Action against 84 companies for violating outdoor working hours rule
إغلاق 84 موقع عمل لمخالفة تحديد ساعات العمل في الأماكن المكشوفة
QNA – Doha:
The Ministry of Administrative Development, Labour & Social Affairs, represented by the Labour Inspection Department, conducted intensive inspection campaigns to ensure that companies comply with the provisions of Ministerial Resolution No. 16 of 2007 regarding working hours in outdoor workplaces or work sites that are under direct sunlight.
The field visits by the Ministry’s inspectors to the workplaces from June 18 to July 2 resulted in reporting 84 companies for violations. These sites were closed for three days for violation of the ministerial decision, which prohibits work after 11:30 am till 03:00 pm, during the specified period from June 15 to August 31 of each year.
The decision obliges companies and institutions that have work sites under direct sunlight to set a schedule in which it sets daily working hours in accordance with the provisions of the decision, and to place it in a visible area that is easy for all workers to see, and inspectors can observe during their inspection visits to the workplace, in addition to providing air-conditioned spaces for the workers, cool water, light clothes, and allocating rest periods at different times to protect workers from the risk of heat stress.
The Ministry urged all companies from different sectors to comply with the provisions of the ministerial resolution, and forbid working in exposed/outdoor workplaces under the direct sunlight during this period.

قامت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية ممثلة في إدارة تفتيش العمل بحملات تفتيشية مكثفة خلال الأيام الماضية بغرض التأكد من التزام الشركات بتطبيق القرار الوزاري رقم (16) لسنه 2007 بشأن ساعات العمل للأعمال التي تؤدى تحت أشعة الشمس أو في الأماكن المكشوفة، وذلك خلال الفترة المحددة من 15 يونيو إلى 31 أغسطس من كل عام، على أن لا يستمر نشاط العمل بعد الساعة الحادية عشرة والنصف صباحاً، و ألا يبدأ في الفترة المسائية قبل الساعة الثالثة مساءً.
وأسفرت الزيارات الميدانية التي قام بها مفتشو الوزارة على مواقع العمل خلال الساعات التي يحظر فيها العمل في الفترة من 18 يونيو 2020 إلى 2 يوليو 2020 عن ضبط عدد (84) شركة، وتم إغلاق مواقع الشركات المخالفة لمدة ثلاثة أيام بسبب مخالفتهم للقرار الوزاري المشار إليه.
ويُلزمُ القرار الشركات والمؤسسات التي لديها مواقع عمل تحت أشعة الشمس المباشرة أن تحدد جدول يوضح فيه ساعات العمل اليومية طبقاً لأحكام هذا القرار، وأن يوضع في مكان ظاهر يَسهُل على جميع العمال الاطلاع عليه، ويستطيع مفتشو العمل ملاحظته أثناء زياراتهم التفتيشية على مكان العمل، وكذلك توفير أماكن مكيفة لراحة العمال وتوفير مياه الشركة المبردة، والملابس الخفيفة، ومنحهم فترات راحة في أوقات مختلفة لوقايتهم من خطر التعرض للإجهاد الحراري.
و تهيب وزارة التنمية الإدارية والعمل والشؤون الاجتماعية جميع الشركات في مختلف القطاعات ضرورة الالتزام بالقرار الوزاري، ومنع العمل في الأماكن المكشوفة أو تحت أشعة الشمس المباشرة خلال المدة المحددة، تجنباً للتعرض للتبعات القانونية المقررة.
