PSA Launches Second Edition of Qatar Open Data Portal

Doha: The Planning and Statistics Authority (PSA) launched the second edition of the Qatar Open Data Portal (www.data.gov.qa), which is a national platform for open data and information, built in accordance with international standards.

The portals first edition was prepared in 2019 by the Ministry of Communications and Information Technology (MCIT). Since the beginning of 2023, the responsibility for operating and managing this portal has been transferred to PSA, where PSA team is currently working on building an open data platform that includes many topics, through a national partnership with the relevant ministries and government agencies to provide data according to various topics, which are easily displayed in different forms commensurate with the nature of the materials posted and the needs of users.

In this context, HE PSA President Dr. Saleh bin Mohammed Al Nabit praised the efforts exerted during the past period by all stakeholders in MCIT and PSA team so as to reach this important moment to publicize the updated edition of the portal.
HE noted that, at its fifty-fourth session held in March 2023, the United Nations Statistical Commission stressed that open data provides a basis for ensuring access to data for all, for use and reuse. It is more than mere technical definitions that determine how data is produced and disseminated. Rather, it intersects across a value chain of socio-economic and environmental data that is transparent and made available periodically in the portal for the public to benefit from and to increase knowledge.

For his part, Director of the Information Systems Department and Advisor to the Office of PSA President Dr. Khalid Ali Al Quradaghi, explained that the success of the Qatar Open Data Portal depends on the extent of commitment by partners to provide this portal with information on an ongoing basis.

The Portal consists of a host of topics such as population, price indices, trade, environment, energy, economy and others. At this stage, PSA has started posting the “Qatar; Monthly Statistics” bulletin on this platform, which contains data from 2018 until 2023. PSA will continue to periodically update the contents of the statistical aspect with more data, graphs, and others. The portal currently contains detailed data, including data of the past five years, classified by several topics related to national development.

As for the other technical aspects that make up the Qatar Open Data Portal, we will work with partners in ministries, government agencies and others to provide and upload the required data to the portal in order to be used in the best possible and effective way.

الدوحة: أطلق جهاز التخطيط والإحصاء النسخة الثانية من بوابة قطر للبيانات المفتوحة (www.data.gov.qa)، وهي عبارة عن منصة وطنية للبيانات والمعلومات المفتوحة، تم بناؤها وفقا للمعايير الدولية.

وأفاد بيان للجهاز اليوم، بأن هذه البوابة أعدت النسخة الأولى منها في عام 2019 من قبل وزارة الاتصالات وتكنولوجيا المعلومات حينها، ومنذ بداية العام 2023، تمت عملية انتقال مسؤولية تشغيل وإدارة البوابة المذكورة إلى جهاز التخطيط والإحصاء حيث يعكف حاليا فريق عمل جهاز التخطيط والإحصاء على بناء منصة للبيانات المفتوحة شاملة للعديد من الموضوعات، عبر شراكة وطنية مع الوزارات والأجهزة الحكومية المعنية لتوفير البيانات وفقا لموضوعات متنوعة، يتم عرضها بصورة سهلة وبأشكال مختلفة بما يتناسب مع طبيعة المواد المعروضة واحتياجات المستخدمين.

وفي هذا السياق، أشاد سعادة الدكتور صالح بن محمد النابت رئيس جهاز التخطيط والإحصاء، بالجهود المبذولة خلال الفترة الماضية من قبل جميع المعنيين في وزارة الاتصالات وتكنولوجيا المعلومات وفريق العمل في جهاز التخطيط والإحصاء للوصول إلى هذه اللحظة الهامة لإشهار النسخة المحدثة للبوابة.

ولفت سعادته إلى أن اللجنة الإحصائية للأمم المتحدة أكدت، في دورتها الرابعة والخمسين المنعقدة في مارس الماضي، على أن البيانات المفتوحة توفر أساسا لضمان توفر البيانات لجميع المستخدمين، بغية استخدامها وإعادة استخدامها، مبينا أنها تتجاوز مجرد التعريفات الفنية التي تحدد كيفية إنتاج البيانات ونشرها، بل إنها تتقاطع عبر سلسلة قيمة من البيانات الاقتصادية والاجتماعية والبيئية تتصف بشفافيتها وتتم إتاحتها دوريا في البوابة للجمهور للاستفادة منها ولزيادة المعرفة.

بدوره أكد الدكتور خالد علي القره داغي مدير إدارة نظم المعلومات ومستشار مكتب سعادة رئيس الجهاز، بأن نجاح بوابة قطر للبيانات المفتوحة يعتمد على مدى الالتزام من قبل الشركاء بتزويد هذه البوابة بالمعلومات بشكل مستمر.

وتتكون بوابة قطر من عدد من الموضوعات كالسكان والأسعار والتجارة والبيئة والطاقة والاقتصاد وغيرها من الموضوعات، وقد بدأ جهاز التخطيط والإحصاء في هذه المرحلة بعرض نشرة “قطر؛ إحصاءات شهرية” على هذه المنصة، التي تحتوي على بيانات من 2018 إلى 2023، كما سيستمر العمل على تحديث محتويات الجانب الإحصائي بالمزيد من البيانات والرسومات البيانية وغيرها وبصورة دورية، إذ تحتوي البوابة حاليا على بيانات تفصيلية، مشتملة على السنوات الخمس الماضية، مصنفة وفقا لعدد من الموضوعات ذات العلاقة بالتنمية الوطنية.

أما فيما يتعلق بالجوانب التقنية والفنية الأخرى التي تتكون منها بوابة قطر البيانات المفتوحة، فسيتم العمل مع الشركاء في الوزارات والأجهزة الحكومية وغيرهم لتزويد هذه المنصة بالبيانات المطلوبة، وتحميلها على البوابة ليتم الاستفادة منها بأفضل طريقة ممكنة وبشكل فعال.
