Qatar Elected Chairman of 99th session of ALO Board of Directors

Doha: The Arab Labor Organization’s Board of Directors members have elected the State of Qatar, represented by HE Minister of Labor, Dr. Ali bin Samikh Al Marri, as the Chairman for the 99th session, extending until Oct. 2024. This election took place in Doha during the Organization’s Board of Directors meeting held today.

The State of Qatar is hosting the 99th meeting of the Board of Directors of the Arab Labor Organization, with the participation of representatives of the three production parties in the Arab countries (governments, employers, workers) in accordance with the principle of tripartite representation and a number of relevant Arab and regional organizations.

The meeting was attended by HE Minister of Labor, Rehabilitation and Civil Service of the Government of National Unity of the State of Libya, Ali Al Abed; HE Director-General of the Arab Labor Organization Fayez Ali Al Mutairi, and heads of tripartite delegations from Arab countries.

The members of the Board of Directors of ALO elected the UAE’s Hind bint Suleiman as Vice President of the Employers’ Group, and Saudi Arabia’s Nasser Al Jareed as Vice President of the Workers’ Group.
HE Dr. Al Marri emphasized Qatar’s dedication to bolstering joint Arab collaboration to address the prevailing challenges faced by the labor sector in Arab nations due to ongoing crises. He highlighted the urgency of amplifying efforts towards economic revitalization and advocating for decent employment, viewing it as the optimal approach to guarantee a dignified life and uphold the human rights of the Arab people.

During his speech at the opening session of the meeting, HE the Minister of Labor reiterated the State of Qatar’s continuous support for ALO in its efforts to respond to the needs and aspirations of Arab countries in the fields of work, wishing that the meeting would be an opportunity to strengthen partnerships and cooperation in order to achieve the goals of comprehensive and sustainable development in our Arab societies.

His Excellency clarified that the Qatar National Vision 2030 is devoted to evolving Qatar into a forefront nation adept at realizing sustainable development. He emphasized the instrumental role of the labor sector in heightening cognizance regarding the significance of a robust environment within the economy, striving for a just and enduring progression towards a more eco-friendly and greener economy.

In this regard, His Excellency noted the organization and hosting of the State of Qatar of International Horticultural Exhibition Expo 2023, which aims to promote sustainable innovations and combat desertification, calling on the participating delegations to learn about this unique experience in the Middle East and North Africa.

His Excellency highlighted that the ALOs Board of Directors convened amidst escalating challenges and economic hardships impacting numerous Arab nations, thereby putting significant social strains on the daily lives of Arab individuals. He emphasized the imperative for unified Arab initiatives to confront present-day obstacles, champion social discourse, reinforce its frameworks on various levels, and offer resolutions to navigate crises, all underpinned by a collective spirit of responsibility and collaboration among stakeholders.

His Excellency reiterated the State of Qatar’s firm position on the Palestinian issue, which is the Arab position committed to establishing the peace process on a comprehensive, just and lasting settlement based on international legitimacy, stressing the data contained in the report on the conditions, workers and people of Palestine in the occupied Arab territories and the most prominent Israeli violations against Palestinian workers, economic violations and closures.

For his part, HE Director General of the Arab Labor Organization (ALO) Fayez Ali Al Mutairi expressed his sincere thanks and gratitude to the State of Qatar, represented by HE Minister of Labor Dr. Ali bin Samikh Al Marri, for hosting the work of the 99th session of the ILO Board of Directors and providing all facilities for the success of its work, praising the reforms and legislation adopted by Qatar in the field of protecting workers’ rights.

During his speech at the opening session, Al Mutairi congratulated HE Dr. Al Marri for granting the confidence of the members of the Board and choosing him as Chairman for a full year, wishing him all success in his duties, congratulating Hind bint Sulaiman for the Employers Team, and Nasser Al Jareed for the Workers Team for their election as Vice Presidents.

He articulated that the Palestine issue has always remained a paramount concern for the Arab nation, representing land sacred to all monotheistic faiths but now desired by intruders and usurpers. He emphasized the need to bolster the resilience of our brethren against the daily severe and unjust Zionist impositions, assisting them in claiming their rights, determining their own futures, and exerting their citizenship across all occupied Palestinian territories.

He noted the report of the Arab Labor Organization on the situation of workers in the occupied Palestinian territories, through which the organization seeks to expose the crimes of the occupation, shed light on the conditions of the workers and people of Palestine, and direct them towards executive steps that ensure an acceptable level of security and economic and social stability on their land and in their state.

For his part, HE Minister Plenipotentiary and Representative of the League of Arab States Mohamed Khair stressed that there are many challenges facing our societies, which requires us to confront them and review the executive mechanisms, pointing to the five priorities within the framework of joint Arab action, namely sustainable development, digital transformation, entrepreneurship, food security and climate change.

He pointed out the need to enable the culture of digital transformation, benefit from modern technology in developing capabilities and skills, and establish Arab platforms in public awareness and knowledge development in the labor sector, which contributes to overcoming the current challenges.

The Board discussed a number of important items and reports and issued resolutions and recommendations relating to the results of the work of the 32nd meeting of the Committee on Organizations and Coordination and the report on the situation of workers and the Palestinian people in the occupied Arab territories.

الدوحة: انتخب أعضاء مجلس إدارة منظمة العمل العربية دولة قطر ممثلة بسعادة الدكتور علي بن صميخ المري وزير العمل، رئيسا لمجلس إدارة المنظمة للدورة التاسعة والتسعين، والممتدة لشهر أكتوبر من العام 2024، وذلك على هامش اجتماع مجلس إدارة المنظمة اليوم بالدوحة.

وتستضيف دولة قطر الاجتماع الـ99 لمجلس إدارة منظمة العمل العربية، بمشاركة ممثلي أطراف الإنتاج الثلاثة في الدول العربية (حكومات، أصحاب أعمال، عمال) وفقا لمبدأ التمثيل الثلاثي وعدد من المنظمات العربية والإقليمية ذات الصلة.

حضر الاجتماع سعادة السيد علي العابد وزير العمل والتأهيل والخدمة المدنية بحكومة الوحدة الوطنية بدولة ليبيا، وسعادة السيد فايز علي المطيري المدير العام لمنظمة العمل العربية، ورؤساء الوفود الثلاثية من الدول العربية.

وانتخب أعضاء مجلس إدارة منظمة العمل العربية السيدة هند بنت سليمان /الإمارات العربية المتحدة/ نائبا للرئيس عن فريق أصحاب العمل، والسيد ناصر الجريد /المملكة العربية السعودية/ نائبا للرئيس عن فريق العمال.

وأكد سعادة الدكتور علي بن صميخ المري وزير العمل حرص دولة قطر على دعم التعاون العربي المشترك لمجابهة التحديات الراهنة التي يشهدها قطاع العمل في الدول العربية نتيجة للأزمات المتتالية، موضحا ضرورة تكثيف الجهود من أجل تحقيق الانتعاش الاقتصادي والنهوض بالعمل اللائق باعتباره أفضل سبيل لضمان العيش الكريم واحترام حقوق الإنسان العربي.

وجدد سعادة وزير العمل خلال كلمته في الجلسة الافتتاحية للاجتماع دعم دولة قطر المتواصل لمنظمة العمل العربية في جهودها الرامية إلى الاستجابة لاحتياجات وتطلعات البلدان العربية في مجالات العمل، متمنيا أن يكون الاجتماع فرصة لتعزيز الشراكات والتعاون من أجل تحقيق أهداف التنمية الشاملة والمستدامة في مجتمعاتنا العربية.

وأوضح سعادته أن رؤية قطر الوطنية 2030 تهدف لتحويل قطر إلى دولة متقدمة قادرة على تحقيق التنمية المستدامة، مشيرا إلى أن عالم العمل يلعب دورا حيويا في التوعية بأهمية البيئة الصحية في الاقتصاد، لتحقيق انتقال عادل ومستدام إلى اقتصاد أكثر اخضرارا.

ونوه سعادته في هذا الصدد، بتنظيم واستضافة دولة قطر المعرض الدولي للبستنة إكسبو 2023 الدوحة، الهادف إلى تعزيز الابتكارات المستدامة ومكافحة التصحر، داعيا الوفود المشاركة إلى الاطلاع على هذه التجربة الفريدة من نوعها في الشرق الأوسط، وشمال إفريقيا.

ونوه سعادة وزير العمل بأن اجتماع مجلس إدارة المنظمة أتى في وقت تتزايد فيه تحديات جسام، وأزمات اقتصادية ضاغطة على الكثير من البلدان العربية، مما يلقي الأعباء الاجتماعية على المواطن العربي في مختلف نواحي حياته، مشيرا إلى ضرورة تكاتف الجهود العربية لمواجهة التحديات الراهنة وتكريس الحوار الاجتماعي ودعم آلياته وطنيا وقوميا واقتراح الحلول لمواجهة الأزمات بروح المسؤولية والتعاون بين الشركاء الاجتماعيين.

وجدد سعادته التأكيد على أن موقف دولة قطر الثابت من القضية الفلسطينية هو الموقف العربي الملتزم بأن تؤسس عملية السلام على تسوية شاملة وعادلة ودائمة تستند إلى الشرعية الدولية، مؤكدا على البيانات التي تضمنها التقرير المتعلق بأوضاع وعمال وشعب فلسطين في الأراضي العربية المحتلة، وما تضمنه من الانتهاكات الإسرائيلية بحق العمال الفلسطينيين والانتهاكات الاقتصادية والإغلاقات.

من جانبه تقدم سعادة السيد فايز علي المطيري المدير العام لمنظمة العمل العربية بجزيل الشكر والعرفان إلى دولة قطر ممثلة بسعادة الدكتور علي بن صميخ المري وزير العمل؛ لاستضافة أعمال الدورة الـ99 لمجلس إدارة المنظمة، وتوفير كافة التسهيلات لإنجاح أعمالها، مشيدا بالإصلاحات والتشريعات التي اعتمدتها قطر في مجال حماية حقوق العمال.

كما هنأ المطيري خلال كلمته في الجلسة الافتتاحية سعادة الدكتور علي بن صميخ المري، على منحه ثقة أعضاء المجلس واختياره رئيسا لمدة عام كامل، متمنيا له كل التوفيق والنجاح في مهامه. كما هنأ السيدة هند بنت سليمان عن فريق أصحاب الأعمال، والسيد ناصر الجريد عن فريق العمال لانتخابهما نائبين للرئيس.

وأوضح أن قضية فلسطين كانت ولاتزال تحتل صدارة قضايا الأمة العربية، مشيرا إلى أنه يجب مساندة صمود الأشقاء ومساعدتهم على نيل حقوقهم، وتمكينهم من تقرير مصيرهم، وممارسة مواطنتهم على كامل التراب الفلسطيني المحتل.

ونوه بتقرير منظمة العمل العربية حول أوضاع العمال في الأراضي الفلسطينية المحتلة، الذي تسعى من خلاله المنظمة إلى كشف جرائم الاحتلال وتسليط الضوء على أوضاع عمال وشعب فلسطين والتوجيه نحو خطوات تنفيذية تضمن الحد المقبول من الأمن والاستقرار الاقتصادي والاجتماعي على أرضهم وفي دولتهم.

بدوره، أكد سعادة السيد محمد خير الوزير المفوض ممثل جامعة الدول العربية أن هناك الكثير من التحديات التي تواجه المجتمعات العربية، ما يفرض على الجميع التصدي لمجابهتها ومراجعة الآليات التنفيذية، لافتا إلى الأولويات الخمس في إطار العمل العربي المشترك وهي التنمية المستدامة والتحول الرقمي وريادة الأعمال والأمن الغذائي والتغيرات المناخية.

وبين ضرورة تمكين ثقافة التحول الرقمي والاستفادة من التكنولوجيا الحديثة في تنمية القدرات والمهارات وإنشاء المنصات العربية في التوعية العامة وتنمية المعرفة في قطاع العمل بما يساهم في تجاوز التحديات الراهنة.

وقد ناقش المجلس عددا من البنود والتقارير الهامة وأصدر بشأنها قرارات وتوصيات تتعلق بنتائج أعمال الاجتماع 32 للجنة المنظمات والتنسيق، وتقرير أوضاع العمال والشعب الفلسطيني في الأراضي العربية المحتلة، كما عرض على المجلس بند عن متابعة تنفيذ قرارات الدورة 98 لمجلس إدارة منظمة العمل العربية.
