Cabinet issues a set of decisions within the gradual lifting of Coronavirus restrictions

QNA – Doha:

H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, Prime Minister and Minister of Interior, chaired the regular cabinet meeting that this afternoon through video conferencing.

The State Cabinets decided to allow 50 percent as maximum workforce at workplace in government and private sectors from July 1 under gradual lifting of restriction of COVID-19 during a regular meeting held today.

As per the new Cabinet decision private health care providers will be able to work with 60 percent capacity from July 1.

After the meeting, the cabinet decided the following:

1 – Amending the decision to reduce the number of employees present at their place of work in government sector to no more than 50% of the total number of employees, while the rest can work remotely from their homes.

2 – Amending the decision to reduce the number of workers present at the workplace in private sector, so that no more than 50% of the total number of employees work from their workplace and the rest can work remotely from their homes. 

3 – Amending the decision regarding stopping medical services in health facilities, so that private health care facilities can operate 60% of the capacity, while continuing to provide emergency services.

4 – Take into account that:

A – Continuation of the previous exceptions decided by the Council of Ministers in this regard.
B – Adherence to health requirements, precautionary measures and controls set by the Ministry of Public Health.

5 – The competent authorities take the necessary measures in this regard.

6 – This decision will be enforced from Wednesday 1/7/2020 until further notice.

After that, the Council considered the topics on the agenda as follows:

First – Taking the necessary measures to issue the following draft laws, after the cabinet reviewed the recommendations of the Shura Council on draft laws:

1-    A draft law amending some provisions of Law No. (1) for the year 1986 regarding the registration of pharmaceutical companies and their products.

2- A draft law amending some provisions of Law No. (12) of 2006 regarding the abolished Mesaieed municipality.

Second – Approved a draft cabinet decision to form the National Counter-Terrorism Committee and define its work and rewards.

The preparation of the draft resolution comes within the framework of updating legislation, and replaces Cabinet Resolution No. (7) for the year 2007 to establish the National Anti-Terrorism Committee.

The project requires that the “National Committee for Combating Terrorism” be formed of two representatives from the Ministry of Interior, one of whom will be the chairperson of the committee, and the membership of a representative from each of the Ministry of Foreign Affairs, the Public Prosecution, the State Security Agency, Qatar Central Bank, and the committee will assume the powers assigned to it in accordance with the provisions of the Anti-Law Terrorism promulgated by Law No. (27) of 2019.

Third – Approving the draft cabinet decision amending some provisions of Resolution No. (35) for the year 2014 to establish a committee for organizing heavy transport, by adding a representative from the Ministry of Municipal and Environment to the membership of the committee.

Fourth – Approval of:
A – A draft protocol amending the air transport agreement between the governments of the State of Qatar and the United States of America.

B – A draft memorandum of understanding for cooperation in the field of central banking between the Qatar Central Bank and the National Bank of the Kyrgyz Republic.

Fifth – The Cabinet reviewed the results of the second extraordinary meeting of the Committee on Trade Cooperation in the Countries of the Cooperation Council for the Arab States of the Gulf, which was held on 16/4/2020 via visual communication technology, and took the appropriate decision regarding it.

ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر اليوم عبر تقنية الاتصال المرئي.

وعقب الاجتماع، أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع، استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا (كوفيد – 19)، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء، وفي إطار خطة الرفع التدريجي للقيود المفروضة جراء فيروس كورونا (كوفيد – 19)، قرر ما يلي :

1 – تعديل قراره الصادر بشأن تقليص عدد الموظفين في القطاع الحكومي المتواجدين بمقر عملهم، ليباشر، حسب حاجة العمل، ما لا يتجاوز 50 % من العدد الإجمالي للموظفين أعمالهم في مقر العمل، بينما يباشر العدد الباقي من الموظفين أعمالهم عن بعد من منازلهم، أو عند الطلب، بحسب الأحوال.

2 – تعديل قراره بشأن تقليص عدد العاملين المتواجدين بمقر العمل بالقطاع الخاص، ليباشر ما لا يتجاوز 50% من العدد الإجمالي للعاملين أعمالهم من مقر العمل، ويباشر العدد الباقي منهم أعمالهم عن بعد من منازلهم.

3 – تعديل قراره الصادر بشأن إيقاف الخدمات الطبية في المنشآت الصحية، ليتم تقديم هذه الخدمات في حدود 60% من السعة الاستيعابية لمنشآت الرعاية الصحية الخاصة، مع الاستمرار في تقديم خدمات الطوارئ.

4 – يراعى في ذلك :

أ – استمرار العمل بالاستثناءات السابقة التي قررها مجلس الوزراء في هذا الشأن.

ب – الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية والضوابط التي تحددها وزارة الصحة العامة.

5 – تتولى الجهات المختصة – كل فيما يخصه – اتخاذ الإجراءات اللازمة في هذا الصدد.

6 – يعمل بهذا القرار اعتبارا من يوم الأربعاء الموافق 1 / 7 /2020، وحتى إشعار آخر.

وبعد ذلك نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولا – اتخاذ الإجراءات اللازمة لاستصدار مشروعات القوانين التالية، وذلك بعد أن اطلع مجلس الوزراء على توصيات مجلس الشورى حول مشروعات القوانين:

1- مشروع قانون بتعديل بعض أحكام القانون رقم (1) لسنة 1986 بشأن تسجيل شركات الأدوية ومنتجاتها.

2 – مشروع قانون بتعديل بعض أحكام القانون رقم (12) لسنة 2006 بشأن بلدية مسيعيد الملغاة.

ثانيا – الموافقة على مشروع قرار مجلس الوزراء بتشكيل اللجنة الوطنية لمكافحة الإرهاب وتحديد عملها ومكافآتها.

ويأتي إعداد مشروع القرار في إطار تحديث التشريعات، وليحل محل قرار مجلس الوزراء رقم (7) لسنة 2007 بإنشاء اللجنة الوطنية لمكافحة الإرهاب.

ويقضي المشروع بأن تشكل “اللجنة الوطنية لمكافحة الإرهاب” من ممثلين اثنين عن وزارة الداخلية، ويكون أحدهما رئيسا للجنة، وعضوية ممثل عن كل من وزارة الخارجية، النيابة العامة، جهاز أمن الدولة، مصرف قطر المركزي، وتتولى اللجنة الاختصاصات المقررة لها وفق أحكام قانون مكافحة الإرهاب الصادر بالقانون رقم (27) لسنة 2019.

ثالثا – الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم (35) لسنة 2014 بإنشاء لجنة تنظيم النقل الثقيل، بإضافة ممثل عن وزارة البلدية والبيئة إلى عضوية اللجنة.

رابعا – الموافقة على:

أ – مشروع بروتوكول بتعديل اتفاقية النقل الجوي بين حكومة دولة قطر وحكومة الولايات المتحدة الأمريكية.

ب – مشروع مذكرة تفاهم للتعاون في مجال أعمال المصارف المركزية بين مصرف قطر المركزي والبنك الوطني للجمهورية القيرغيزية.

خامسا – استعرض مجلس الوزراء نتائج الاجتماع الاستثنائي الثاني للجنة التعاون التجاري بدول مجلس التعاون لدول الخليج العربية، الذي عقد بتاريخ 16 / 4 / 2020 عبر تقنية الاتصال المرئي، واتخذ بشأنها القرار المناسب.
