Cabinet: Amending decision to reduce the number of employees present at their workplace in private and government sectors
مجلس الوزراء: تعديل القرار بشأن تقليص عدد الموظفين المتواجدين بمقر عملهم في القطاع الخاص والحكومي
QNA – Doha:
In the third phase of its reopening and gradual lifting of COVID-19 restrictions, Qatar cabinet in its weekly meeting has decided to allow private and government offices to operate with 80% attendance in office.
The Prime Minister and Minister of Interior H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired the regular meeting held by the Council this afternoon, through video conferencing.
After the meeting, H E Dr Issa bin Saad Al-Jafali Al-Nuaimi, Minister of Justice and Acting Minister of State for Cabinet Affairs, made the following announcement:
1 – Amending the decision regarding reducing the number of employees in the government sector present at their place of work, to start, according to the need for work, not to exceed 80% of the total number of employees working in the workplace, while the rest of the employees do their work remotely from their homes, or on request, as appropriate.
2 – Amending the decision to reduce the number of workers present in the workplace in the private sector, so that no more than 80% of the total number of workers start their work from the workplace, and the rest of them start their work remotely from their homes.
3 – Amending the decision regarding stopping medical services in health facilities, so that these services are provided within 80% of the capacity of private health care facilities, while continuing to provide emergency services.
4 – Take into account that:
A – Continuation of the previous exceptions decided by the Council of Ministers in this regard.
B – Adherence to health requirements, precautionary measures and measures and controls determined by the Ministry of Public Health.
5 – The competent authorities – each in its jurisdiction – take the necessary measures in this regard.
6 – This decision will be enforced from Tuesday 28/7/2020 until further notice.
After that, the Council considered the topics on the agenda as follows:
First – Approved a draft decision of the Minister of Trade and Industry to amend some provisions of Resolution No. (70) for the year 2006 regarding commercial stores located in residential areas.
Second – The Cabinet reviewed the following two topics, and took the appropriate decision:
1 – The semi-annual report for the period from 10/20/2019 to 20/4/2020 for the committee regulating the ownership and use of real estate by non-Qataris.
Among the committee’s powers are to propose areas in which non-Qataris are permitted to own and use real estate, the terms and conditions of their ownership, and the benefits, incentives and facilities granted to real estate owners and users.
2- The fifth report on the work of the Coordination Committee between the agencies operating at Hamad International Airport during the period from 1/10/2019 to 3/31/2020.
Among the powers of the committee is to coordinate work between all operating bodies at Hamad International Airport, to facilitate the operations and activities of air transportation, aircraft, passengers and cargo and mail to and from the country, in accordance with the laws and regulations in force, and to provide the necessary requirements to facilitate and facilitate the work of the airport activities.

في بداية الاجتماع، استمع المجلس إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء، وفي إطار خطة الرفع التدريجي للقيود المفروضة جراء فيروس كورونا /كوفيد – 19/، قرر ما يلي :
1 – تعديل قراره الصادر بشأن تقليص عدد الموظفين في القطاع الحكومي المتواجدين بمقر عملهم، ليباشر، حسب حاجة العمل، ما لا يتجاوز 80% من العدد الإجمالي للموظفين أعمالهم في مقر العمل، بينما يباشر العدد الباقي من الموظفين أعمالهم عن بعد من منازلهم، أو عند الطلب، بحسب الأحوال.
2 – تعديل قراره بشأن تقليص عدد العاملين المتواجدين بمقر العمل بالقطاع الخاص، ليباشر ما لا يتجاوز 80% من العدد الإجمالي للعاملين أعمالهم من مقر العمل، ويباشر العدد الباقي منهم أعمالهم عن بعد من منازلهم.
3 – تعديل قراره الصادر بشأن إيقاف الخدمات الطبية في المنشآت الصحية، ليتم تقديم هذه الخدمات في حدود 80% من السعة الاستيعابية لمنشآت الرعاية الصحية الخاصة، مع الاستمرار في تقديم خدمات الطوارئ.
4 – يراعى في ذلك:
أ – استمرار العمل بالاستثناءات السابقة التي قررها مجلس الوزراء في هذا الشأن.
ب – الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية والضوابط التي تحددها وزارة الصحة العامة.
5 – تتولى الجهات المختصة – كل فيما يخصه – اتخاذ الإجراءات اللازمة في هذا الصدد.
6 – يعمل بهذا القرار اعتبارا من يوم /الثلاثاء/ الموافق 28 / 7 / 2020، وحتى إشعار آخر.
وبعد ذلك نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولا – الموافقة على مشروع قرار وزير التجارة والصناعة بتعديل بعض أحكام القرار رقم (70) لسنة 2006 بشأن المحال التجارية الواقعة في المناطق السكنية.
ثانيا – استعرض مجلس الوزراء الموضوعين التاليين، واتخذ شأنهما القرار المناسب:
1 – التقرير نصف السنوي عن الفترة من 20 / 10 / 2019 إلى 20 / 4/ 2020 للجنة تنظيم تملك غير القطريين للعقارات والانتفاع بها.
ومن بين اختصاصات اللجنة اقتراح المناطق التي يسمح فيها لغير القطريين بتملك العقارات والانتفاع بها، وشروط وضوابط تملكهم، والمزايا والحوافز والتسهيلات التي تمنح لملاك العقارات والمنتفعين بها.
2 – التقرير الخامس عن أعمال لجنة التنسيق بين الجهات العاملة بمطار حمد الدولي خلال الفترة من 1 / 10/ 2019 إلى 31/ 3/ 2020.
ومن بين اختصاصات اللجنة، تنسيق العمل بين جميع الجهات العاملة بمطار حمد الدولي، لتسهيل عمليات وأنشطة النقل الجوي وحركة الطائرات والركاب والبضائع والبريد من وإلى الدولة، وذلك وفق القوانين والأنظمة المعمول بها، وتوفير المتطلبات اللازمة لتسهيل وتيسير العمل بأنشطة المطار.
