Forum on Government Procurement Plan for 2024 Kicks Off

Doha: The forum on government procurement plan for 2024 was inaugurated on Sunday in Doha in the presence of HE Minister of Finance Ali bin Ahmed Al Kuwari, HE Minister of Commerce and Industry Sheikh Mohammed bin Hamad bin Qassim Al Abdullah Al-Thani, HE Chairman of Qatar Chamber Sheikh Khalifa bin Jassim bin Mohammed Al-Thani, and several ministries and government authorities officials.
The forum, whose activities will continue from Sep. 24 until Oct. 2, aims to introduce the most important axes of the government agencies’ procurement plan per sector and the expectations thereof to evaluate the business and needs of government agencies.

The forum also highlights the services provided by the Ministry of Finance and the most prominent advantages of the law regulating tenders and auctions and its executive regulations, in addition to identifying local value opportunities and their economic impact, the mechanism and developments of classifying companies and evaluating the performance of companies in implementing government projects.

At the opening of the forum, Director of Government Procurement Regulations Department at the Ministry of Finance Nayef Moaid Al Hababi gave a presentation on the general plan for state procurement for the year 2024, during which he indicated that 2,528 tenders are expected to be issued for the year 2024, distributed among 16 economic sectors, and more than 100 economic activities according to the International Standard Industrial Classification (ISIC).

Regarding the dates for issuing these tenders, he said that the first quarter will see the issuance of 1,570 tenders, or 65 percent of the total tenders for 2024, the second quarter will see 642 tenders, the third will see 240 tenders, while the last quarter will see 76 tenders.

He pointed out that the tenders of the Public Works Authority (Ashghal), Ministry of Public Health (MoPH), Qatar General Electricity and Water Corporation (Kahramaa), Primary Health Care Corporation (PHCC), Aspire Zone, and the Ministry of Education and Higher Education (MOEHE) represent around 70 percent of the total state’s tenders for 2024.

Sectorwise, he indicated that 85% of the tenders fall within five main economic sectors, namely information and communication sectors with 644 tenders; the wholesale and retail sector with 524 tenders; the building sector with 360 tenders; professional, scientific, and technical services sector with 351 tenders; and administrative and support services with 263 tenders.

He indicated that the forum on government procurement plan for 2024 comes within the constant efforts to emphasize the role of the private sector as a critical partner in achieving sustainable development and strengthening the national economy, given the leading role assigned to the private sector in creating job opportunities, stimulating innovation, and providing essential services in the state.

The Director of Government Procurement Regulations Department at the Ministry of Finance stressed that the State of Qatar pays great attention to providing an encouraging and appropriate business environment for investment, and seeks to remove obstacles that may face the private sector, which is demonstrated through several axes in terms of benefits and exemptions granted to national companies.

Director of the National Product Competitiveness Support Department at the Ministry of Commerce and Industry Saif Jassim Al Kuwari addressed framework contracts and their role in supporting local industry, stressing that national industries are at the top of the country’s development priorities as they represent a key pillar in the advancement of the national economy and an important element for achieving the country’s self-sufficiency and building the future of generations to come in line with Qatar National Vision 2030.

The State of Qatar, he said, is witnessing a noticeable increase in the number of factories operating in the country, with their number today reaching more than 806 factories. Over the past years, they have realized many achievements contributing to the support of local products and the localization of supply chains, he added. The Ministry of Commerce and Industry, represented by the National Product Competitiveness Support Department, has consolidated aspects of cooperation with the relevant authorities in the country in order to protect and support local products, and has succeeded in building a close partnership with the Ministry of Finance, especially the Government Procurement Department, with the aim of unifying efforts in the field of supporting government procurement of national factory products in order to achieve self-sufficiency for products of strategic importance such as food and pharmaceuticals, he noted.

In conjunction with these steps and in order to protect local products from various illegal economic practices, a committee to support the competitiveness of national products against harmful practices was established, and its executive regulations were issued in 2022, Al Kuwari explained. This committee is responsible for taking preventive measures and confronting any foreign practices aimed at expanding the Qatari market at the expense of the national product and flooding the local markets, he said.

The Director of the National Product Competitiveness Support Department at the Ministry of Commerce and Industry said that the forum represents a pioneering national platform for exploring future prospects and plans for government procurement, and highlights the state’s efforts to support the national product and expand its scope to be a major tributary of the national economy. He pointed out that the participation of the Ministry of Commerce and Industry in this meeting is evidence of its commitment to activating the economic role of national industries and Qatari companies and consolidating the principles of true partnership between the government and private sectors in a way that supports the strength of the national economy.

For his part, Qatar Chamber Board Member Mohamed bin Ahmed Al Obaidli underscored the importance of facilitating the private sector’s involvement in government procurement, stressing that facilitating the entry of SMEs and micro-enterprises into government tenders and contracts constitutes a means of supporting and stimulating local industry for production, diversification, development, and marketing of products both domestically and internationally.

Al Obaidli also highlighted the importance of the government directives that require ministries and government agencies to use and purchase local products, provided that they conform to Qatari standards and specifications, and are in accordance with the regulations and policies of the bidding and auction committees in the state.

He explained that facilities include various aspects such as reducing bank guarantees, document fees and tender-related costs, as well as encouraging start-ups and supporting national companies that aim to contribute to the national economy by hosting international conferences and exhibitions in Qatar.
Al Obaidli emphasized the significance of the private sectors participation in committees focused on the development of tendering, procurement and government contracting systems, as well as the in-country value (ICV) system that has been applied to entities subject to the Tenders and Bids Law since August 2022, stressing that the ICV system aims to provide a competitive advantage to companies based on their contributions to the local economy.

QC board member highlighted the Chamber’s active participation in events and activities aimed at increasing reliance on the private sector, emphasizing the Chamber’s commitment to supporting such directives by strengthening cooperation with all stakeholders in the state, participating in initiatives that involve the private sector in state projects and tenders, and allowing the private sector showcase its products at exhibitions it holds, foremost of which is the ‘Made in Qatar’ Exhibition.

For his part, Project Affairs Director at the Public Works Authority (Ashghal) Engineer Yousef Abdulrahman Al Emadi highlighted a number of Ashghals accomplishments in a number of affiliated sectors, namely: developing existing and new land plots, connecting and improving roads, sewage projects and marine outfalls projects for rainwater drainage, as well as maintaining road and sanitation projects, in addition to projects to beautify public places.

Engineer Al Emadi also spoke about Ashghals procurement plan for 2024, stressing its keenness to support local companies, contractors, manufacturers, and consultants, in addition to reducing dependence on foreign companies in implementing infrastructure projects, which is in line with the states strategy of relying on national expertise, and providing the appropriate environment for the growth of Qatari companies.

He stated that these efforts led to an increase in local product use in its projects from 38 percent in 2016, to 75 and 80 percent, stressing that over the past years, Ashghal implemented and managed an efficient and sustainable infrastructure for the future generations.

As for the Head of Business Localization at Qatar Development Bank Mubarak Khalifa Al Hetmi, he discussed the banks role in providing accessing to local markets; one of the banks most important pillars in supporting and assisting small and medium-sized companies and entrepreneurs. He also noted several bank initiatives that achieving this objective, including the model factory.

الدوحة: افتتحت بالدوحة، أعمال ملتقى خطة المشتريات الحكومية لعام 2024، بحضور سعادة السيد علي بن أحمد الكواري وزير المالية، وسعادة الشيخ محمد بن حمد بن قاسم آل ثاني وزير التجارة والصناعة، وسعادة الشيخ خليفة بن جاسم بن محمد آل ثاني رئيس غرفة قطر، وعدد من المسؤولين بالوزارات والهيئات الحكومية.

ويهدف الملتقى الذي تتواصل فعالياته خلال الفترة من 24 سبتمبر حتى 02 أكتوبر المقبل، للتعريف بأهم محاور خطة مشتريات الجهات الحكومية حسب القطاعات، والتوقعات بشأنها من أجل تقييم الأعمال واحتياجات الجهات الحكومية.

كما يسلط الضوء على الخدمات التي تقدمها وزارة المالية وأبرز مزايا قانون تنظيم المناقصات والمزايدات ولائحته التنفيذية، بالإضافة إلى التعرف على فرص القيمة المحلية وأثرها الاقتصادي، وآلية وتطورات تصنيف الشركات وتقييم أداء الشركات في تنفيذ المشاريع الحكومية.

وفي بداية الملتقى، قدم السيد نايف معيض الحبابي مدير إدارة تنظيم المشتريات الحكومية بوزارة المالية، عرضا عن الخطة العامة لمشتريات الدولة للعام 2024، أشار خلاله إلى أن من المتوقع طرح 2528 مناقصة للعام 2024، موزعة على 16 قطاعا اقتصاديا، وأكثر من 100 نشاط اقتصادي حسب تصنيف ايزك الدولي.

وفي معرض حديثه عن مواعيد طرح هذه المناقصات، قال : إن الربع الأول سيشهد طرح 1570 مناقصة أي 65 بالمئة من إجمالي مناقصات العام 2024، وفي الثاني ستطرح 642 مناقصة، وفي الثالث 240 مناقصة، وفي الربع الأخير 76 مناقصة.

وأضاف أن مناقصات هيئة الأشغال العامة /أشغال/، ووزارة الصحة العامة، والمؤسسة العامة القطرية للكهرباء والماء /كهرماء/، ومؤسسة الرعاية الصحية الأولية واسباير زون ووزارة التعليم والتعليم العالي، تشكل لوحدها حوالي 70 بالمئة من إجمالي مناقصات الدولة للعام 2024.

أما قطاعيا، فأوضح أن حوالي 85% من المناقصات تندرج ضمن 5 قطاعات اقتصادية رئيسية، هي قطاع المعلومات والاتصالات بواقع 644 مناقصة، وقطاع تجارة الجملة والتجزئة بواقع 524 مناقصة، وقطاع التشييد ب 360 مناقصة، وقطاع الأنشطة المهنية والعملية والتقنية بواقع 351 مناقصة، وأنشطة الخدمات الإدارية وخدمات الدعم بواقع 263 مناقصة.

وأوضح أن الملتقى السنوي لخطة المشتريات الحكومية 2024، يأتي في سياق الجهود المستمرة لتأكيد دور القطاع الخاص كشريك أساسي في تحقيق التنمية المستدامة، وتعزيز الاقتصاد الوطني، خاصة مع الدور الهام المناط بالقطاع الخاص لخلق فرص عمل وتحفيز الابتكار وتوفير الخدمات الأساسية بالدولة.

وأكد مدير إدارة تنظيم المشتريات الحكومية بوزارة المالية أن دولة قطر تولي اهتماما بالغا لتقديم بيئة أعمال مشجعة وملائمة للاستثمار، وتسعى إلى إزالة العقبات التي قد تواجه القطاع الخاص، ويظهر ذلك من خلال عدة محاور من حيث المزايا والإعفاءات الممنوحة للشركات الوطنية.

من جهته، سلط السيد سيف جاسم الكواري مدير إدارة دعم تنافسية المنتج الوطني بوزارة التجارة والصناعة، الضوء على العقود الإطارية ودورها في دعم الصناعة المحلية، مؤكدا أن الصناعات الوطنية تأتي في صدارة أولويات الدولة على المستوى التنموي لكونها تمثل ركيزة أساسية من ركائز تنمية الاقتصاد الوطني، وعنصرا مهما لتحقيق الاكتفاء الذاتي بالدولة، وبناء مستقبل الأجيال القادمة بما يتماشى مع رؤية قطر الوطنية 2030.

وقال إن دولة قطر تشهد حاليا ارتفاعا ملحوظا في عدد المصانع العاملة في الدولة، ليصل عددها اليوم إلى أكثر من 806 مصانع.. مبينا أنها حققت خلال السنوات الماضية العديد من الإنجازات التي أسهمت في دعم المنتجات المحلية وتوطين سلاسل التوريد، حيث حرصت وزارة التجارة والصناعة في هذا الصدد ممثلة بإدارة دعم تنافسية المنتج الوطني على توطيد أوجه التعاون مع الجهات المعنية في الدولة في سبيل حماية ودعم المنتجات المحلية، ونجحت في بناء شراكة وثيقة مع وزارة المالية، لا سيما إدارة التوطين للمشتريات الحكومية؛ بهدف توحيد الجهود في مجال دعم الشراء الحكومي لمنتجات المصانع الوطنية، بما يحقق الاكتفاء الذاتي للمنتجات ذات الأهمية الاستراتيجية مثل المواد الغذائية والدوائية.

وأوضح السيد سيف جاسم الكواري أنه بالتزامن مع هذه الخطوات، وحرصا على حماية المنتجات المحلية، من مختلف الممارسات الاقتصادية غير المشروعة، تم إنشاء لجنة دعم تنافسية المنتجات الوطنية ضد الممارسات الضارة بها، وإصدار لائحتها التنفيذية عام 2022، حيث تتولى هذه اللجنة اتخاذ التدابير الوقائية والتصدي لأي ممارسات خارجية تستهدف التوسع في السوق القطري على حساب المنتج الوطني وإغراق الأسواق المحلية.

وقال مدير إدارة دعم تنافسية المنتج الوطني بوزارة التجارة والصناعة إن الملتقى يمثل منبرا وطنيا رائدا لاستشراف الآفاق والخطة المستقبلية للمشتريات الحكومية، وتسليط الضوء على جهود الدولة في سبيل دعم المنتج الوطني، وتوسيع نطاقه ليكون رافدا رئيسيا من روافد الاقتصاد الوطني. ولفت إلى أن مشاركة وزارة التجارة والصناعة في هذا اللقاء دليل على التزامها تفعيل الدور الاقتصادي للصناعات الوطنية والشركات القطرية، وترسيخ مبادئ الشراكة الحقيقية بين القطاعين الحكومي والخاص، بما يدعم قوة الاقتصاد الوطني.

من جهته، قال السيد محمد بن أحمد العبيدلي عضو مجلس إدارة غرفة قطر، إن تسهيل عمل القطاع الخاص في المشتريات الحكومية، وتيسير دخول الشركات الصغيرة والمتوسطة والشركات متناهية الصغر إلى المناقصات والتعاقدات الحكومية، يشكل دعما كبيرا للصناعة المحلية وحافزا لها على الإنتاج وتنويع وتطوير المنتجات وتسويقها محليا وخارجيا.

ونوه السيد العبيدلي إلى أهمية التوجيهات الحكومية الصادرة بإلزام الوزارات والجهات الحكومية باستخدام وشراء المنتجات المحلية في حال كانت مطابقة للمواصفات والمقاييس القطرية المعتمدة بما يتوافق مع لوائح وسياسات لجان المناقصات والمزايدات في الدولة.. مشيرا إلى أن هناك أشكالا من التسهيلات الأخرى تشمل تخفيض الضمانات البنكية ورسوم المستندات والمناقصات، وتشجيع الشركات الناشئة، ودعم الشركات الوطنية التي تحاول بمشروعاتها منح قيمة مضافة للاقتصاد الوطني من خلال جلب مؤتمرات ومعارض دولية إلى قطر.

وأشار العبيدلي لأهمية تمثيل القطاع الخاص في اللجان الخاصة بتطوير أنظمة المناقصات والمشتريات والتعاقدات الحكومية، وفي برنامج القيمة المحلية للقطاع الحكومي والذي يتم تطبيقه على الجهات الخاضعة لقانون المناقصات والمزايدات منذ أغسطس 2022، ويهدف لإعطاء ميزة تنافسية للشركات اعتماداً على مدى مساهمتها في الاقتصاد المحلي.

وأضاف أن غرفة قطر شاركت في كثير من الفعاليات والأنشطة التي من شأنها زيادة الاعتماد على القطاع الخاص، حيث سعت بشكل حثيث لدعم تلك التوجهات من خلال تعزيز التعاون مع كافة الجهات المعنية بالدولة، والمشاركة في المبادرات التي تفسح المجال للقطاع الخاص للمشاركة في مشاريع ومناقصات الدولة، بالإضافة إلى تمكين القطاع الخاص من الترويج لمنتجاته في المعارض التي تنظمها أو تشارك فيها وأبرزها معرض “صنع في قطر”.

من جانبه، استعرض المهندس يوسف عبدالرحمن العمادي مدير شؤون المشاريع بهيئة الأشغال العامة، أمام الملتقى مجموعة من إنجازات الهيئة في عدد من القطاعات التابعة لها وهي: تطوير الأراضي القائمة والجديدة، وتوصيل وتحسين الطرق، والمشاريع الخاصة بالصرف الصحي والمصبات البحرية لتصريف مياه الأمطار، وصيانة شبكات الطرق والصرف الصحي، والمشاريع الخاصة بتجميل الأماكن العامة في الدولة وغيرها.

كما تحدث المهندس العمادي عن خطة هيئة الأشغال العامة للمشتريات للعام 2024، مؤكدا حرصها على دعم الشركات المحلية، سواء كانوا مقاولين أو مصنعين أو استشاريين، وتقليل الاعتماد على الشركات الأجنبية في تنفيذ مشاريع البنية التحتية، وذلك تماشيا مع إستراتيجية الدولة في الاعتماد على الخبرات الوطنية، وتوفير البيئة المناسبة لنمو الشركات القطرية.

وذكر أن تلك الجهود أفضت إلى زيادة نسبة استخدام المنتج المحلي في مشاريعها من 38% في عام 2016، ليصبح الآن المنتج المحلي الداخل في مشاريع الهيئة بين 75 إلى 80%، مؤكدا أن الهيئة نفذت خلال الأعوام الماضية وأدارت بنية تحتية كفؤة ومستدامة للأجيال القادمة.

أما السيد مبارك خليفة الهتمي رئيس قسم توطين الأعمال ببنك قطر للتنمية، فاستعرض خلال عرض قدمه، دور البنك في الوصول للأسواق المحلية، معتبرا الوصول إلى تلك الأسواق من أهم ركائز البنك في دعم ومساعدة الشركات الصغيرة والمتوسطة ورواد الأعمال، وأشار في هذا الصدد إلى عدة مبادرات للبنك تساعد في تحقيق هذه الأهداف، منها المصنع النموذجي.
