Qatar Renews Solidarity and Support of Afghan People

Doha: The State of Qatar renewed Friday its continued solidarity with and support of the Afghan people in reaching national accord, and comprehensive and sustainable peace that regains the security and the stability the people deserve in order to guarantee honorable living following decades of fighting.

This came during the statement of the State of Qatar given by HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani, during a Security Council high-level virtual Arria-formula meeting on what the Security Council could do to advance the peace process in Afghanistan. The meeting was organized via video conference by Estonia, Germany, Indonesia in partnership with the State of Qatar, Finland, Norway, and Afghanistan.

HE the Minister of Foreign Affairs stressed the strength of ties between the State of Qatar and the Islamic Republic of Afghanistan, noting that the State of Qatar regards itself an international partner that is committed to supporting Afghanistan’s journey towards stability, peace, and prosperity.

His Excellency stressed that the State of Qatar maintains its firm position in supporting Afghanistan in regaining peace and security, which is a main component of Qatar’s foreign policy as the country has strived on providing support to enhance peace and security regionally and internationally, in addition to enhancing the settlement of disputes through diplomatic means.

His Excellency praised the efforts made by HE President of the Islamic Republic of Afghanistan Dr. Mohammad Ashraf Ghani to enhance state institutions, improve security, and pursue development in Afghanistan. His Excellency thanked countries partnering with the State of Qatar for this importing meeting that comes at a pivotal moment in Afghan history in light of the peace negotiations taking place. His Excellency said these efforts were crowned with a peace agreement between the US and Taliban that was signed in Doha on Feb. 29 of last year, which was described by the UN Security Council in resolution no. 2513 (2020) as an important step towards ending the war and starting negotiations between Afghan parties.

HE the Deputy Prime Minister added that, despite the extraordinary circumstances imposed by the COVID-19 pandemic this year, the Qatari efforts continued and managed to help broker a cease fire in Eid Al Fitr and Eid Al Adha, in addition to the successful completion of an exchange of prisoners by the Islamic Republic of Afghanistan and the Taliban Movement, as part of the agreement signed in Doha on Feb. 29.

His Excellency said that these successes were a result of the State of Qatar’s real commitment to peace and security in Afghanistan with no agendas. His Excellency also noted that the peace agreement between the US and the Taliban Movement acted as an extra motivation to bring together the Afghan parties to the negotiations table. His Excellency added that the State of Qatar hosted in Sept. 12 Afghan peace talks, after which members of the Security Council issued a press statement thanking the State of Qatar for facilitating those talks. His Excellency highlighted the important role of the Security Council in supporting mediation as a successful tool for achieving peace.

HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that the State of Qatar looks forward to the Afghan peace negotiations resulting in a comprehensive political settlement in Afghanistan that brings an end to violence and paves the way to unleashing the potential of the Afghan people and realizes their aspirations for sustainable peace, stability, progress, and prosperity. His Excellency stressed that this cannot happen without guaranteeing the rights and ensuring the active participation of all segments of the Afghan people, including women, girls, youth, and minorities.

His Excellency added that it was a pleasure to cooperate with members of the Security Council in supporting the Afghan Peace talks, along with countries like the Federal Republic of Germany, which partnered with Qatar in holding the intra-Afghan talks in Doha in July of 2019. The talks saw the participation of different segments of the Afghan society as well as political parties, civil society, and a strong participation from women.

His Excellency acknowledged that the Afghan people are the most capable of understanding the different aspects of the Afghan crisis and their interest, stressing that the peace process is led and controlled only by the Afghan party, with friends only looking to support that process. His Excellency then called on all Afghan parties to prioritize national interests and work towards building trust and accepting differences in order to advance citizenship rights to all of the Afghan people. His Excellency also stressed that the Security Council has a responsibility to support the Afghan peace process, and to create a suitable environment to ensure its success through the UN mission in Afghanistan and by supporting the current mediation and diplomatic efforts.

HE the Deputy Prime Minister noted that the Afghan people have made great progress in the fields of social development, freedoms, human rights, and democracy over the past two decades. His Excellency said that Afghanistan today is facing a critical stage that requires maintaining those gains and building on them. His Excellency added that the international community must provide the necessary support for Afghanistan in the humanitarian and developmental fields, in addition to providing expertise and other forms of support.

HE the Deputy Prime Minister and Minister of Foreign Affairs concluded by expressing hope that the 2020 Afghanistan conference set to take place next week will achieve its goal, praising the efforts of United Nations Assistance Mission in Afghanistan (UNAMA), and stressing Qatar’s continued support to it.

الدوحة: جددت دولة قطر التأكيد على تضامنها، واستمرار دعمها للشعب الأفغاني لترسيخ الوفاق الوطني وتحقيق اتفاق سلام شامل ومستدام يعيد له الأمن والاستقرار الذي يستحقه لضمان عيشه في حياة كريمة بعد معاناته لعقود طويلة من القتال .

جاء ذلك في بيان دولة قطر الذي أدلى به سعادة الشيخ محمد بن عبد الرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية، خلال الاجتماع الافتراضي رفيع المستوى لمجلس الأمن بصيغة آريا، بعنوان: “ما الذي يمكن لمجلس الأمن فعله لدعم عملية السلام في أفغانستان؟”، الذي تنظمه إستونيا وألمانيا وإندونيسيا، بالاشتراك مع دولة قطر وفنلندا والنرويج وأفغانستان، عبر الاتصال المرئي.

وأكد سعادة الشيخ محمد بن عبد الرحمن آل ثاني ،على متانة العلاقة بين دولة قطر وجمهورية أفغانستان الإسلامية، مشيرا إلى أن دولة قطر تعتبر نفسها شريكًا دوليًا حريصًا على القيام بكل ما يمكن لدعم مسيرة أفغانستان نحو الاستقرار والأمن والبناء والازدهار .

وشدد على أن موقف دولة قطر الثابت في الوقوف إلى جانب أفغانستان في استعادة الأمن والسلام هو جزء من سياستها الخارجية الراسخة التي دأبت على تقديم الدعم لتحقيق السلم والأمن والتنمية على المستويين الإقليمي والدولي، وتعزيز تسوية المنازعات بالسبل الدبلوماسية والطرق السلمية التي تأتي في مقدمتها الوساطة التي نجحت من خلالها في تحقيق إنجازات هامة بالتعاون مع شركائها الدوليين.

وأشاد سعادته، بالجهود الكبيرة التي تُبذل بقيادة فخامة الدكتور محمد أشرف غني، رئيس جمهورية أفغانستان الإسلامية، لتعزيز مؤسسات الدولة وتحسين الأمن والتنمية في جمهورية أفغانستان، وتوجه بالشكر للدول التي تتشارك معها دولة قطر في رعاية هذا الاجتماع الهام، الذي يأتي في مرحلة محورية من تاريخ أفغانستان في ظل استمرار مفاوضات عملية السلام الأفغانية.

وقال إن تلك الجهود تكلَّلَت في الفترة الماضية بإبرام اتفاق سلام بين الولايات المتحدة وحركة طالبان في الدوحة في 29 فبراير الماضي، الذي وصفه مجلس الأمن في قراره رقم 2513 (2020)، بأنه “خطوة هامة نحو إنهاء الحرب وفتح الباب أمام المفاوضات بين الأطراف الأفغانية”.

وأضاف: “على الرغم من الظروف الاستثنائية التي فرضتها جائحة فيروس (كوفيد-19) هذا العام، فقد استمرت الجهود القطرية، وتمكّنت من وقف إطلاق النار في عيدي الفطر والأضحى المباركين، وكذلك إنجاح عملية تبادل الأسرى بين جمهورية أفغانستان الإسلامية وحركة طالبان نتيجةً للاتفاق الذي تم في الدوحة بتاريخ 29 فبراير الماضي.

وقال سعادة نائب رئيس مجلس الوزراء وزير الخارجية: “لا شك أن تلك النجاحات قد تحققت نتيجة الرغبة الصادقة لدولة قطر في تحقيق السلام والاستقرار في أفغانستان بدون أية أجندات أو مصالح خاصة وأشير إلى أن ذلك النهج لا يعود بالنفع فقط على الأطراف المعنية بل ينعكس إيجابًا بشكل أوسع على السلم والأمن الإقليميين والدوليين”.

ولفت سعادته إلى أن اتفاق السلام الذي تم بين الولايات المتحدة الأمريكية وحركة طالبان، شكل دافعًا إضافيًا لبذل المزيد من الجهد لجمع الأطراف الأفغانية على طاولة الحوار.

وأضاف: “استمرارًا للمساعي القطرية ووفاء بدور الوسيط الذي تقوم به فقد استضافت الدوحة بتاريخ 12 سبتمبر الماضي مفاوضات السلام الأفغانية والتي وجه أعضاء مجلس الأمن من خلال بيان صحفي الشكر إلى دولة قطر على تيسير إجراء هذه المفاوضات”، ونوه إلى أهمية الدور الفعال لمجلس الأمن في دعم الوساطة بوصفها أداةً ناجعة لتحقيق السلام.

وقال سعادة الشيخ محمد بن عبد الرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية : “إننا نتطلع إلى أن تؤدي مفاوضات السلام الأفغانية إلى تحقيق التسوية السياسية الشاملة المرجوة في أفغانستان، وأن تضع حدًا لحالة العنف وتمهد الطريق لإطلاق طاقات الشعب الأفغاني، وتلبية طموحاته في السلام والاستقرار الدائمين والازدهار والتقدم، ولن يتحقق ذلك بدون ضمان الحقوق والمشاركة الفاعلة لجميع فئات الشعب الأفغاني، بمن فيهم النساء والفتيات والشباب والأقليات”.

وأكد سعادته أن دولة قطر تُثَمِنُ الدورَ الهام الذي يؤديه شركاء أفغانستان الدوليون والإقليميون.

وأضاف: “لقد كان من دواعي سرورنا أن نتعاون من أجل دعم محادثات السلام الأفغانية مع أعضاء مجلس الأمن، ودول صديقة مثل جمهورية ألمانيا الاتحادية، التي عقدنا بالشراكة معها مؤتمر الحوار الأفغاني- الأفغاني في الدوحة في شهر يوليو 2019، وقد شهد ذلك المؤتمر مشاركة ممثلين عن مختلف الأطياف الأفغانية والأحزاب السياسية والمجتمع المدني ومشاركة نسائية متميزة.

وقال سعادته : “إننا ندرك أنه ليس هناك من هو أقدر على فهم أبعاد الأزمة الأفغانية وتداعياتها ولا تقدير مصلحة الشعب الأفغاني أكثر من الأفغان أنفسهم، فعملية السلام يقودها ويمسك زمامها الأفغان وحدهم، وما دور الأشقاء والأصدقاء إلا مساعد ومعين فقط”.

وتابع :” نحث جميع الأطراف الأفغانية على إعلاء المصلحة الوطنية فوق أي اعتبار وتعزيز الثقة بين جميع الأطراف وتَقَبُّل الاختلاف وترسيخ حق المواطنة لجميع الشعب الأفغاني، وأؤكد أن المسؤولية أولية لمجلس الأمن في صون السلم والأمن الدوليين تفرض عليه أن يتحمل مسؤوليته وأن يقوم بدعم عملية السلام في أفغانستان وتهيئة الظروف الملائمة لإنجاحها، ولا سيما من خلال دور البعثة الأممية في أفغانستان، وكذلك دعم جهود الدبلوماسية والوساطة الجارية”.

وأشار سعادة الشيخ محمد بن عبدالرحمن آل ثاني إلى أن الشعب الأفغاني حقق الكثير من التقدم في مجالات التنمية الاجتماعية والحريات وحقوق الإنسان والديمقراطية خلال العقدين الماضيين، منوها إلى أن أفغانستان تمر اليوم بمرحلة بالغة الدقة تستدعي بل تستلزم – الحفاظ على هذه المكتسبات والبناء عليها.

وأضاف: “في هذا الصدد يتعين على المجتمع الدولي تقديم كافة أوجه الدعم لأفغانستان سواءً في مجال المساعدات الإنسانية والإنمائية أو تقديم الخبرات والدعم الفني وغير ذلك من أشكال الدعم”.

ومضى سعادة الشيخ محمد بن عبد الرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية قائلا:” نعرب عن أملنا في أن يحقق مؤتمر أفغانستان 2020 المزمع عقده الأسبوع المقبل في جنيف أهدافه المنشودة، ونشيد في هذا الصدد بجهود بعثة الأمم المتحدة لتقديم المساعدة لأفغانستان (يوناما)، ونؤكد استمرار دعمنا لها”.
