HH the Amir’s Speech at the Inauguration of the 44th Session of the GCC Supreme Council

Doha: HH the Amir Sheikh Tamim bin Hamad Al-Thani bestowed his generous patronage on the inauguration of the 44th session of the Supreme Council of Their Majesties, Their Highnesses leaders and heads of delegations GCC countries, which took place at the Sheraton Doha Hotel.

HH the Amir, Chair of the session, gave a speech. Here is its transcript: In the Name of God, the Most Gracious, the Most Merciful My Fellow brothers Your Majesties and Highnesses, My Fellow brothers Your Majesties and Highnesses, Your Excellencies, May Gods peace, mercy and blessings be upon you.

I offer you a sincere fraternal greeting and welcome you, dear brothers, to your second country, Qatar, among your kinfolk.

Allow me to express my deepest thanks to my brother, HM Sultan Haitham bin Tariq, of the sisterly Sultanate of Oman, for the appreciated efforts that he made during his presidency of the previous session of the Supreme Council and his keenness to strengthen the unity of the Cooperation Council and its accomplishments.

I also thank HE the Secretary-General of the Gulf Cooperation Council, the Assistant Secretaries-General and the General Secretariat staff for their efforts in following up on the implementation of the decisions of the previous session and the good preparation for this summit. We meet today, hoping that communication and understanding among the leaders will contribute to the development and reinforcement of joint Gulf action in a way that will achieve the interests of our countries and the aspirations of our peoples, underpin the regional and international status of the Gulf Cooperation Council, provide greater opportunities for growth and prosperity, and contribute to consolidating security and stability in the region and the world.

The accelerating international and regional variables necessitate persistent consultation and coordination between us in order to address them, avoid their consequences, and support our Councils accomplishments in various economic, security, social, and other fields. I am confident that the GCC countries are capable of reaching understanding and cooperation that can also contribute to resolving some regional issues.

Your Majesties and Highnesses, Our summit convenes against the backdrop of unabated grave tragedy and unprecedented humanitarian catastrophe caused by the aggression against the brotherly Palestinian people, particularly our kinfolk in the Gaza Strip.

All religious, moral and humanitarian standards and values have been violated in occupied Palestine by means of the crimes against humanity perpetrated by the occupation forces.

It is unfortunate that, despite the disclosure of the scale of the crime, and the outbreak of public protests that took to the streets all over the world, some official circles still see the Palestinian people as ineligible for demanding a ceasefire.

It is disgraceful for the international community to allow this heinous crime to go on for nearly two months, during which a systematic and deliberate killing of innocent defenceless civilian, including women and children, continued. Entire families were removed from the civil registry. An already fragile infrastructure was targeted, cutting off supplies of electricity, water, food, fuel and medicine, and destroying hospitals, worship places, schools and vital facilities.

All of this is carried out under the pretext of self-defence, even though self-defence is inapplicable to the occupation under international law, yet this does not sanction the genocide crimes committed by Israel.
The massacres perpetrated by the occupation authorities against our brothers in the Gaza Strip deepen the feeling of injustice and international legitimacy impotence. But on the other side this tragedy reflects the steadfastness of the Palestinian people, their insistence on obtaining all their legitimate rights, and the centrality of the Palestine cause.

All these tragedies could have been spared if Israel and its supporters had come to realize the fact that the cause of the Palestinian people cannot be marginalized, besides that the age of colonialism has come to an end, security is unattainable without lasting peace, and that both security and peace are unachievable without a just solution to this cause.

People all over the world wonder about the feasibility of the international community, and whether such an entity really exist? Why did it abandon the Palestinian children? Expressions such as double standards and two sets of rules have gone viral. This means that international legitimacy might have been victimized by this barbaric war.

We reiterate our condemnation of all forms of targeting civilians regardless of their nationalities, citizenships and religions, and we stress the need to provide them with protection in accordance with the provisions of international law and international humanitarian law. We call on the United Nations to necessarily conduct an international investigation into the massacres committed by the Israeli occupation authorities against the Palestinian people.

Your Majesties and Highnesses, Based on our firm belief in humanitarian action, resolving disputes through peaceful means, as well as our duty towards our Ummah, and by the grace and aid of God Almighty, the mediation efforts of the State of Qatar have culminated in concluding a pause in the Gaza Strip, releasing some prisoners and detainees from both the Palestinian and Israeli sides, and delivering urgent humanitarian aid. We continue to work on extending or renewing it, to alleviate the burden on our kinfolk in the Gaza Strip. But pauses cannot replace a comprehensive cease-fire.

I reiterate my thanks here to the sisterly Arab Republic of Egypt and the United States of America for their close cooperation with us to reach and implement these pauses. We will make every effort, in cooperation with our international and regional partners, to convert them into a comprehensive cessation of Israeli aggression against the Palestinian people all over the Palestinian territories.

Your Majesties and Highnesses, The conflict in Palestine is neither a religious nor an issue of terrorism or war on terror, but rather, fundamentally, a national issue, an issue of conflict between the Israeli occupation and the Palestinian people who are reeling under occupation. It is an issue of settler colonialism that refuses to integrate into the region by reaching a compromise solution -a relatively fair solution with the indigenous people.

Therefore, the challenge does not lie in resolving the “Gaza issue,” as if it is a separate issue, or an Israeli security issue requiring security arrangements subjugating the Gaza Strip to its imperatives, but rather lies in ending the occupation and resolving the issue of the Palestinian people.

From this standpoint, we call on the Security Council, especially its permanent members, to assume its legal responsibility and act to end this barbaric war, and compel Israel to return to credible negotiations to achieve a just solution to the Palestinian issue in accordance with the resolutions of legitimacy and the Arab Peace Initiative through the two-state solution, which is the solution that has been accepted by the Palestinians and Arabs and agreed upon by the international community.

However, resorting to disinformation and deception in negotiations without an agreed-upon basis just to maintain an open-ended and infinite process will no longer deceive anyone. Because in the course of that process there was an expansion in terms of settlement and Judaization of Jerusalem, tightening of Gaza siege.

Your Majesties and Highnesses, The continued crises facing some sisterly countries such as Libya, Yemen, Syria, Lebanon and Sudan pose a threat to social peace and the unity of these countries and their peoples. Once again, we call on all conflicting parties in these countries to prioritize national interests over factionalism in all its forms, recognize the states monopoly on legitimate violence, spare peoples from violence and fighting, and resort to dialogue to resolve differences and achieve the aspirations of their peoples for security, stability and development.

There are matters pertaining to citizen-state relations that have been historically settled in all parts of the world, and there are some functions such as legislation, the judiciary, and the monopoly of the legitimate violence, which are reserved to the state, and any attempt to usurp them from the state would only leads to sedition, chaos and civil wars.

I reiterate my welcome to all of you to your second country, and I pray to God Almighty to guide our steps and to help us all in achieving the goals of our summit for the benefit of our peoples.

الدوحة: تفضل حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، فشمل برعايته الكريمة افتتاح أعمال الدورة الرابعة والأربعين للمجلس الأعلى لأصحاب الجلالة والسمو قادة ورؤساء وفود دول مجلس التعاون لدول الخليج العربية، بفندق شيراتون الدوحة.

وألقى سمو الأمير، رئيس الجلسة، كلمة فيما يلي نصها: بـسـم الله الــرحـمـن الـرحـيــم إخـوانـي أصـحـاب الجـلالـة والـسـمـو، أصـحـاب الـمـعـالـي والـسـعـادة، الـسـلام عـلـيكـم ورحمـة الله وبـركـاتـه، أحييكم تحية أخوية صادقة، وأرحب بكم إخوة أعزاء في بلدكم الثاني قطر بين أهلكم.

واسمحوا لي أن أعرب عن بالغ الشكر لأخي حضرة صاحب الـجلالة السلطان هيثم بن طارق سلطان عمان الشقيقة على جهوده الـمقدرة التي بذلها خلال رئاسته للدورة السابقة للمجلس الأعلى وحرصه على تعزيز وحدة مجلس التعاون ومكتسباته.

كما أشكر معالي الأمين العام لـمجلس التعاون لدول الخليج العربية والأمناء العامين الـمساعدين والعاملين في الأمانة العامة على ما بذلوه من جهد في متابعة تنفيذ قرارات الدورة السابقة والإعداد الـجيد لهذه القمة.

نلتقي اليوم آملين أن يسهم التواصل والتفاهم بين القادة في تنمية وتعزيز العمل الخليجي الـمشترك بـما يحقق مصالح دولنا وتطلعات شعوبنا، ويعزز مكانة مجلس التعاون إقليميا ودوليا، ويتيح فرصا أكبر للنمو والازدهار، ويسهم في ترسيخ الأمن والاستقرار في الـمنطقة والعالم.

إن الـمتغيرات الدولية والإقليمية الـمتسارعة تحتم تشاورا مستمرا وتنسيقا بيننا للتعامل معها وتجنب تبعاتها ودعم مكتسبات مجلسنا في شتى الـمجالات الاقتصادية، والأمنية، والاجتماعية، وغيرها. وإني لعلى ثقة أن دول الـمجلس يـمكنها التوصل إلى التفاهم والتعاون بـما من شأنه أن يسهم أيضا في حل بعض القضايا الإقليمية.

أصـحـاب الـجـلالـة والـسـمــو، تنعقد قمتنا هذه في ظل استمرار الـمأساة الخطيرة والكارثة الإنسانية غير الـمسبوقة الناجمة عن العدوان الذي يتعرض له الشعب الفلسطيني الشقيق، وخصوصا أهلنا في قطاع غزة.

لقد انتهكت في فلسطين الـمحتلة كافة الـمعايير والقيم الدينية والأخلاقية والإنسانية من خلال ما ترتكبه قوات الاحتلال من جرائم ضد الإنسانية.

ومن الـمؤسف، أنه على الرغم من انكشاف حجم الـجريـمة، وخروج الاحتجاجات الشعبية في كافة أنحاء العالم، ما زالت بعض الأوساط الرسمية تستكثر على الشعب الفلسطيني مطلب وقف إطلاق النار.

من العار على جبين الـمجتمع الدولي أن يتيح لهذه الـجريـمة النكراء أن تستمر لـمدة قاربت الشهرين تواصل فيها القتل الـممنهج والـمقصود للمدنيين الأبرياء العزل، بـمن في ذلك النساء والأطفال. أسر بكاملها شطبت من السجل الـمدني. وجرى استهداف البنى التحتية الهشة أصلا، وقطع إمدادات الكهرباء والـمياه والغذاء والوقود والدواء وتدمير الـمستشفيات ودور العبادة والـمدارس والـمرافق الحيوية.

كل هذا بحجة الدفاع عن النفس، مع أن الدفاع عن النفس لا ينطبق على الاحتلال وفق القانون الدولي، ولا يجيز ما ترتكبه إسرائيل من جرائم إبادة.

إن الـمجازر التي ارتكبتها سلطات الاحتلال بحق الأشقاء في قطاع غزة تعمق الشعور بالظلم وبعجز الشرعية الدولية، ولكن الوجه الآخر لهذه الـمأساة هو صمود الشعب الفلسطيني وإصراره على نيل كافة حقوقه الـمشروعة، ومركزية قضية فلسطين.

وكان ممكنا توفير كل هذه الـمآسي لو أدركت إسرائيل وداعموها أنه لا يمكن تهميش قضية الشعب الفلسطيني، وأن زمن الاستعمار قد ولى، وأن الأمن غير ممكن من دون السلام الدائم، وكلاهما لا يتحققان من دون حل عادل لهذه القضية.

تتساءل الشعوب في أنحاء العالم كافة عن معنى الـمجتمع الدولي، وهل ثمة كيان كهذا فعلا؟ ولـماذا تخلى عن أطفال فلسطين؟ وأصبحت تعابير مثل ازدواجية الـمعايير، والكيل بـمكيالين من أكثر التعابير رواجا. وهذا يعني أن الشرعية الدولية قد تكون من ضحايا هذه الحرب الهمجية.

نحن نجدد إدانتنا لاستهداف الـمدنيين من جميع الجنسيات والقوميات والديانات، ونشدد على ضرورة توفير الحماية لهم وفقا لأحكام القانون الدولي والقانون الدولي الإنساني. وندعو الأمم الـمتحدة إلى ضرورة إجراء تحقيق دولي بشأن الـمجازر التي ارتكبتها سلطات الاحتلال الإسرائيلي ضد الشعب الفلسطيني.

أصـحـاب الـجـلالـة والـسـمــو، انطلاقا من إيـماننا الراسخ بالعمل الإنساني، وحل الـمنازعات بالطرق السلمية، وواجبنا تجاه أمتنا، وبفضل من الله وتوفيقه فقد تكللت جهود وساطة دولة قطر في عقد هدنة في قطاع غزة والإفراج عن بعض الأسرى والـمحتجزين من الـجانبين الفلسطيني والإسرائيلي وإدخال الـمساعدات الإنسانية العاجلة. ونحن نعمل باستمرار على تجديدها، وعلى التخفيف عن أهلنا في القطاع. ولكن الهدن ليست بديلا عن الوقف الشامل لإطلاق النار.

وأجدد الشكر هنا إلى جمهورية مصر العربية الشقيقة والولايات الـمتحدة الأمريكية على تعاونهما الوثيق معنا لتحقيق هذه الهدن وتنفيذها. وسوف نبذل جهدنا بالتعاون مع شركائنا الدوليين والإقليميين للتوصل إلى وقف شامل للعدوان الإسرائيلي على الشعب الفلسطيني في كافة الأراضي الفلسطينية.

أصـحـاب الـجـلالـة والـسـمــو، ليس الصراع في فلسطين صراعا دينيا، ولا مسألة إرهاب وحرب على الإرهاب، بل هو في جوهره قضية وطنية، قضية صراع بين الاحتلال الإسرائيلي والشعب الفلسطيني الرازح تحت الاحتلال، مسألة استعمار استيطاني رافض للاندماج في الـمنطقة عبر التوصل إلى حل وسط، حل عادل نسبيا مع السكان الأصليين.

ولذلك لا يكمن التحدي في حل “قضية غزة”، وكأنها مسألة منفصلة، أو مسألة إسرائيلية أمنية تحتاج إلى ترتيبات أمنية يخضع قطاع غزة لـمقتضياتها، بل في إنهاء الاحتلال وحل قضية الشعب الفلسطيني.

ومن هذا الـمنطلق نحن ندعو مجلس الأمن، ولا سيما أعضاءه الدائمين، إلى القيام بـمسؤوليته القانونية والعمل على إنهاء هذه الـحرب الهمجية، وإجبار إسرائيل على العودة إلى مفاوضات ذات مصداقية لتحقيق الـحل العادل للقضية الفلسطينية وفقا لقرارات الشرعية الدولية ومبادرة السلام العربية عبر حل الدولتين. وهو الـحل الذي ارتضاه الفلسطينيون والعرب وتوافق عليه الـمجتمع الدولي.

ولم تعد العودة إلى التضليل والـخداع في مفاوضات من دون قاعدة متفق عليها لتبقى عملية مفتوحة لا نهاية لها تنطلي على أحد. فقد توسع خلالها الاستيطان وتهويد القدس وأحكم الـحصار على غزة.

أصـحـاب الـجـلالـة والـسـمــو، إن استمرار الأزمات التي تواجه بعض الدول الشقيقة في ليبيا واليمن وسوريا ولبنان والسودان، تشكل خطرا على السلام الاجتماعي ووحدة هذه الدول وشعوبها، وندعو مجددا جميع الأطراف الـمتنازعة في هذه الدول إلى تغليب الـمصلحة العليا للأوطان على الفئوية بكافة أشكالها والتسليم باحتكار الدولة للعنف الشرعي، وتجنيب الشعوب العنف والاقتتال والاحتكام إلى الـحوار لـحل الـخلافات وتحقيق تطلعات شعوبها في الأمن والاستقرار والتنمية.

ثمة أمور محسومة تاريخيا في كافة أصقاع الأرض وتتعلق بالعلاقة بين الـمواطن والدولة، وأن ثمة وظائف مثل التشريع والقضاء واحتكار العنف الشرعي تحتفظ بها الدولة، وأن منازعة الدولة عليها لا تقود إلا إلى الفتن والفوضى والـحروب الأهلية.

أجدد الترحيب بكم جميعا في بلدكم الثاني، وأدعو الله العلي القدير أن يسدد خطانا وأن يوفقنا جميعا في تحقيق أهداف قمتنا لـما فيه خير شعوبنا.

كما ألقى سعادة السيد جاسم محمد البديوي الأمين العام لمجلس التعاون لدول الخليج العربية كلمة بهذه المناسبة .

شارك في القمة أصحاب الجلالة والسمو قادة ورؤساء وفود دول مجلس التعاون لدول الخليج العربية؛ حيث ترأس وفد دولة الإمارات العربية المتحدة الشقيقة صاحب السمو الشيخ محمد بن زايد آل نهيان رئيس دولة الإمارات العربية المتحدة، وترأس وفد مملكة البحرين الشقيقة جلالة الملك حمد بن عيسى آل خليفة، فيما ترأس وفد المملكة العربية السعودية الشقيقة صاحب السمو الملكي الأمير محمد بن سلمان بن عبد العزيز آل سعود ولي العهد رئيس مجلس الوزراء، كما ترأس وفد سلطنة عمان الشقيقة صاحب السمو السيد فهد بن محمود آل سعيد نائب رئيس مجلس الوزراء ، وترأس وفد دولة الكويت الشقيقة ممثل أمير دولة الكويت سعادة الشيخ سالم عبدالله الجابر الصباح وزير الخارجية.

حضر الافتتاح سمو الشيخ عبدالله بن حمد آل ثاني نائب الأمير، وسمو الشيخ جاسم بن حمد آل ثاني الممثل الشخصي للأمير.

كما حضر الافتتاح معالي الشيخ محمد بن عبدالرحمن بن جاسم آل ثاني رئيس مجلس الوزراء وزير الخارجية، وعدد من أصحاب السعادة الشيوخ والوزراء وأعضاء الوفود، والأمناء المساعدون وأعضاء الهيئة الاستشارية لمجلس التعاون وضيوف القمة.

عقب ذلك انتقلت الجلسة إلى جلسة عمل مغلقة.
