Joint Statement for 2nd Meeting of Experts Level Senior Officials Between the State of Qatar and the EU

Brussels: The State of Qatar and the European Union held their second expert level Senior Officials Meeting in Brussels, on July 18, 2023, consolidating further their enhanced bilateral cooperation.
Based on the Cooperation Arrangement between the EEAS and the State of Qatar signed on 7 March 2018 and building on the outcomes of the first Senior Official Meeting at experts level on July 4, 2019 and the second Political Consultations in Doha on Sep. 28, 2022, todays meeting offered an opportunity for a candid, positive and constructive discussion.
Experts from both sides exchanged views on issues of common interest, such as trade and investment, economic diversification, development cooperation, education, humanitarian assistance, counter-terrorism, mediation and conflict resolution.
The discussions took place in three separate Working Groups on “Mediation, Security and Counter-Terrorism”, “Global Agenda” and “Trade and Economic Issues” co-chaired at senior-officials level by the Ministry of Foreign Affairs of the State of Qatar, the EEAS and the European Commission.
The Human Rights Dialogue between the two sides under their Cooperation Arrangement is expected to take place in Doha in early September and the political consultations in the same context are planned for Oct. 12, 2023 in Brussels.
The next Senior Officials Meeting at experts level will be held in 2024.

بروكسل: عقدت دولة قطر والاتحاد الأوروبي الاجتماع الثاني لكبار المسؤولين على مستوى الخبراء بتاريخ 18 يوليو 2023م في بروكسل، لتعزيز التعاون الثنائي المتميز بين الجانبين.
وبناء على ترتيبات التعاون التي تم توقيعها بين هيئة العمل الخارجي في الاتحاد الأوروبي ودولة قطر في 7 مارس 2018م، وعلى نتائج الاجتماع الأول لكبار المسؤولين على مستوى الخبراء، الذي عقد في 4 يوليو 2019م، والمشاورات السياسية الثانية في الدوحة في 28 سبتمبر 2022م، مثل اجتماع اليوم فرصة لإجراء مناقشات صريحة وإيجابية وبناءة.
وتبادل الخبراء من الجانبين وجهات النظر حول القضايا ذات الاهتمام المشترك، مثل: التجارة والاستثمار، والتنوع الاقتصادي، والتعاون التنموي، والتعليم، والمساعدات الإنسانية، ومكافحة الإرهاب، والوساطة، وحل النزاعات.
جرت المناقشات في ثلاث مجموعات عمل منفصلة حول “الوساطة والأمن ومكافحة الإرهاب”، و”الأجندة العالمية”، و”المسائل التجارية والاقتصادية”، برئاسة مشتركة على مستوى كبار المسؤولين من وزارة الخارجية لدولة قطر، وهيئة العمل الخارجي والمفوضية الأوروبية.
وسيتم عقد حوار حقوق الإنسان بين دولة قطر وهيئة العمل الخارجي، في إطار ترتيبات التعاون، في الدوحة في بداية سبتمبر المقبل، ومن المقرر عقد المشاورات السياسية في السياق نفسه بتاريخ 12 أكتوبر 2023 في بروكسل.
وسيعقد الاجتماع المقبل لكبار المسؤولين على مستوى الخبراء في عام 2024.
