NHRC Celebrates Qatar Human Rights Day and 18th Anniversary

Doha: The National Human Rights Committee (NHRC) Marked Wednesday Qatar Human Rights Day, which falls on November 11 each year and coincides with the 18th anniversary of its founding.

The NHRC celebrated the frontline volunteers and health leaderships who contributed to the work during the coronavirus (COVID-19) pandemic, in recognition and gratitude for their efforts in confronting this pandemic.

NHRC Secretary-General Mariam Abdullah Al Attiyah said the celebration of this occasion highlights the accomplishments achieved by the State of Qatar in promoting human rights, and renews the commitment to supporting the efforts towards more achievements and continuing the pace of reforms and development in the legislative system that enhances the rights of citizens and residents alike, which made Qatar take the lead in the protection and development of human rights in the region, with the testimony of the international community and many international organizations.

She underlined the keenness of the National Human Rights Committee on making this annual celebration a station for evaluating the achievements in the field of human rights, and an opportunity to support the development of the human rights system in the country through the efforts and recommendations the Committee submits through its various periodic reports to the Qatari government.

She praised the efforts of the volunteers who formed the “front line of defense” in the face of the coronavirus in the country, noting that the NHRC was keen to be present in the field, and to organize field trips to educate the citizens and residents about this disease and the importance of preserving health.

She stated that celebrating Qatar Human Rights Day represents an opportunity to emphasize the achievements has been made by a country to develop and protect human rights, especially the series of laws and legislations it has adopted to develop human rights, including laws concerned with improving work and residence conditions for expatriates. She noted the NHRC welcome of Law No. (17) of 2020 issued by HH the Amir Sheikh Tamim bin Hamad Al-Thani, regarding the minimum wage for workers and domestic workers, in addition to Decree Law No. (19) of 2020 amending the provisions of Law No. (21) of 2015 on regulating the entry, exit and residency of expatriates, considering these measures a “milestone in the history of employment in the region, so that the State of Qatar takes the lead in adopting the non-discriminatory minimum wage in the region.

She added that these decisions are a true indication that the State of Qatar is proceeding steadily towards preserving the rights of workers and taking care of them in line with its international, regional and national commitments. In addition, these decisions and reforms come in the context of improving the living conditions of workers in the State of Qatar, showing respect and promoting the basic principles of human rights.

She indicated that the hierarchy of reforms undertaken by the State have had a significant impact in reducing workers’ rights violations, noting Qatar’s accession to many international agreements and conventions, including accession to the International Covenant on Civil and Political Rights and the International Covenant on Economic and Social Rights, which reflected positively on Qatar’s national strategies, policies and laws, most notably Qatar National Vision 2030, which included a package of reforms based on human rights. In addition, the State adopted a policy of gradual transition from a caring approach based on providing social services that guarantee the rights of the citizens to an enabling approach that stimulates active citizenship and popular participation.

NHRC Secretary-General Mariam Abdullah Al Attiyah reiterated that the State of Qatar has become a pioneering country in human rights in a short time, and this is reflected through the implementation of its international obligations and its firm positions on regional human rights issues, noting that the Universal Periodic Review Working Group of the Human Rights Council praised the rule of law that distinguishes the State and the steady presence of its institutions that preserve human rights.

الدوحة: احتفلت اللجنة الوطنية لحقوق الإنسان، باليوم القطري لحقوق الإنسان، الذي يوافق 11 نوفمبر من كل عام، ويتزامن مع الذكرى الثامنة عشرة لتأسيسها، حيث قامت بالاحتفاء بمتطوعي الخطوط الأمامية والقيادات الصحية الذين ساهموا في العمل خلال جائحة كورونا /كوفيد-19/ اعترافا وعرفانا بجهودهم في مجابهة هذه الجائحة التي ضربت كافة مناطق العالم.

واعتبرت السيدة مريم عبدالله العطية، الأمين العام للجنة الوطنية لحقوق الإنسان، الاحتفال بهذه المناسبة اليوم تأكيدا للاعتزاز بالإنجازات التي حققتها دولة قطر في تعزيز حقوق الإنسان، وتجديدا للالتزام بدعم جهود تحقيق مزيد من الإنجازات ومواصلة وتيرة الإصلاحات والتطور التي تشهدها المنظومة التشريعية المعززة لحقوق المواطنين والمقيمين على حد سواء، مما جعل قطر تتبوأ الصدارة في حماية وتطوير حقوق الإنسان بالمنطقة، بشهادة المجتمع الدولي والعديد من المنظمات الدولية.

وأكدت على حرص اللجنة الوطنية لحقوق الإنسان على أن يكون هذا الاحتفال السنوي محطة لتقييم الإنجازات في مجال حقوق الإنسان، وفرصة لدعم تطوير منظومة حقوق الإنسان في الدولة من خلال الجهود والتوصيات التي ترفعها عبر مختلف تقاريرها الدورية للحكومة القطرية، منوهة بجهود المتطوعين الذين شكلوا “خط الدفاع الأمامي” في مواجهة فيروس كورونا في البلاد.

وأثنت على الجهود التي بذلها المتطوعون و”جنود الخفاء” وغيرهم، ممن تقدموا الصفوف الأمامية في مجابهة فيروس كورونا، لافتة إلى أن اللجنة الوطنية لحقوق الإنسان حرصت بدورها على التواجد في الميدان، وتنظيم جولات ميدانية لتوعية وتحسيس المواطنين والمقيمين بهذا المرض، وبأهمية الحفاظ على الصحة باعتبار الحق في الصحة والحياة من أهم حقوق الإنسان المنصوص عليها في القوانين والتشريعات القطرية والدولية.

كما لفتت السيدة مريم عبدالله العطية إلى أن “الاحتفال باليوم القطري لحقوق الإنسان هو فرصة للتأكيد على الإنجازات التي حققتها دولة وما تزال- لتطوير وحماية حقوق الإنسان، لا سيما سلسلة القوانين والتشريعات التي اتخذتها لتطوير حقوق الإنسان، بما في ذلك القوانين التي تعنى بتحسين ظروف عمل وإقامة الوافدين”، مشيرة إلى ترحيب اللجنة الوطنية لحقوق الإنسان في وقت سابق بإصدار القانون رقم (17) لسنة 2020 الذي أصدره حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى بشأن تحديد الحد الأدنى لأجور العمال والمستخدمين في المنازل، إلى جانب المرسوم بقانون رقم (19) لسنة 2020 بتعديل أحكام القانون رقم (21) لسنة 2015 بتنظيم دخول وخروج الوافدين وإقامتهم، معتبرة هذه الاجراءات “علامة فارقة في تاريخ واقع العمالة في المنطقة، لتكون دولة قطر صاحبة السبق باعتماد الحد الأدنى غير التمييزي للأجور في المنطقة”.

وقالت، في السياق ذاته، “تلك القرارات مؤشر حقيقي يؤكد على أن دولة قطر تمضي بخطى ثابتة نحو الحفاظ على حقوق العمال ورعايتهم بما يتوافق مع تعهداتها الدولية والإقليمية والوطنية، إلى جانب أنها تأتي في سياق الارتقاء بالأوضاع المعيشية للعمالة في دولة قطر”، مضيفة أن “تلك الإصلاحات التي تقوم بها الدولة تأتي أيضا من باب الاحترام والتعزيز للمبادئ الأساسية لحقوق الإنسان”.

وأوضحت أن “تراتبية الإصلاحات التي أجرتها الدولة كان لها الأثر الكبير في الحد من انتهاكات حقوق العمال”، مشيرة إلى “انضمام دولة قطر إلى عديد الاتفاقيات والمواثيق الدولية، ومن بينها الانضمام إلى العهد الدولي للحقوق المدنية والسياسية والعهد الدولي للحقوق الاقتصادية والاجتماعية ما انعكس ايجابا على الاستراتيجيات والسياسات والقوانين الوطنية لدولة قطر، وأبرزها رؤية قطر الوطنية 2030، التي انطوت على حزمة من الاصلاحات المبنية على حقوق الانسان، بل تم تبني سياسة الانتقال التدريجي من نهج رعائي يقوم على تقديم الخدمات الاجتماعية التي تضمن للمواطنين حقوقهم إلى نهج تمكيني يحفز على المواطنة الفاعلة والمشاركة الشعبية”.

وشددت السيدة مريم عبدالله العطية، الأمين العام للجنة الوطنية لحقوق الإنسان، على أن “دولة قطر أصبحت في وقت قصير دولة رائدة في حقوق الانسان، ويتجسد ذلك من خلال تنفيذ التزاماتها الدولية ومواقفها الثابتة إزاء القضايا الحقوقية الاقليمية، حيث أثنى الفريق العامل المعني بالاستعراض الدوري الشامل التابع لمجلس حقوق الانسان على سيادة القانون التي تميزها، وتثمين التواجد المطرد للمؤسسات التي تحافظ على حقوق الانسان فيها” .
