Qatar and Turkey calls for end to Libya military action
قطر وتركيا: التحركات تجاه طرابلس «غير شرعية» ويجب إيقافها
DOHA: Deputy Prime Minister and Minister of Foreign Affairs H E Sheikh Mohamed bin Abdulrahman Al Thani has said that there are some countries who want to undermine international will and violate international laws to impose a new reality by force in Libya.
During a joint press conference yesterday with Turkish Foreign Minister Mevlut Cavusoglu, H E the Deputy Prime Minister condemned the recent attacks by illegal Khalifa Haftar forces to control Tripoli the capital of Libya, stressing that those who support Haftar are partners in what is happening in Libya.
H E the Deputy Prime Minister also condemned the dual approach of countries which support Haftar and at the same time issuing joint statements of condemnation of what his forces are doing.
“This is a duality that some countries use which we do not understand and which is surprising after the National Reconciliation Government, which is recognised by the international community in accordance with Security Council decisions.”
He called on the international community to have a firm stance in the face of these violations of international law in Libya and all regional issues, pointing out that there are countries with which Qatar agrees with a commitment to preserve the international system and international law. “Qatar with these countries demands the immediate cessation of military action in Tripoli and return to dialogue and political solution.”
H E the Deputy Prime Minister said that the State of Qatar is subject to unilateral measures from three Gulf countries and the whole world sees today that Qatar is still on the path of development, and the countries that have unilateral actions have not found any support in the international community.
H E the Deputy Prime Minister and Minister of Foreign Affairs discussed with his Turkish counterpart the developments on the Palestinian issue, especially statement of Prime Minister Benjamin Netanyahu on annexing West Bank as part of Israeli territory, stressing that it is unacceptable according to international norms and laws.
They also discussed on the latest development on Palestine reconciliation and international efforts in this regard and it was agreed to urge both parties for unity and shun the differences as soon as possible because this is the first line of defence to secure the Palestinian cause.
H E Sheikh Mohamed bin Abdulrahman Al Thani discussed with Mevlut Cavusoglu the latest developments in the efforts of the State of Qatar to achieve peace in Afghanistan and the talks between the Taliban and the US.
H E the Deputy Prime Minister and Minister of Foreign Affairs said that Qatar is looking at Afghan-to-Afghan talks to end the conflict from which the Islamic country has suffered for decades.
“We believe in a dialogue to resolve differences between countries, and Iran is a country with a regional and geographic position which is required from us to look at it with different considerations, whether we agree or disagree with its policy,” the Deputy Prime Minister and Minister of Foreign Affairs said.
The two ministers also discussed the latest developments in Syria especially those related to Idlib.
اتفق سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، مع نظيره التركي مولود تشاوش أوغلو، على أن التحركات الجارية حول العاصمة الليبية طرابلس «غير شرعية»، وأن هناك من يريد فرض واقع جديد في ليبيا بالقوة، وطالباً المجتمع الدولي بضرورة لوقف القتال الدائر.
وقال الشيخ محمد بن عبد الرحمن آل ثاني، خلال مؤتمر صحافي مع نظيره التركي في العاصمة التركية أنقرة، مساء الثلاثاء: إن قوات اللواء المتقاعد خليفة حفتر «خارجة عن الشرعية»، مطالباً المجتمع الدولي بالحزم تجاه ما يجري.
وأضاف سعادته: «إن هناك من يريد (لم يسمّهم) تجاوز الإرادة الدولية، وفرض واقع جديد في ليبيا؛ وإن التحركات الجارية غير شرعية ويجب إيقافها بأسرع ما ممكن».
وأضاف: «ندين ازدواجية الدول (لم يذكرها) التي تدعم القوات غير الشرعية في ليبيا».
وفي هذا الشأن، أكد وزير الخارجية التركي وجوب تحقيق وحدة وتضامن ليبيا من خلال المؤتمر المخطط أن تنظمه الأمم المتحدة بدلاً عن التدخل العسكري.
وأعرب تشاوش أوغلو عن قلقه البالغ إزاء التحرك العسكري نحو العاصمة الليبية طرابلس، مشدداً على اعترافهم ودعمهم حكومة الوفاق الوطني في ليبيا المعترف بها دوليا.
كما أكد دعم تركيا جهود الأمم المتحدة والمجتمع الدولي من أجل إيقاف الهجوم على طرابلس والاشتباكات هناك.
وقال في هذا الخصوص: «يجب تحقيق وحدة وتضامن ليبيا عبر المؤتمر المخطط تنظيمه من قبل الأمم المتحدة، بدلاً من التدخل العسكري أو الجهود للسيطرة على السلطة».
وأضاف: «البحث عن حل بالطرق العسكرية في ليبيا سيجلب كارثة لها ولليبيين».
تفاصيل المباحثات
وحول مباحثاته في تركيا، قال الشيخ محمد بن عبدالرحمن: «بحثت مع نظيري التركي آخر التطورات في سوريا، خاصة ما يتعلق بإدلب، وتصريحات رئيس الوزراء الإسرائيلي (بنيامين نتنياهو) حول ضم الضفة الغربية لإسرائيل، وهذا مرفوض بالنسبة إلينا وإلى المجتمع الدولي».
وتابع: «اتفقنا على وجوب حثّ الأطراف الفلسطينية على إنهاء الانقسام، لأنهما خط الدفاع الأول عن القضية الفلسطينية».
وفيما يخص تركيا، قال وزير الخارجية: «نقدّر الدور الذي تلعبه تركيا خلال قيادتها لمنظمة التعاون الإسلامي، وندعم الاستمرار في هذا الدور لمحورية تركيا في العالم الإسلامي».
وأردف: «علاقاتنا مع تركيا استراتيجية ومتنامية في كل المجالات، ونأمل الارتقاء بها إلى مستويات أفضل».
ووسط تنديد دولي واسع، ومخاوف من تبدد آمال التوصل إلى أي حل سياسي للأزمة في البلاد؛ أطلق حفتر -الذي يقود قوات من الشرق- الخميس، عملية عسكرية للسيطرة على العاصمة طرابلس، قابله احتشاد القوات الداعمة لـ «الوفاق» لصده.
وانطلقت عملية حفتر من 3 محاور؛ الأول من الجنوب الشرقي للعاصمة عبر مدينتي سرت وبني وليد، والثاني عبر مدينتي الأصابعة وغريان (جنوب)، والأخير عبر مدينتي صبراتة وصرمان، غرب العاصمة.
وتزامن التصعيد في ليبيا مع تحضيرات الأمم المتحدة لعقد مؤتمر شامل للحوار بمدينة غدامس (جنوب غرب)، بين 14 و16 أبريل الحالي، ضمن خارطة طريق أممية لمعالجة النزاع في البلد العربي الغني بالنفط.
