Shura Council Discusses Draft State Budget for 2024

Doha: The Shura Council held on Monday its ordinary weekly session at Tamim bin Hamad Hall at the Council’s headquarters, under the chairmanship of HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim.

During the session, the Council reviewed the state’s draft general budget for the fiscal year 2024, and a draft law approving the general budget referred to the Council by the esteemed government. The council decided to refer the two aforementioned drafts to the Financial and Economic Affairs Committee to study them and submit its report to it.

At the beginning of the session, the Council expressed its strong condemnation and denunciation of the Israeli occupation forces’ bombing of Al-Fakhoora school that shelters thousands of displaced people in the Jabalia camp as well as the targeting of a number of hospitals in Gaza, stressing that these brutal massacres committed by the occupation without regard to the nature of educational and health facilities are a blatant violation of the provisions of international law and international humanitarian law.

The Council stressed the important role of regional and international parliaments and parliamentary unions in seeking to stop these violations, pointing out that the war crimes committed by the occupation forces against the defenseless Palestinian people without deterrence portend dire implications that the entire world bears its consequences.

The Council also denounced the statements made by Heritage Minister in the Israeli occupation government regarding the threat to strike the Gaza Strip with a nuclear bomb, stressing that the Israeli minister’s statement is a reflection and embodiment of the brutality and barbarism of the extremist occupation government. It warned at the same time of the consequences of escalation policies pursued by the extremist occupation government in the Palestinian territories.

The Council welcomed the delegations participating in the 17th meeting of Their Excellencies Speakers of the Shura, Representatives, National and Ummah Councils in the GCC countries that will be held in Doha on Tuesday and organized by the Shura Council.

The Council looked forward to the meeting’s contribution to strengthening GCC parliamentary cooperation relations and pushing them to broader horizons in an effort to support the process of joint GCC action.

Then, HE Secretary-General of the Shura Council Dr. Ahmed bin Nasser Al Fadala read out the session’s agenda, and the minutes of the previous session were approved.

The session continued and HE the Speaker of the Shura Council briefed the members on his participation along with the Council delegation in the 35th emergency conference of the Arab Parliamentary Union that was hosted by the Iraqi capital, Baghdad, last October, in light of the escalation taking place in the occupied Palestinian territories and the brutal aggression of the occupation forces against the Palestinian brothers.

His Excellency explained that the conference adopted an Arab parliamentary position regarding the situation in the occupied Palestinian territories as well as discussed how to provide the necessary support to the brothers in Palestine.

His Excellency said that he affirmed, in his speech before the conference, the commitment of the State of Qatar, under the leadership and directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, to defend the brotherly Palestinian people by providing them with continuous humanitarian support.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية في “قاعة تميم بن حمد”، بمقر المجلس، برئاسة سعادة السيد حسن بن عبدالله الغانم رئيس المجلس.

واستعرض المجلس خلال الجلسة، مشروع الموازنة العامة للدولة للسنة المالية 2024، ومشروع قانون باعتماد الموازنة العامة للدولة، والمحالين إلى المجلس من الحكومة الموقرة، حيث قرر إحالة المشروعين المذكورين إلى لجنة الشؤون المالية والاقتصادية لدراستهما ورفع تقريرها بشأنهما إليه.

كما استعرض المجلس مشروع قانون بشأن مؤسسات التعليم العالي، والمحال إليه من الحكومة الموقرة، وقرر إحالته إلى لجنة الشؤون الثقافية والإعلام لدراسته ورفع تقريرها بشأنه إليه.

وفي بداية الجلسة، عبر المجلس عن إدانته واستنكاره الشديدين لقيام قوات الاحتلال الإسرائيلي بقصف مدرسة الفاخورة التي تأوي آلاف النازحين في مخيم جباليا، فضلا عن استهداف عدد من المستشفيات في غزة، مؤكدا أن تلك المجازر الوحشية التي يرتكبها الاحتلال دون مراعاة لطبيعة المنشآت التعليمية والصحية، تعد تعديا سافرا على أحكام القانون الدولي، والقانون الإنساني الدولي.

وشدد المجلس على أهمية دور البرلمانات والاتحادات البرلمانية الإقليمية والدولية في السعي لوقف تلك الانتهاكات، لافتا إلى أن جرائم الحرب التي ترتكبها قوات الاحتلال بحق الشعب الفلسطيني الأعزل دون رادع، تنذر بعواقب وخيمة يتحمل العالم أجمع تبعاتها.

وفي سياق متصل، استنكر المجلس ما جاء على لسان وزير التراث في حكومة الاحتلال الإسرائيلي من تصريحات تضمنت تهديدا بضرب قطاع غزة بقنبلة نووية، مؤكدا أن ما أدلى به الوزير الإسرائيلي يعد انعكاسا وتجسيدا لوحشية وهمجية حكومة الاحتلال المتطرفة، محذرا في الوقت ذاته من مغبة سياسات التصعيد التي تنتهجها حكومة الاحتلال المتطرفة في الأراضي الفلسطينية.

من جانب آخر، رحب المجلس بالوفود المشاركة في الاجتماع الدوري السابع عشر لأصحاب المعالي والسعادة رؤساء مجالس الشورى والنواب والوطني والأمة في دول مجلس التعاون، الذي تستضيفه الدوحة يوم غد الثلاثاء بتنظيم من مجلس الشورى.

وتطلع المجلس إلى أن يسهم الاجتماع في تعزيز علاقات التعاون البرلماني الخليجي ويدفع بها إلى آفاق أرحب سعيا لدعم مسيرة العمل الخليجي المشترك.

بعد ذلك، تلا سعادة الدكتور أحمد بن ناصر الفضالة الأمين العام لمجلس الشورى، جدول أعمال الجلسة، وتم التصديق على محضر الجلسة السابقة.

وتواصلت أعمال الجلسة، وأطلع سعادة رئيس مجلس الشورى، السادة الأعضاء، على مشاركة وفد المجلس برئاسة سعادته في المؤتمر الخامس والثلاثين الطارئ للاتحاد البرلماني العربي، الذي استضافته العاصمة العراقية بغداد في أكتوبر الماضي، على خلفية التصعيد الذي تشهده الأراضي الفلسطينية المحتلة، وما يتعرض له الأشقاء الفلسطينيون من عدوان غاشم من قبل قوات الاحتلال.

وأوضح سعادته، أن المؤتمر تبنى موقفا برلمانيا عربيا حيال الوضع في الأراضي الفلسطينية المحتلة، فضلا عن مناقشة كيفية تقديم الدعم اللازم للأشقاء في فلسطين.

ولفت سعادته، إلى ما تضمنته كلمته أمام المؤتمر من تأكيد على التزام دولة قطر بقيادة وتوجيهات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، بالدفاع عن الشعب الفلسطيني الشقيق، من خلال تقديم الدعم الإنساني المستمر له.
