لديهما تاريخا طويلا ومثمرا من التعاون بينهما في المجالات الأمنية والاقتصادية والثقافية ، بجانب الحوار الاستراتيجي الذي يعقدانه سنويا ، معتبرا إياه إطارا ملائما تماما يحرص الجانبين على إثرائه وتعزيزه لتعميق مبادلاتهما ، بما في ذلك المواضيع الأكثر حساسية في إطار الصراحة وعلاقة الثقة الكبيرة جدا القائمة بينهما .

وعبر في سياق متصل عن سعادته بالعام الثقافي الفرنسي القطري، الذي سمح للفرنسيين التعرف على الثقافة القطرية، وللقطريين التعرف من ناحيتهم على الثقافة الفرنسية.

وتابع قائلا في هذا الصدد “سنربح المعركة ضد التطرف على صعيد الأفكار، ونقابلها بالانفتاح والتسامح، وهذا ما ستستمر عليه قطر وفرنسا معا وهما يطمحان إلى تطوير تعاون مثالي في مجال الرياضة كذلك.

وأشار على صعيد ذي صلة إلى أن مونديال 2022 لكرة القدم بدولة قطر وهو الأول الذي يقام في العالم العربي ، سيكون فرصة أمام قطر لتبرهن على قدراتها في استقبال وتنظيم مثل هذا الحدث الرياضي العالمي ، مضيفا القول ” وبما أننا في فرنسا سنستضيف الألعاب الأوليمبية عام 2024 ، فهذا سيقودنا بطبيعة الحال إلى تعزيز تعاوننا ، ونحن سعداء بأن نتقاسم مع قطر تجربتنا في مجال تنظيم الأحداث الرياضية الكبرى ونعمل معا لإنجاح هذين الحدثين”.

وشدد سعادته مجددا على أن كلا من فرنسا وقطر بينهما علاقة قوية جدا، وعلاقة ثقة كبيرة، ونتائج ظاهرة للعيان، وقال إن لقاءاته اليوم بالدوحة تسمح بتعزيز هذه العلاقة من أجل العمل والصداقة التي لن تتوقف.
