Ministry: 5 or less workers can live in family areas

Doha: Mr. Ahmed Al-Emadi, Assistant Director of the Legal Affairs Department at the Ministry of Municipality and Environment said: The definition of a worker description may apply to a teacher, doctor or engineer if these professions work for private establishments that are subject to the labor law, as it applies to non-professional professions, and added in an interview with TV Diameter:

Law No. 15 of 2010 has been issued and the Qatari legislator has paid special attention to the segment of workers, and this law seeks to achieve 3 main objectives: social, in preventing workers ‘gatherings or what are considered to be gatherings within families’ housing areas, and the second economic, as it has been noticed recently that there is pressure on family housing areas in particular. If it contains divided housing and where a number of workers live, specifically on public services such as water, electricity and cleaning,
And the third is a health goal, and it was defined in the Minister of Municipality and Environment Resolution No. 105 of 2020 that the number of workers in workers’ housing areas should not exceed 5 workers.

These three objectives have combined in the legislative system, whether the law on workers’ gatherings in the areas of family residence or in the decision of the Minister of Municipality and Environment for the year 2020.

الدوحة: قال السيد أحمد العمادي مساعد مدير إدارة الشؤون القانونية في وزارة البلدية والبيئة: إنّ تعريف وصف العامل قد ينطبق على المدرس أو الطبيب أو المهندس إذا كانت هذه المهن يعملون لدى منشآت خاصة تخضع لقانون العمل، كما ينطبق على المهن غير الاحترافية، وأضاف في لقاء مع تلفزيون قطر: لقد صدر القانون رقم 15 لسنة 2010 وأولى المشرع القطري اهتماماً خاصاً لشريحة العمال، وهذا القانون يسعى لتحقيق 3 أهداف رئيسية هي: اجتماعي في منع تجمعات العمال أو ما يعد تجمعات داخل مناطق سكن العائلات، والثاني اقتصادي حيث لوحظ مؤخراً وجود ضغط على مناطق سكن العائلات خصوصاً إذا كانت فيها مساكن مقسمة ويقطنها عدد من العمال وتحديداً على الخدمات العامة مثل الماء والكهرباء والنظافة، والثالث هو هدف صحي وقد تمّ تحديده في قرار وزير البلدية والبيئة رقم 105 لسنة 2020 بألا يتجاوز عدد العمال في مناطق سكن العمال أكثر من 5 عمال.

وقد اجتمعت هذه الأهداف الثلاثة في المنظومة التشريعية سواء قانون تجمعات العمال في مناطق سكن العائلات أو في قرار وزير البلدية والبيئة لسنة 2020.
