The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the Cabinet’s regular meeting held at its seat at the Amiri Diwan.

Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said the following statement:

At the beginning of the meeting, the cabinet welcomed the peace agreement signed between the Sudanese government, Sudan Revolutionary Front, and armed groups members of the peace process that was signed Saturday in South Sudan capital Juba, with the participation of the State of Qatar.

The cabinet stressed that the agreement was a great achievement that could help the Republic of Sudan achieve stability, peace, and enhance national unity among the Sudanese people. The cabinet added that the agreement could also help focus the country’s resources towards development and rebuilding what wars destroyed, calling on the remaining armed groups to join the peace process.

The cabinet also praised the efforts of the Republic of South Sudan in reaching this agreement, stressing the State of Qatar’s firm position of supporting the unity and sovereignty of Sudan.

The cabinet was briefed by HE Minister of Public Health on the latest developments in the efforts to contain the spread of the Coronavirus (COVID-19). The cabinet stressed on the importance of precautionary measures in combatting the epidemic.

Afterwards, the cabinet looked into the subjects on its agenda as follows:

First – Approving:

1- A draft law by the Minister of Education and Higher Education on forming a committee for schools’ affairs. The committee will be charged with the authorities mentioned in law no.32 of 2019 on staff regulations for schools. These authorities include choosing school principals, suggesting the allocation of new schools and their names in line with geographic and populations needs, suggesting the plans required to develop education, following up on their implementation, examining the structure of schools and giving their opinion on it.

2- A draft decision by the Minister of Education and Higher Education on forming a committee for school employees. The committee is charged with the authorities mentioned in law no.32 of 2019 on staff regulations for schools. These authorities include suggesting plans to improve the efficiency of employees.

Second – Approving a Memorandum of Understanding (MoU) in the field of diplomatic training signed between the Ministry of Foreign Affairs’ Diplomatic Institute in the State of Qatar, and the diplomatic institute of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova.

Third – The cabinet reviewed the results of the 106th session of the Economic and Social Council of the Arab League that took place on September 3 of 2020 via videoconference, and took the appropriate decisions regarding it.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري .

وعقب الاجتماع، أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع، رحب مجلس الوزراء بالتوقيع النهائي لاتفاق السلام بين الحكومة السودانية والجبهة الثورية وأطراف عملية السلام من حركات الكفاح المسلح، والذي تم يوم /السبت/ الماضي، في مدينة /جوبا/ عاصمة جمهورية جنوب السودان، بمشاركة دولة قطر.

وأكد المجلس أن الاتفاق يعتبر إنجازا كبيرا من شأنه فتح آفاق واسعة أمام جمهورية السودان الشقيقة، لتحقيق الاستقرار وترسيخ السلام وتعزيز الوحدة الوطنية بين أبناء الشعب السوداني، وتسخير طاقاتهم وموارد بلادهم من أجل التنمية والبناء وإعادة إعمار ما دمرته الحروب. ودعا بقية أطراف النزاع للمسارعة في الانضمام إلى عملية السلام.

وأشاد المجلس بجهود جمهورية جنوب السودان والتي أثمرت في التوصل إلى هذا الاتفاق، مؤكدا موقف دولة قطر الثابت والداعم لوحدة واستقرار وسيادة السودان، وكل ما فيه الخير لشعبه.

وبعد ذلك استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

ثم نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولا – الموافقة على :

1- مشروع قرار وزير التعليم والتعليم العالي بتشكيل لجنة شؤون المدارس.

وتختص هذه اللجنة بمباشرة الاختصاصات المنصوص عليها في النظام الوظيفي لموظفي المدارس الصادر بقرار مجلس الوزراء رقم /32/ لسنة 2019، ومن بين اختصاصاتها الأخرى اختصاصها بكافة الأمور المتعلقة باختيار مديري المدارس، واقتراح تخصيص المدارس وتحديد مسمياتها، وفقا لمتطلبات التوزيع الجغرافي والكثافة السكانية والاحتياجات التعليمية، واقتراح الخطط اللازمة لتطوير التعليم التخصصي والفني والمدارس المتخصصة وتحديث مناهجها الدراسية، ومتابعة تنفيذها، ودراسة الهيكل التنظيمي والوظيفي للمدارس وإبداء الرأي بشأنه.

2- مشروع قرار وزير التعليم والتعليم العالي بتشكيل لجنة موظفي المدارس.

وتختص هذه اللجنة بمباشرة الاختصاصات المنصوص عليها في النظام الوظيفي لموظفي المدارس الصادر بقرار مجلس الوزراء رقم /32/ لسنة 2019، ومن بين اختصاصاتها الأخرى اقتراح الخطط التي تكفل رفع كفاءة وفعالية أداء الموظفين.

ثانيا – الموافقة على مشروع مذكرة تفاهم للتعاون في مجال التدريب الدبلوماسي بين المعهد الدبلوماسي التابع لوزارة الخارجية في دولة قطر والمعهد الدبلوماسي التابع لوزارة الخارجية والتكامل الأوروبي في جمهورية مولدوفا.

ثالثا – استعرض مجلس الوزراء نتائج الدورة /106/ للمجلس الاقتصادي والاجتماعي لجامعة الدول العربية، والتي عقدت بتاريخ 3 / 9/ 2020 عبر تقنية الاتصال المرئي، واتخذ بشأنها القرار المناسب.
