Minister of Environment Issues Decision Regulating Bird Hunting Season

Doha: HE Minister of Environment and Climate Change Sheikh Dr. Faleh bin Nasser Ali Al-Thani issued the ministerial decision No. 24 for 2023 regulating the hunting season for certain birds and wild animals.

In its first article, the decision stipulates that the season for hunting for migratory birds (Turtle Dove) will be from Sep. 1, 2023 to Feb. 15, 2023 for a period of two years starting from the date of implementation of this decision for the following species: Asian Bustard, Eurasian stone-curlew (thick-knee), Mallard / wilde duck, Blue Rock-thrush, Song Thrush, Eurasian Golden Oriole, crested lark, Isabelline Wheatear, Desert Wheatear, and Northern Wheatear.

The second article of the decision stipulates the obligation of those who hunt to: hunt Asian Bustard birds by falcons only, not to use or exchange non-traditional hunting tools and means, especially electrical machines that emit sounds similar to the sounds of birds (calling devices), and not to be exposed while hunting to bird eggs, disturbing their nests, and not harming meadows and wild plants.

The second article also included specifying the hunting period from sunrise to sunset. Trading the hunted birds listed in the decision is prohibited. Hunting of all kinds is also prohibited in nature reserves and islands, and within the boundaries of cities, villages, public parks, and within at least 500 meters range from public roads, as well as inside private property and farms, except with the permission from the owners and rights holders.
In its third article, the decision stipulates that it is prohibited to hunt or acquire any of the local, endemic, and other migratory wild animals, birds, and reptiles in all regions of the country throughout the year, for a period of two years starting from the date of the implementation of this decision.
Article four of the decision stipulates that whoever violates the provisions of this decision shall be punished with the penalty stipulated in Law No. 4 of 2002.

الدوحة: أصدر سعادة الشيخ الدكتور فالح بن ناصر آل ثاني وزير البيئة والتغير المناخي، القرار الوزاري رقم (24) لسنة 2023، بشأن تنظيم موسم صيد بعض الطيور والحيوانات البرية.

ونص القرار في مادته الأولى على بدء موسم صيد الطيور المهاجرة (اللفو) في الفترة من الأول من سبتمبر حتى 15 فبراير المقبل، لمدة عامين تبدأ من تاريخ العمل بهذا القرار للأنواع التالية: “الحبارى، والكروان، وخضاري / والبط، وسمنة الصخور الزرقاء، والسمنة المغردة (الرخوخ)، وأم الصعو (صفاره)، وقبرة المطوق، والأبلق الرملي (مدقي)، وأبلق البادية (حطيبي)، والأبلق الأوروبي (مخضرم)”.

ونصت المادة الثانية من القرار على التزام من يقوم بالصيد بـ: أن يكون صيد طائر الحبارى بواسطة الصقور فقط، وعدم استخدام أو تبادل أدوات ووسائل الصيد غير التقليدية وخاصة الآلات الكهربائية التي تصدر أصواتا شبيهة بأصوات الطيور (أجهزة المناداة)، وعدم التعرض أثناء الصيد لبيض الطيور، والمساس بأعشاشها، وعدم الإضرار بالروض والنباتات البرية.

وكذلك شملت المادة الثانية تحديد فترة الصيد من شروق الشمس إلى غروبها، ويمنع البيع أو الاتجار أو التداول بالطيور التي تم صيدها حسب الأنواع المرفقة بالقرار، كما يمنع الصيد داخل نطاق المحميات الطبيعية والجزر والبحيرات الاصطناعية، وداخل حدود المدن والقرى والحدائق العامة، وعلى بعد يقل عن خمسمائة متر من الطرق العامة، وداخل الممتلكات الخاصة والمزارع إلا بموافقة أصحابها وذوي الحقوق عليها.

كما نص القرار في مادته الثالثة على حظر صيد أو اقتناء أي من الحيوانات والطيور والزواحف البرية المحلية والمستوطنة والمهاجرة (اللفو) الأخرى في جميع مناطق الدولة طوال العام، لمدة سنتين تبدأ من تاريخ العمل بهذا القرار، وعلى وجه الخصوص (الأرنب البري، والنعام، والغزلان، وغرير العسل (الظربان)، والجربوع، والقنفذ، والأصرد، والقوبعة، والورقة، وسويدا باط، والحمرة، والأدرج، والضب، والورل).

وتضمنت المادة الرابعة من القرار تنصيصا على معاقبة كل من يخالف أحكام هذا القرار بالعقوبة المنصوص عليها في القانون رقم (4) لسنة 2002 المشار إليه.
