KAHRAMAA Introduces New Licensing Process for Electrical Connections, Water Installations

Doha: The Qatar General Electricity and Water Corporation (KAHRAMAA) has announced the commencement date for Ministerial Resolution No. (2) of 2022, issued by HE Minister of State for Energy Affairs Eng. Saad bin Sherida Al Kaabi, reestablishing the rules regulating the work of electrical connections and water installations and the conditions for granting and renewing licenses to practice these endeavors. The resolution will come into effect on Wednesday, October 4, 2023.

In an effort to ensure the seamless implementation of this decision, KAHRAMAA has undertaken various measures to streamline the license application process. These measures include developing theoretical and practical examinations for contractors. These initiatives exemplify KAHRAMAA’s strategic vision of remaining vigilant to regulatory and legal changes, and proactively responding to them with utmost efficiency.

Furthermore, the Corporation has introduced a testing and licensing procedure specifically designed for individual workers (electricians and plumbers), enabling them to operate their businesses in a legal and approved manner. KAHRAMAA will publish a comprehensive list of all accredited contractors and individuals on the Corporation’s official website to enhance accessibility for all members of Qatari society.

As part of the implementation process, KAHRAMAA stresses that licenses granted to individual electricians and plumbers will be limited to maintenance work exclusively. It is important to note that these licenses do not cover electrical connection work or water installations.

Aligned with this resolution, KAHRAMAA emphasizes the mandate for all customers and property owners to exclusively engage with contractors or individual technicians who have been approved and accredited by the Corporation for their electrical connections and water installations. This is to ensure that customers receive a higher level of reliability and quality service in line with KAHRAMAA’s standards.

In addition, this resolution has granted all customers and property owners the ability to verify the licensing status of professionals and workers involved in electrical and water installation services, including contractors and their technical staff, as well as individual electricians and plumbers. This verification process can be conveniently conducted by scanning the QR code present on the license card issued by KAHRAMAA. This effective measure instills a deep sense of trust and transparency, ensuring that customers’ needs are met with the utmost expertise and reliability.

The resolution outlines a range of legal and professional obligations for contractors, as well as obligations for property owners. Contractors are required to fulfill various requirements, including providing accurate data and documents during the license application process, and adhering to the approved security, safety, electrical, and water installation regulations established by the KAHRAMAA. On the other hand, property owners are obliged to engage a licensed contractor accredited by KAHRAMAA. They are also expected to provide accurate data, information, and documents to ensure smooth service delivery. Additionally, property owners must have the designated engineer or foreman present during any technical discussions with KAHRAMAA representatives. These obligations ensure compliance, efficiency, and effective communication between all involved parties.

HE President of KAHRAMAA Eng. Essa bin Hilal Al Kuwari has underscored the importance of this pivotal decision, which wields comprehensive control over the progress of all sorts of endeavors within the energy and water sectors across Qatar.

Al Kuwari stated that the departments are dedicating significant efforts towards designing technical training programs for our personnel and authorized external workforce. These endeavors are carried out in close collaboration with the Ministry. These initiatives not only enhance the competence of professionals in the energy and water sector, but also align with ongoing infrastructural advancements and contribute to achieving the comprehensive objectives of Qatar National Vision 2030.

On a relevant note, the Corporation has clarified its preparedness to collaborate with fellow contractors and individuals, providing assistance and addressing inquiries or concerns pertaining to the aforementioned resolution. This encompasses various areas such as the licensing process, certification, requirements, and the privileges afforded to those who successfully pass the mandatory tests and obtain the license.

Resolution No. (2) of 2022 has been enacted to streamline the regulations governing electricity and water installations, as well as the practice of engineering professions. This decisive measure aims to foster collaboration and coherence among all stakeholders, institutions, and individuals involved in Qatar’s energy and water sector, with KAHRAMAA playing a pivotal role.

The Qatar General Electricity and Water Corporation (Kahramaa) has the exclusive franchise to being the sole owner and operator of the electricity and water transmission and distribution network in the State of Qatar. KKAHRAMAA was established in 2000 pursuant to Amiri Law No. 10. In order to regulate the sale of electricity and water to consumers and secure the countrys need for them on a permanent basis.

الدوحة: أعلنت المؤسسة العامة القطرية للكهرباء والماء (كهرماء) عن موعد بدء تطبيق قرار سعادة المهندس سعد بن شريدة الكعبي وزير الدولة لشؤون الطاقة رقم (2) لسنة 2022، المتعلق بتحديد القواعد المنظمة لأعمال التوصيلات الكهربائية والتمديدات المائية، وشروط منح وتجديد تراخيص مزاولة تلك الأعمال، وذلك ابتداء من يوم غد /الأربعاء/.

وقالت /كهرماء/ إنها حرصا على تنفيذ القرار بأعلى مستويات الكفاءة انطلاقا من رؤية المؤسسة الاستراتيجية التي تنشد مواكبة التغييرات التنظيمية والقانونية والاستجابة لها بشكل استباقي، عملت على تطوير عملية الحصول على التراخيص عن طريق إجراء اختبارات نظرية وعملية للكوادر الفنية العاملة مع مقاولي التوصيلات الكهربائية والتمديدات المائية.

كما خصصت المؤسسة عملية اختبار وترخيص خاصة بفئة العاملين الأفراد (الكهربائي الفرد والسباك الفرد) لمزاولة الأعمال بطريقة قانونية معتمدة، وبناء على ذلك، ستقوم /كهرماء/ بنشر قائمة بجميع المقاولين والأفراد المعتمدين لديها على موقعها الرسمي، لتسهيل عملية الوصول إلى هذه البيانات أمام جميع أفراد المجتمع القطري.

وشدد القرار على أن التراخيص التي ستمنح لفئة الأفراد (الكهربائي الفرد والسباك الفرد)، ستكون تراخيص مقتصرة على أعمال الصيانة فقط، ولا يشمل الترخيص أعمال التوصيل الكهربائي أو التمديدات المائية.

وعلى ضوء هذا القرار، نوهت /كهرماء/ بأن على جميع المشتركين أو الملاك التوجه إلى المقاولين أو العاملين الأفراد المعتمدين لديها للتعامل معهم لإنجاز أعمال التوصيلات الكهربائية والتمديدات المائية وأعمال الصيانة، بما يضمن حصولهم على خدمة أكثر موثوقية وبجودة عالية، بحسب المعايير التي وضعتها المؤسسة.

وقد أتاح هذا القرار لكافة المشتركين والملاك إمكانية التأكد من حالة الترخيص لمزاولي المهنة ومنفذي الأعمال من المقاولين وكوادرهم الفنية أو العاملين الأفراد من فئتي (الكهربائي الفرد والسباك الفرد)، وذلك عبر مسح الكود الموجود على بطاقة الترخيص الصادرة عن المؤسسة، والتي تمنحها للعاملين في مجال التوصيلات الكهربائية والتمديدات المائية في الدولة، بما يضمن حقوق المشتركين والملاك عند تعاملهم مع الفنيين.

واستنادا إلى المواد الواردة في القرار، يترتب على المقاولين العديد من الالتزامات القانونية والمهنية لمراعاتها، ويأتي من ضمنها الالتزام بتقديم البيانات والمستندات الصحيحة عند عملية التقديم للحصول على الترخيص، واتباع أنظمة الأمن والسلامة وقواعد التمديدات الكهربائية والمائية المعمول بها والمعتمدة في المؤسسة، كما يترتب على الملاك أيضا عدة التزامات، بموجب القرار، تتلخص بضرورة تفويض مقاول معتمد ومرخص من قبل /كهرماء/، وعدم تقديم أي بيانات أو معلومات أو مستندات غير صحيحة بهدف توصيل الخدمة، إلى جانب الالتزام بحضور المهندس أو الملاحظ المسؤول عن العقار أثناء أي مناقشة فنية مع ممثلي /كهرماء/.

وأكد سعادة المهندس عيسى بن هلال الكواري، رئيس المؤسسة العامة القطرية للكهرباء والماء /كهرماء/، على أهمية هذا القرار وما يقدمه من ضبط شامل لسير أعمال التمديد والصيانة على جميع مستويات قطاع الطاقة والمياه في الدولة، بما يضمن تنفيذها وفقا لأعلى معايير المهنية والجودة.

وقال: “تقدم إداراتنا المختصة جهودا كبيرة لتصميم برامج التدريب الفني لكوادر المؤسسة والقوى العاملة المعتمدة لدينا من خارج المؤسسة باستمرار، وتعمل بالتنسيق مع الوزارة لإعداد منهجية الاختبارات التقييمية وشروط الحصول على التراخيص؛ لما لهـذا التوجه من أثر إيجابي واستراتيجي للنهوض بكفاءة العاملين بقطاع الطاقة والمياه في الدولة، وتأتي هذا الخطوات تماشيا مع التقدم التقني الذي نحرزه على مستوى البنية التحتية في جميع المناطق، وتحقيقا لأهداف رؤية قطر الوطنية 2030 للتنمية الشاملة”.

وعلى صعيد متصل، أوضحت المؤسسة جاهزيتها باستمرار للتعاون مع المقاولين والأفراد، للرد على استفساراتهم وتساؤلاتهم فيما يتعلق بالقرار وما يترتب على الفئات المعنية التي يشملها، سواء على مستوى عملية الترخيص والشروط المتعلقة بالشهادة والخبرة، أو الصلاحيات التي تمنحها المؤسسة للحاصلين على الترخيص بعد اجتياز الاختبارات المطلوبة، وذلك من خلال التواصل مع الفريق المختص.

يذكر أن القرار الوزاري رقم (2) لسنة 2022 جاء مكملا لعدة قرارات تتعلق بتنظيم أعمال تمديدات الكهرباء والمياه وتنظيم مزاولة المهن الهندسية، بما يضمن تضافرا وانسجاما بين جميع الجهات والمؤسسات والأفراد المعنية بهذه القرارات في دولة قطر، والتي تعتبر /كهرماء/ جزءا أساسيا منها.

وتملك المؤسسة العامة القطرية للكهرباء والماء /كهرماء/ حق الامتياز الحصري كمالك ومشغل وحيد لمنظومة شبكات نقل وتوزيع الكهرباء والمياه في دولة قطر، وقد أنشئت /كهرماء/ في سنة 2000 بموجب القانون الأميري رقم 10؛ من أجل تنظيم بيع الكهرباء والماء للمستهلكين وتأمين حاجة البلاد منهما بشكل دائم.
