Winners of Sheikh Tamim Anti-Corruption Excellence Award Honored in Tunisia

Tunis: The honoring ceremony for the winners of the 5th edition of Sheikh Tamim Bin Hamad Al-Thani International Anti-Corruption Excellence Award took place in Tunis on Wednesday, in cooperation with the United Nations.

Winners of the Award this year are Dr. Adam Graycar (Australia) and Dr. Michael Levi (United Kingdom) in the Academic Research and Education category; the non-governmental organization ONG Tolotsoa (Madagascar) and the Center for the Study of Democracy (Bulgaria) in the Youth Creativity and Engagement category; Riad Kobaissi (Lebanon) and Instituto Observatorio Politico e Socioambiental (Brazil) in the Innovation category; and Perdana Leadership Foundation (Malaysia) in the Outstanding Achievement category.

The honoring ceremony was attended by HE UN Special Advocate on the Prevention of Corruption and Chairman of the Board of Trustees of the Rule of Law and Anti-Corruption Center (ROLACC) Dr. Ali bin Fetais Al Marri, HE President of the National Anti-Corruption Authority (INLUCC) of Tunisia Judge Imed Boukhris, UN Assistant Secretary-General for Rule of Law and Security Institutions Alexandre Zouev, GCC representative of the UN Office against Drugs and Crime Judge Dr. Hatem Ali, members of the Award’s Supreme Committee, the Advisory Board for selecting its winners, and a number of international guests interested in the Award.

In a videotaped speech, HE President of the Republic of Tunisia Kais Said extended thanks to the organizers for the efforts they had exerted in organizing this event, looking forward new ideas for new means to combat corruption.

HE the Tunisian President said that the phenomenon of corruption is still affecting the institutions of states and societies in many regions around the world, and continues to be more widespread over days, adding that corruption has prevailed in many countries, and the networks of corruption are linked to each others in many parts of the world.

HE the President noted that the causes of the spread of corruption include the unfair distribution of wealth and the absence of justice and fairness, adding that fighting corruption would only be realized through a prompt and independent judiciary, without which no one can impose respect for the law.

For his part, HE the President of the Republic of Rwanda Paul Kagame, in a videotaped speech, praised the role of HH the Amir of Qatar Sheikh Tamim bin Hamad Al-Thani and the valuable partnership with the United Nations which paved the way for this award, noting that fighting corruption is a global goal that requires concerted efforts. He added that fighting corruption may have a political cost, but the cost of ignoring it is much greater.

HE Executive Director of the United Nations Office on Drugs and Crime (UNODC) Dr. Ghada Waly said that corruption is a betrayal of the public trust and a theft of the resources from the people who need them most.

“In the midst of the coronavirus pandemic, and the worst economic crisis in a century, we need trust in institutions and accountability in public spending more than ever,” Dr. Ghada added.

“We need role models who help enhance integrity and transparency,” she stressed, expressing the gratitude of the UNODC to the State of Qatar for establishing the Anti-Corruption Excellence Award.

UN Assistant Secretary-General for Rule of Law and Security Institutions Alexandre Zouev delivered a speech during the honoring ceremony, in which he praised the State of Qatar – the Amir and the Government – and the Rule of Law and Anti-Corruption Center in Doha.

HE said that corruption is draining resources from government budgets, frustrating the results of judicial procedures and feeding criminal and extremist networks, noting that corruption is present in all countries and is not limited to fragile states, however, the effect it creates may be more destructive in resource-hungry countries that are still working to develop their good governance system.

He underlined that corruption constitute an obstacle to lasting peace in conflict-hit societies, therefore combating it becomes more important during the current emergency condition due to the coronavirus pandemic, given the competition among community members to obtain personal protective equipment and access to health care and vaccinations.

Meanwhile, HE UN Special Advocate on the Prevention of Corruption and Chairman of the Board of Trustees of the Rule of Law and Anti-Corruption Center (ROLACC) Dr. Ali bin Fetais Al Marri delivered a speech saying that choosing a country to organize the honoring ceremony of the Award is not random, rather studied in all respects.

HE said that Tunisia was chosen due to its history in fighting corruption, stressing that Tunisia is capable at the present time, just as it was, to push the Arab world towards more transparency and fighting corruption.

HE President of the National Anti-Corruption Authority (INLUCC) of Tunisia Judge Imed Boukhris also delivered a speech noting that Tunisia, which ratified the United Nations Convention against Corruption, sees this day as a confirmation of its firm determination to tackle corruption with all available means and capabilities.

He said that corruption is an epidemic that causes social diseases, impedes development, threatens political stability and social peace, and cultivates feelings of inequality among citizens. Therefore, all peoples and organizations have an important role in fighting corruption in order to safeguard the national sovereignty.

The monument of the 5th edition of Sheikh Tamim Bin Hamad Al-Thani Anti-Corruption Excellence Award was unveiled during the honoring ceremony. The monument, which appears in the form of a steel hand and exceeds 12 meters in height, symbolizes all countries of the world joining together to fight corruption. It is a group of multiple engineering formations that represent all countries joining together in one hand capable of preventing corruption, while the voids represent transparency in the work.

The award ceremony of Sheikh Tamim Bin Hamad Al-Thani Anti-Corruption Excellence Award marks the culmination of its fifth year of excellence and international presence. This Award is based on the State of Qatar’s belief in the necessity of serious work to combat the scourge of corruption in the world due to its grave danger to the future and progress of nations, the well-being of peoples and the provision of a decent life for them.

وفاز بالجائزة هذا العام كل من الدكتور آدام جرايكار من /أستراليا/ والدكتور مايكل ليفاي من المملكة المتحدة في مجال البحث والمواد التعليمية الأكاديمية، ومنظمة /أو إن جي تولتسوا/ غير الحكومية من مدغشقر، ومركز دراسة الديمقراطية من بلغاريا، في مجال إبداع الشباب وتفاعلهم، والسيد رياض قبيسي من/ لبنان/، ومعهد المرصد السياسي والاجتماعي والبيئي من البرازيل، في مجال الابتكار، ومؤسسة /بيردانا/ للقيادة من ماليزيا، في مجال الإنجاز المتميز.

وحضر الحفل كل من سعادة الدكتور علي بن فطيس المري المحامي الخاص للأمم المتحدة لمكافحة الفساد، ورئيس مجلس أمناء مركز حكم القانون ومكافحة الفساد، وسعادة القاضي عماد بوخريص رئيس الهيئة الوطنية لمكافحة الفساد بتونس، السيد ألكسندر زويف الأمين العام المساعد لسيادة القانون والمؤسسات الأمنية، والقاضي الدكتور حاتم علي ممثل مكتب الأمم المتحدة المعني بالمخدرات والجريمة لدول الخليج العربية ،وأعضاء اللجنة العليا للجائزة ،والمجلس الاستشاري لاختيار الفائزين بها، وعدد من الضيوف الدوليين المهتمين بمجال الجائزة.

وفي كلمة مسجلة عن طريق الفيديو، توجه فخامة الرئيس قيس سعيد رئيس الجمهورية التونسية، بالشكر للمنظمين على الجهود التي بذلوها من أجل تنظيم هذا اللّقاء، متمنيا أن تتبلور أفكار جديدة لوسائل جديدة لمكافحة الفساد ومقاومة المفسدين.

وقال فخامته: “للأسف الشديد مازالت هذه الظاهرة مستمرة، تنخر مؤسسات الدّول والمجتمعات في العديد من مناطق العالم، بل وتزيد استشراءً يومًا بعد يوم. ولقد عمَّ الفساد الكثير من الدول، بل إن شبكات الفساد مرتبطة بعضها ببعض في عديد أنحاء العالم. لقد وُضعت النّصوص وتعددت المؤسسات، ولكن لم تحقّق في الكثير من الحالات الأهداف التي أُنشئت من أجلها، ولم تحقّق مقاصدها النبيلة”.

وأشار إلى أن من بين أسباب انتشار الفساد، توزيع الثروات توزيعا غير عادل، وغياب العدل والإنصاف ، مضيفا أنه لا مجال لمقاومة الفساد إلا بقضاءٍ ناجزٍ ومستقلٍ، فبدونه لا يمكن لأحد أن يفرض احترام القانون.

من جانبه أثنى فخامة الرئيس بول كاغامي رئيس جمهورية رواندا، في كلمة مسجلة عبر الفيديو، على دور حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى والشراكة القيمة مع الأمم المتحدة مما مهد لهذه الجائزة ، مشيرا إلى أن مكافحة الفساد تشكل هدفا عالميا يتطلب تضافر الجهود ، مضيفا أنه قد تكون لمكافحة الفساد تكلفة سياسية، ولكن تكلفة التغاضي عنه أكبر بكثير.

من ناحيتها، أشارت سعادة الدكتورة غادة والي المدير التنفيذي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة /في كلمة مسجلة/ إلى أن “الفساد يخون الثقة العامة ويسرق الموارد من الأشخاص الذين هم في أمس الحاجة إليها”.

وأضافت “أنه في خضم جائحة كورونا، وأسوء أزمة اقتصادية منذ قرن نحتاج إلى الثقة في المؤسسات والمساءلة في الإنفاق العام أكثر من أي وقت مضى”.

وقالت : “نحتاج إلى أشخاص قدوة يساعدون على تعزيز النزاهة والشفافية”، معربة عن امتنان مكتب الأمم المتحدة المعني بالمخدرات لدولة قطر لإنشائها لجوائز التميز في مكافحة الفساد.

كما ألقى سعادة السيد ألكسندر زويف الأمين العام المساعد لسيادة القانون والمؤسسات الأمنية، كلمة خلال حفل تكريم الفائزين بـ/جائزة الشيخ تميم بن حمد آل ثاني الدولية للتميز في مكافحة الفساد/ أشاد فيها بدولة قطر، أميرا وحكومة، وبمركز حكم القانون ومكافحة الفساد بالدوحة.

وقال سعادته ، إن الفساد بات يستنزف الموارد من الميزانيات الحكومية، ويحبط نتائج الإجراءات القضائية ويغذي الشبكات الإجرامية والمتطرفة ، لافتا إلى أن: “الفساد لا يقتصر على الدول الهشة بل هو موجود في كل الدول، ولكن التأثير الذي يخلقه ربما يكون أشد تدميرا في البلدان المتعطشة للموارد والتي لاتزال تعمل على تطوير نظام الحكم الرشيد فيها”.

كما أكد أن الفساد يشكل عقبة أمام السلام الدائم في المجتمعات التي نشبت فيها صراعات، لذلك فإن مكافحته تكتسب أهمية أكبر أثناء حالة الطوارئ الحالية في ظل جائحة /كورونا/ بسبب تنافس أفراد المجتمع على الحصول على معدات الوقاية الشخصية، والحصول على الرعاية الصحية واللقاحات .

وبدوره، ألقى سعادة الدكتور علي بن فطيس المري المحامي الخاص للأمم المتحدة لمكافحة الفساد ورئيس مجلس أمناء مركز حكم القانون ومكافحة الفساد، كلمة أشار فيها إلى ان اختيار بلد ما لتنظيم حفل تكريم الفائزين بالجائزة فيه لا يتم بصورة عشوائية، وإنما يكون مدروسا من كل الجوانب.

وقال إن اختيار تونس جاء نظرا لتاريخها في مكافحة الفساد، فتونس قادرة في الوقت الحالي كما كانت على دفع العالم العربي إلى مزيد من الشفافية ومحاربة الفساد.

كما ألقى سعادة القاضي عماد بوخريص رئيس الهيئة الوطنية لمكافحة الفساد في تونس كلمة أوضح فيها أن تونس التي صادقت على اتفاقية الأمم المتحدة لمكافحة الفساد، ترى في هذا اليوم تأكيدا على عزمها الراسخ على التصدي للفساد بكل الإمكانيات والوسائل المتاحة.

وقال “إن الفساد في معناه الموسع وباء يسبب أمراضا اجتماعية ويعرقل التنمية ويهدد الاستقرار السياسي والسلم الاجتماعي ويزرع الشعور لدى المواطنين بعدم المساواة، لذا فإن كافة الشعوب والمنظمات لها دور هام في مكافحة الفساد، صونا للسيادة الوطنية”، مضيفا أن المجهود الوطني والدولي لا يمكن أن يتجلى إلا بالفعل الذي يتطلب إرادة سياسية وبالسرعة المطلوبة لتتبع أباطرة الفساد ومكافحة ظاهرة الإفلات من العقاب.

وشهدت فعاليات الحفل إزاحة الستار عن النسخة الخامسة من نصب “جائزة الشيخ تميم بن حمد آل ثاني الدولية للتميز في مكافحة الفساد”.

ويرمز النصب الذي يظهر على شكل يد فولاذية، ويتجاوز ارتفاعه 12 مترا، إلى تكاتف جميع دول العالم يداً واحدة من أجل مكافحة الفساد، فهو عبارة عن مجموعة من التكوينات الهندسية المتعددة التي تمثل الدول مجتمعة لتكون يدا قادرة على منع الفساد، كما تمثل الفراغات الشفافية في العمل.

ويأتي حفل توزيع جائزة الشيخ تميم بن حمد آل ثاني الدولية للتميز في مكافحة الفساد، تتويجا لعامها الخامس من التميز والحضور الدولي.

وجاءت هذه الجائزة انطلاقا من إيمان دولة قطر بضرورة العمل الجاد لمكافحة آفة الفساد في العالم لما تمثله من خطورة بالغة على مستقبل الأمم وتقدمها ورفاهية الشعوب وتوفير الحياة الكريمة لهم.
