Ministry of Interior wins global excellence award in GIS

Doha: The Ministry of the Interior, represented by the National Command Center (NCC), received the Special Achievement in GIS (SAG) Award from the prestigious American company in the field of Geographic Information System, ESRI, winning over more than 25,000 participants from 136 countries and 336 largest global companies and institutions.
The award was presented on the sidelines of the ESRI Conference held in San Diego, USA and was received by Aref Hassan Ibrahim, Director of Technical Affairs at the National Command Center, and Captain Hassan Ali Al Malki, Head of GIS Division, from Jack Dangermond, CEO of ESRI, US.
Colonel Ali Mohamed Al Mohannadi, Deputy Chairman of the NCC, said that the SAG Award is given for companies and organisations that have received the highest rating in a set of criteria set by the Independent Selection Committee. The Ministry of Interior represented by NCC bagged this Special Achievement Award this year.
“In 2013 Najm security system of the NCC had received an ‘A’ grade rating for the role of the ministry in the using GIS techniques in security systems in an ideal manner to enhance emergency response and reduce the crime rate through spatial analysis and prediction of the expected risk before they occur”, Colonel Al Mohannadi said.
“The Ministry of the Interior has provided a model for translating the relationship of security and crime with the science of geographic information systems (GIS), which means the spatial dimension of the event,” he added.
Director of Technical Affairs Department at NCC Lieutenant Colonel Arif Hasan Ibrahim said that this award recognises the outstanding achievements and applications in geographic information systems, expressing that this is not the first time that the National Command Center has received such awards.
The system of “Najm” has won the same award in other geographical areas in 2013, and it has achieved the best advanced security system in the Middle East Geospatial Data Forum and Exhibition organised in Doha in 2012.
The ministries, agencies, companies and leading local and regional organisations in the field of communications and information technology in the Middle East had participated in the forum.
Regarding international conference forGIS users (Esri UC), Head of Geographic Systems Technology Section, Capt. Hassan Ali Al Maliki said that the conference that is organised by the Esria US company. It is considered as the largest international event in the world dedicated to GIS technologies. It’s held annually during month of July at San Diego Convention Center in San Diego, California, USA.
“The number of attendees of the conference last year reached more than 25,000 participants from 136 countries and 336 exhibitors from the largest companies and institutions of the world to present the latest technologies, products and solutions in various fields. 314 technical workshops and 37 seminars for users to explain their experiences and successes in using of GIS technologies in their daily tasks in security, environment, health and other fields, were also held” he added.
It is worth mentioning that the Ministry of Interior has worked to introduce the science of GIS techniques in the field of security since 2009, and has prepared excellent and specialized national cadres in this field during the past ten years.
The Najm system is one of the most advanced security projects in the ministry. It aims to provide modern technological systems to ensure security through the rapid delivery of information from the Central Operations Department at the National Command Center to the patrols located in different regions of the country, while choosing the most suitable and closest patrol to incident location.
It is one of the most important systems in MOI, where the system connects all the departments of the Ministry of Interior related with security and safety, Lekhwiya, and the ambulance service under one system. This makes it successful in employing these techniques to raise the level of emergency response and reduce the crime rate through spatial analysis and prediction of the anticipated risks before they occur.
حققت وزارة الداخلية إنجازاً عالمياً جديداً بفوز مركز القيادة الوطني (NCC) -التابع لها- على جائزة التميز (SAGAward) في نظم المعلومات الجغرافية (GIS)، المقدمة من معهد «ESRI» الأميركي الرائد على مستوى العالم في مجال أنظمة المعلومات الجغرافية.
وتسلّم الجائزة، على هامش المؤتمر الدولي لمستخدمي أنظمة (ESRI) والذي نظمه المعهد مؤخراً بمدينة سان دييغو الأميركية، المقدم عارف حسن إبراهيم مدير إدارة الشؤون التقنية بمركز القيادة الوطني، والنقيب حسن علي المالكي رئيس قسم تكنولوجيا النظم الجغرافية.
وقال العقيد علي محمد المهندي، نائب رئيس مركز القيادة الوطني (NCC)، في تصريح بهذه المناسبة: إن جائزة «التميز في تطبيق نظم المعلومات الجغرافية» تقدم للشركات والمؤسسات التي حصلت على أعلى تقدير في مجموعة من المعايير التي تضعها لجنة اختيار الفائزين المستقلة.
وأشار إلى أن المركز شارك في عام 2013 بعدد من الأنظمة الأمنية، حصلت جميعها بما فيها نظام «نجم» على تصنيف (A)، وذلك للدور الذي حققته الوزارة في توظيف تقنيات نظم المعلومات الجغرافية في الأنظمة الأمنية بشكل مثالي، للمساهمة في رفع مستويات الاستجابة للطوارئ وخفض معدل الجريمة، من خلال أنظمة الجودة والتحليل المكاني والتنبؤ بالمخاطر المتوقعة قبل حدوثها.
وأضاف أن وزارة الداخلية قدّمت نموذجاً يُحتذى به في ترجمة علاقة الأمن والجريمة بعلم نظم المعلومات الجغرافية (GIS)، وهو ما يعني البعد المكاني للحدث.

الجائزة تقدير للإنجازات والتطبيقات المتميزة
أوضح المقدم عارف حسن إبراهيم، مدير إدارة الشؤون التقنية بمركز القيادة الوطني، أن هذه الجائزة تمنح تقديراً للإنجازات والتطبيقات المتميزة في نظم المعلومات الجغرافية؛ مشيراً إلى أنها ليست المرة الأولى التي يحصل فيها مركز القيادة الوطني على مثل هذه الجوائز.
وأضاف: «سبق أن فاز نظام (نجم) عام 2013م بهذه الجائزة نفسها في محاور جغرافية أخرى، وحصل كذلك على أفضل نظام أمني متطور على مستوى المشاركين في منتدى الشرق الأوسط للبيانات الجغرافية المكانية في عام 2012 في الدوحة، وشاركت فيه أبرز الوزارات والهيئات والشركات والمنظمات المحلية والإقليمية الرائدة في مجال الاتصالات وتكنولوجيا المعلومات في منطقة الشرق الأوسط».
النقيب حسن المالكي:
المؤتمر أكبر حدث دولي تقني متخصص
حول مؤتمر «إيزري الدولي» (Esri UC) -الخاص بمستخدمي تقنيات نظم المعلومات الجغرافية- قال النقيب حسن علي المالكي، رئيس قسم تكنولوجيا النظم الجغرافية: «إن هذا المؤتمر يعدّ أكبر حدث دولي في العالم مختص بتلك التقنيات، ويقام سنوياً في الولايات المتحدة الأميركية في شهر يوليو في مركز مؤتمرات سان دييغو (كاليفورنيا).
وذكر أن هذا المؤتمر، الذي انطلق في عام 1981م، يحضره الآلاف من المشاركين من مختلف دول العالم، إلى جانب المئات من الشركات والمؤسسات لعرض أحدث التقنيات والمنتجات والحلول في شتى المجالات، فضلاً عن تنظيم العديد من الورش والندوات للمستخدمين لشرح تجاربهم ونجاحاتهم في استخدام التقنيات في مجالات الأمن والبيئة والصحة وغيرها من المجالات.
وأضاف بأن هناك معرضاً مصاحباً للخرائط والملصقات يصل إلى 600 خريطة، بجانب معرض الخرائط الافتراضية.
وشهدت وزارة الداخلية خلال السنوات العشر الماضية قفزات نوعية في مجال استغلال التقنيات الحديثة، ومنها إدخال علم تقنيات النظم الجغرافية في مجال الأمن منذ عام 2009، إلى جانب إعداد كوادر وطنية متميزة ومتخصصة في هذا المجال.
«نجم» يوفر أنظمة تكنولوجية حديثة لتحقيق الأمن
يعدّ نظام «نجم» من أحدث المشروعات الأمنية بالوزارة، ويهدف إلى توفير الأنظمة التكنولوجية الحديثة، بما يضمن تحقيق الأمن من خلال سرعة توصيل المعلومة من إدارة العمليات المركزية بمركز القيادة الوطني إلى الدوريات في مختلف مناطق الدولة، مع اختيار الدورية الأنسب والأقرب لمكان الحدث. كما أن هذا النظام يصنّف بأنه من أهم الأنظمة في وزارة الداخلية؛ حيث يربط النظام جميع إدارات وزارة الداخلية المعنية بالأمن والسلامة وقوة «لخويا» والإسعاف تحت منظومة واحدة، وهو ما ساهم في رفع مستويات الاستجابة للطوارئ وخفض معدل الجريمة، من خلال أنظمة الجودة والتحليل المكاني والتنبؤ بالمخاطر المتوقعة قبل حدوثها.
