Second phase of workers’ housing inspection starts

The Ministry of Administrative Development, Labour and Social Affairs (MADLSA) has launched the second phase of inspection of workers’ accommodations at residential neighbourhoods in the Al Rayyan area.

The campaign will cover Farij Al Murra, Muaither, Old Al Rayyan, Umm Al Dum St, Al Shafi St and Muaither St. It is being conducted in coordination with the Ministry of Interior and the Ministry of Municipality and Environment.

The first phase of the campaign covered different parts of Doha, such as Najma, Mansoura, Bin Dirham, Old Salata, Al Riffa and Old Al Ghanim, in addition to market areas such as Al Asmakh Street, Abdullah Bin Thani Street, Msheireb, Doha, Freej Abdulaziz and Muntazah. Between April 22 and June 30, 430 housing units were inspected and 6,025 companies were issued related violation reports.

This inspection campaign is to implement HE the Minister of Labour and Social Affairs’ Decision No. 18 of 2014 determining the conditions and specifications for appropriate housing for workers in coordination with MoI and MME , and the healthy standards of housing regarding the number of residents and the safety of the building. MADLSA also has urged employers to transfer their workers to the different workers’ townships designated for them.

Violating houses will display notices showing the date of inspection, inspector’s number, and the details of the steps to be taken within two weeks of the inspection date, and shift the excess workers.

According to the decision, each bed should be allocated a minimum of 6sqm, while the capacity of shared rooms should be reduced and a healthy living environment should be provided. The house should be regularly supplied with sanitizers and cleaning materials and all rooms should be well-ventilated. In case of violation, the violating company shall be subject to all the related legal procedures .

بدأت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية المرحلة الثانية من الحملات التفتيشية على مساكن العمال بالأحياء السكنية في منطقة الريان (فريج المره ومعيذر والريان العتيق، وشوارع: أم الدوم وآل شافي ومعيذر)، وذلك بالتنسيق مع وزارتي الداخلية والبلدية والبيئة.

وكانت المرحلة الأولى من الحملات التفتيشية، والتي تمت خلال الفترة من 22 أبريل إلى 30 يونيو الماضيين، قد أسفرت عن التفتيش على 1430 سكناً ومخالفة 6025 شركة في جميع الأحياء والأسواق بمنطقة الدوحة.

وتأتي هذه الحملات تنفيذاً لقرار وزير العمل والشؤون الاجتماعية رقم (18) لسنة 2014 بتحديد اشتراطات ومواصفات السكن المناسب للعمال، وتهدف إلى الوقوف على مدى تطبيق اشتراطات السكن الصحية واللائقة من حيث عدد الساكنين ونظافة وسلامة المسكن.

كما تتم الحملات وفقاً لخطة منظمة من قِبل وزارة التنمية الإدارية والعمل والشؤون الاجتماعية للتأكد من مستويات المساكن وتعديل أوضاعها، وحثّ أصحاب العمل على نقل عمالهم إلى المساكن المخصصة للعمال في المدن العمالية المختلفة.

وتتمثل إجراءات الحملات في التفتيش على المساكن، ووضع ملصقات على المخالف منها مع توضيح تاريخ التفتيش ورقم المفتش والسعة الاستيعابية لكل سكن، ويتم التنبيه على المستأجرين والشركات بضرورة تعديل أوضاعهم خلال أسبوع من تاريخ التفتيش وإخلاء العدد الزائد من العمال وفق السعة الاستيعابية لكل سكن.

وتشدّد وزارة التنمية الإدارية والعمل والشؤون الاجتماعية على ضرورة الالتزام باشتراطات ومواصفات السكن المناسب للعمال وفقاً للقرار الوزاري رقم 18 لسنة 2014، والذي ينصّ على توفير بيئة صحية داخل السكن بعدم زيادة كثافة العمال داخل الغرفة المشتركة وتخصيص مساحة لكل سرير لا تقل عن 6 أمتار مربعة، وتزويد السكن بصفة دورية بالمعقمات والمنظفات المناسبة، وأن تكون جميع الغرف جيدة التهوية. وفي حال المخالفة، يتم تطبيق الإجراءات القانونية وتعرّض ملف الشركة للإيقاف.
